Final answered questions for CAFB BNCC FA3022-08-Q-0001
1) Does the removal of sections 2.2.2 thru 2.2.5 as specified in the recent question and answer statement change the requirement for a Top Secret facility clearance? That is, is a TS Facilty Clearance still required?
Still needed.
2) Does the HubZone prime need a facility clearance, or is it sufficient if a team member who would perform the work in the classified areas has one?
The prime need to have.
3) What is the number of network users being supported from a NCC standpoint?
About 3200
4) How many ITNs and EBNs are on the base network?
We run a collapsed core network - 2 core devices, 3 distribution devices, and 127 access devices.
5) Does Columbus AFB's Communication Squadron have the CSIRs (base diagrams) loaded into CIPS and are they currently be maintained using the CVC capability within CIPS?
CSIR are currently maintained via Microsoft Viso as directed by HQ AETC. CIPS may be used in the future but unknown at this time.
6) How extensive is your intent associated the techncial training program you have described in the PWS? Based on current PWS description, it could be a significant amount of time spent on and with this training program, such as across-the-board training plan and QAE certification of the program.
The contractor must accomplish all required certifications and necessary training to insure that personnel meet requirements. Personnel must be fully qualified upon hire. Ant military specific training necessary will be paid for by military.
7) Are staffing resumes required in the proposal?
Resumes are requested upon award of contract and prior to assumption of work.

14.12 Contractor’s Employees: Minimum Knowledge and Skills. The contractor shall ensure all personnel are fully trained and qualified prior to employment. Resumes are required on all employees, including those hired during the life of the contract as replacements. The contractor shall ensure all personnel are technically proficient in the installation, configuration and application of Air Force approved software. This includes but is not limited to Windows Operation System, Windows Office Suite. These employees shall also be experienced in configuration, maintenance and upgrading of standard desktop/laptop computers. . . . All NCC personnel must have and maintain one of the following three certifications (GSLC, GIAC Security Leadership Certificate; CISM, Certified Information Security Manager; CISSP, Certified Information Systems Security Professional). These requirements will not be waived and must be obtained within 6 months of employment.
Additionally, Gov’t Q/A #1 on June 10, 2008 Answer: NCC personnel Certification requirements in Para will be changed to the following: ISO Certification: Security+ (CompTIA)*, GSEC-Global Information Assurance Certification Security Essentials Certification (Sans Institute), SCNP-Security Certified Network Professional (Security Certified.net), and SSCP-System Security Certified Practitioner (International Information Systems Security Certifications Consortium AKA ISC2)
8) Question: Would the government consider limiting these minimum IT qualifications to the specific technical positions and exclude positions not directly associated with software management such as the Program Manager, Message Technician, Administration, and Information Assurance or other personnel utilized for “low or non-tech” duties?
New certification requirements were given in earlier set of questions. I think that was asked by Rothe.
9) Referencing the Special Notice in PWS Section 1 (1.1.1.5) that addresses INOSC assumption of Network Control Center Operations, will you further specify a projected timeline and which functions will transition to the INOSC?
Answer: Yes, as soon as the time lines are released modifications will be accomplished on the BNCC contract.
10) With the advent of overarching programs, such as Uni Comm, and the possibility that this contract may lose certain positions over the period of the contract, what time will be allowed to transition to staffing changes?
Answer: Normal transition periods are within 30 days of modification implementation.
11) Operationally, what grace period would we have to make the staffing/manning adjustment (training, process, and procedures, certs) during startup and staffing replacements?
Answer: All personnel as stated in the PWS must be fully qualified upon hire.
Personnel must have required certs upon hire. A new employee will be given 6 months to attain the mandated DoD 8570.1-M certifications.
