About this file

This is a Register of Wage Determinations under the Service Contract Act (SCA) issued by the U.S. Department of Labor Employment Standards Administration for Texas Counties (Atascosa, Bandera, Bexar, Comal, Guadalupe, Kendall, Medina, and Wilson). The wage determination, numbered 2015-5253 (Revision 29, effective 5/13/2026), establishes prevailing wage rates and fringe benefits for service contract employees across multiple occupational categories.

The document lists hourly wage rates for approximately 200+ occupation codes spanning administrative, food service, furniture maintenance, general services, health occupations, information technology, instructional, laundry, materials handling, mechanics and maintenance, personal needs, plant and system operations, protective services, recreation, stevedoring, and technical occupational categories. Wage rates range from approximately $11.49 to $50.21 per hour depending on occupational classification and experience level. All listed occupations are entitled to fringe benefits of $5.55 per hour (up to 40 hours per week or $222.00 weekly/$962.00 monthly) for health and welfare, or alternatively $5.09 per hour under Executive Order 13786. The determination includes footnotes regarding computer employee exemptions, air traffic controller and weather observer night pay and Sunday pay differentials, hazardous materials pay differentials (4-8%), and uniform allowance provisions. Service contract employees receive mandatory paid leave: two weeks vacation after one year of service, three weeks after five years, and four weeks after fifteen years, plus a minimum of eleven paid holidays annually.
