The contractor must provide a primary and alternate point of contact for management of preventative maintenance activities, communicate in English, and provide detailed repair quotes within three business days, including diagnostic findings, itemized parts and labor costs with at least two vendor price comparisons, estimated repair timelines, and warranty information.
The contract period is one base year plus four optional 12-month years. Contractor duty hours for routine maintenance are 6:30 a.m. to 1:30 p.m., Monday through Friday, excluding federal holidays and government facility closings. The contractor must establish performance metrics and submit monthly status reports identifying efforts, estimated completion dates, problem areas, and proposed solutions to the COR by the 5th working day of each month. Key deliverables include a Quality Control Plan (brief version with quote response; comprehensive final version due 30 days after award), initial Preventative Maintenance Plan with monthly updates, and monthly maintenance documentation. The government provides facilities, water, electricity, and available transition records upon request. The contractor is liable for Environmental Safety and Health (ES&H) compliance and all resulting fines, must immediately notify the COR and CO of spills or mishaps, comply with AFOSH and OSHA standards, and obtain base identification passes for all personnel accessing the facility.
