About this file
This document summarizes an amendment to a federal solicitation for rental of swing space trailers and storage units. The Air Force is seeking a contractor to provide an approximately 1,440 square foot portable temporary administrative office trailer with changing rooms, latrines and showers for both males and females, to be located at Joint Base San Antonio Fort Sam Houston in Texas. The solicitation was amended to change the NAICS code and size standard, add responses to initial contractor questions, provide a revised performance work statement and drawings, and require attendance at a mandatory site visit on April 9, 2021. The contractor must also supply eight climate-controlled and non-climate-controlled storage containers. The response deadline is 60 days from issuance and the period of performance is for one base year with four one-year options.

Quote Requirements: The written quote must include the unit and extended prices for all line items and the required Quoter Representations and Certifications IAW FAR 52.212-3, Alt I.

Volume I - (Technical)
The Quoter shall provide at minimum:
(a) A complete understanding of the Performance Work Statement (PWS) requirements
(b) Proposed design of the administrative office trailer to include drawings, pictures and dimensions of areas (i.
e. offices, latrines and sinks, showers, changing area, etc.) required by the PWS
(c) Proposed internal and external photos of all areas of the administrative office trailer to include interior finishing and exterior stairs.
(d) Proposed delivery and installation schedule for administrative office trailer and storage units
Volume II (Pricing)
Quoter shall submit a Pricing volume with its quote. A unit price shall be proposed and inserted for the Firm- Fixed Price (FFP) Contract Line Item Number (CLIN), and shall be rounded up to two decimal places. The total amount must equal the sum of all unit prices. The proposed prices shall be based on the Quoter's own approach and the Government's Performance Work Statement as set forth herein.
Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that the Quoter's quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). To account for the option period(s) available under FAR Clause 52.217-8, Option to Extend Services, for evaluation purposes, the Government will take the rental and maintenance CLIN for the last available priced option period and prorate six (6) month value. The six (6) month value will be added to the total of all priced CLINs to arrive at the Total Evaluated Price (TEP). Option prices will be evaluated exclusive of any applicable wage increases (Service Contract Labor Standards).
Period for acceptance of offers. The Quoter agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offer.
