QUESTIONS: REPLACE CASS STATIONS 2-7 - RANDOLPH AFB
#QuestionAuthorGOVERNMENT ANSWERS
SOW Section 5.0 "Schematic New CASS System Diagram" indicates that the "contractor shall provide new control fiber optic cables from Hangar 5 to the shelters." The RFP documents do not provide specification on the type of fiber optic cable required to address current or future needs. During the site walk the Government mentioned a "spare capacity" requirement; however, the RFP does not indicate this requirement. Will the Government provide guidance as to the fiber optic cable requirements (ie multi-mode 6 strand 50/125 OM3 (indoor/outdoor) or other) and any space capacity requirements?Scott E. Dean A.FIBER#1 Three Pair (Six Strand) is normal industry standard to enable use of other fiber optic pairs in the advent of damage strands to prevent having to re-run a new fiber optic cable. Existing Fiber Optic for Rows 1; 8-11 and Trim Pads cables all have six stranded fiber optic cable on CASS Rows 1; 7-11 and trim pads. Additionally, the fiber optic cable is of indoor/outdoor riser type OFNR(UL).
SOW does not indicate required specifications for the fiber optic cable connectors. Should all fiber connectors be ST UPC or does the Government have a different requirement?Scott E.#2 Fiber optic cable connectors will be ST Multi-Node to match existing equipment and type connectors.
SOW does not indicate required specifications for fiber optic cable testing. Does the Government require Optical Time Domain Reflectometer (OTDR) testing, power meter testing, or both?Scott E.#3 No need to make extensive Fiber optic testing as switching fabric simply scales up or down automatically to match network environments.
How much fiber slack is needed in the cabinets? Can we leave enough to reach into the splice trailer?Scott E.#4 Fiber Optic Cable slack should mimic the other pre-existing fiber optic cables in the control panel cabinet that is approximately 6 feet and coiled inside the cabinet.
SOW Section 5.0, "Schematic New CASS System Diagram" indicates that the "Contractor shall provide new control fiber optic cables from Hangar 5 to the shelters." During the site walk it was unclear whether the new fiber optic cables are required to be home run from each new Digitally Controlled Module (DCM) back to Hangar 5 or whether the new fiber can connect to one of the other already completed shelter rows (1 or 8-11). Will the Government clarify whether the new fiber is required to home-run back to Hangar 5 or if it can connect somewhere at one of the completed shelter rows? If fiber can connect at a completed shelter row will that location have an available fiber port to connect to?Scott E.#5 CASS will need to have a separate fiber optic cable per row back to Hangar 5 as the existing configuration. If the upgrade were to tap off of rows 1 or row 7 and we had a failure of the either, then rows 2-6 would be compromised and these fiber optic cable is connected in series. Therefore, to prevent possible massive loss of communication, each CASS row shall have is own fiber optic cable back to Hangar 5 like the existing rows.
Will the Government confirm that the overhead fiber that is required to be run within each row 2-7 is allowed to be pulled in the same conduit as the power?John#6 Existing Fiber is currently ran through same conduit as commercial power 60Hz. However, fiber should be ran per NEC and NEMA codes/standards to prevent interference
Will the Government provide specification sections for the Telecommunications work?John#7 Contractor shall submit a communication specification for the Government to review at each submissions
During the site walk the Government indicated that as-built drawings of the existing CASS system are available. Attachment 1, page 11, states "The Government will provide information in the form of available plans, reports, maps, drawings, and as-built's as necessary to facilitate accomplishment of the work required.... The Designer shall field verify information shown on the as-built drawings." Will the Government provide the as-built drawings so that the bidding Contractors can more thoroughly understand the existing conditions? Being able to understand existing conditions and distances greatly impacts cost.Eric R.DESIGN#16 The Government has the original design of the CASS System: Dated back to 2001, However the government does have the upgrade CASS system drawings most recently from the 2010 upgrade. The 2001 drawings are included in Appendix D.
Attachment 1, page 1 indicates that the "objective of this project is to design and construct a new above ground CASS." Section 10.1 states "The WBS shall be reflective of the entire project scheudle, to include design." Section 10.2 states "The schedule must provide 10 business days for review and approval of all design." Section 13.2 "Final Inspection" states that the final inspection report shall "include a record of signed and saled as-built drawings and specifications verifying that all development standards have been met." Other than noted, the RFP does not indicate the design deliverable package requirements. Does the Government require 35%, 65%, 95%, and 100% and as-built design packages? Are drawings, specifications, and design analysis required for each package? Do final designs require seal and signature of a Texas Professional Engineer and, for communications design, a Texas Registered Communications Distribution Designer (RCDD)?Eric R.#9 The contractor require to submit 35%, 65%, 95%, and 100% and as-built design packages along with specifications.
Attachment 1, Section 4.1 states "Airfield pavement shall be removed and replaced at the end of each row to install new conduits and air piping." Other than referencing UFC 3-260-02 "Pavement Design for Airfields," the RFP makes no reference to items required to adequately design airfield pavement in accordance with UFC 3-260-02 including but not limited to: geotechnical investigation, airfield pavement type to be determined by MAJCOM, airfield traffic area type, and requirements for the design professional. Will the Government provide this information to facilitate pavement design, or, in lieu of this, will the Government provide a required pavement section design or patching detail? This scope of work can potentially have a significant impact on cost and schedule.Eric R.#10 The contractor shall provide new concrete slabs (where removed) with a flexible Stress of 650 psi and not more that 800 psi at 28 day strength. The contractor shall insure that the pavement is ductile and all joint material is matching to the existing joint material underneath the shelters. The base material shall be compacted to a relative density of 95% to ensure strength and aggregate interlock. Contractor shall install dowels 12 inches on center. 16 inches long. Dowel bars shall have an offset of 20 inches from the joint.
Attachment 1, Section 4.1 states "Airfield pavement shall be removed and replaced at the end of each row to install new conduits and air piping." Other than referencing UFC 3-260-02 "Pavement Design for Airfields," the RFP makes no reference to minimum material requirements including but not limited to: subbase moisture content and compaction, base material requirements, flexible or rigid pavement requirements, minimum 28-day concrete compressive requirements, doweling requirements, or patching requirements. Will the Government provide this information to facilitate adequate pricing and/or guidance for pavement design? This scope of work can potentially have a significant impact on cost and schedule.Eric R.#11 The contractor shall provide new concrete slabs (where removed) with a flexible Stress of 650 psi and not more that 800 psi at 28 day strength.
Attachment 1, Section 4.1 states "Airfield pavement shall be removed and replaced at the end of each row to install new conduits and air piping." Other than referencing UFC 3-260-02 "Pavement Design for Airfields," the RFP makes no reference to minimum materials testing requirements for airfield pavement materials. Will the Government outline the minimum materials testing requirements including but not limited to soils, base, concrete or asphaltic concrete materials, patching materials, and/or joint sealant materials?Eric R.#12 The contractor shall provide flexure testing for all newly placed concrete. With a minimum flexible Stress 650 psi and not more that 800 psi at 28 day strength.
If the Government requires new pavement design to be included in the required scope of work, will the Government require a geotechnical investigation and base material testing? UFC 3-260-02 requires a geotechnical investigation to facilitate pavement design. This scope of work can potentially have a significant impact on cost and schedule.Eric R.#13 Geotechnical test is not need. Use Best Management Practice to install new concrete pavement.
The RFP does not reference materials testing requirements for new pavement sections. Will the Government indicate the materials testing requirements for the subgrade, base, and concrete pavement?Eric R.#14 SOW Section 5.9, 5.1 addresses this question. The contractor shall provide flexure testing for all newly placed concrete. With a minimum flexible Stress 650 psi and not more that 800 psi at 28 day strength.

RFP Attachment 1, Section 2.5 states "The CASS System upgrade shall be equal or better than the existing overhead system in T-38 Shelter Row 1." In order to quantify "equal or better" the bidding Contractors need to know what was installed in Shelter Row 1. Will the Government provide as-built drawings, wiring diagrams, product literature, and/or O&M Manuals of the systems installed in Shelter Row 1 in order to ensure that the Contractor's bid reflects an "equal or better" system?Dean A.#20 The Government does not have as-built drawings for existing Shelter Row 1. All available Part Numbers and Schematics have been provided in the SOW.
Attachment 6, Appendix E, Special Project Procedures CAD is included in the RFP documents. Having performed design work on JBSA before we understand the extensive requirements for CAD including but not limited to base files, reference files, sheet naming, graphics, line types, text styles, borders, symbols, block library, etc.; however, the requirements typically limit our preferred design team members to those who have performed work at JBSA before in order to efficiently address the requirements. Will the Government require these Computer Aided Drafting requirements to be met on this contract?#21 Contractor shall meet the AEC CAD Standards Version 5.0. for all CAD files submitted to the Government. Design requirements are in SOW para. 13.0
RFP Attachment 1, Section 2.3 states "The Contractor shall update or replace the Computerized Master Control software and hardware to accommodate the new CASS module installations." The RFP does not describe the existing software or hardware; however, the Government indicated during the site walk that the software is Programmable Logic Controller (PLC) based. The Government acknowledged that PLC language is relatively easy for a qualified contractor to modify/re-program as long as specific information is provided. The Government indicated that the existing PLC-based system was installed by Rural Electric who is a competing, bidding contractor who attended the site walk. Currently only the Government and Rural Electric possess the complete I/O list, existing documented PLC programming, backups of the HMI touch screen programming, and control sequence of operation narrative. This information is an unfair competitive advantage as described in FAR Subpart 9.5 Conflict of Interest. Will the Government make accessible these items that were purchased by the Government through a previous contract?Eric R.CONTROLS#22 The Government has revised the SOW. The SOW States in section 2.4: The Contractor shall replace the Computerized Master Control software and hardware to accommodate the new CASS module installations. All CASS infrastructure including the T-38 Shelter Rows 1, 8-11, Hush House, Sound Suppressors, etc. shall communicate as one Computerized System.
During the site walk the Contractors were shown two separate types of touch screen station displays: one in the Main Control Room and one at each of the CASS Stations. We understand that the Government desires the awarded Contractor to ensure that all new programming at each display "match the existing" functionality currently provided at the Main Control Room and at CASS Stations 1, 8-11. Will the Government describe, in detail, the minimum functional requirements at the Main Control Room display and the CASS Station display?Eric R.#23 The SOW Section 2.2 describes the function requirements for the Digitally Controlled Module (DCM). Section 2.2: Each Digitally Controlled Module (DCM) should include, Air Available, Air Not Available, 400 Hz/Power Available, 400 Hz/Power Not Available, Starting Air pressure Amount status indicators. The modules should be capable of Touch Screen controls for Aircraft Starting Air, (On/Off), 400 Hz/Power, (On/Off), 60 Hz Convenience power Receptacles, (On/Off), and 400 Hz Single Phase Power Receptacles (On/Off). System should also be equipped with an automatic air lockout device, etc.
RFP Attachment 1, Section 2.3 states "The Contractor shall update or replace the Computerized Master Control software and hardware to accommodate the new CASS module installations. In order to update the system more information will be needed including the hardware and software used. Will the Government provide a parts list, wiring diagram, software used, complete I/O list, existing documented PLC programming, backups of the HMI touch screen programming, and control sequence narrative?Dean A.#24 See answer#22
During the site walk the Government indicated that the bidding Contractors should contact Rural Electric for information regarding the existing PLC system since they installed the existing system. Rural Electric is competitively bidding on this new contract and has proprietary information necessary for other Contractors to competively bid on this opportunity. In order to ensure equitable competition will the Government obtain and provide the folowing information from Rural regarding the existing system: a complete I/O list, documented PLC programming, backups of the HMI touch screen programming, and a detailed narrative of the control sequencing of operation? This information is critical to ensure equitable competition and greatly impacts cost and schedule. Without this information the cost of reprogramming can be upwards of 5-6 times more expensive.#25 See answer #22.

Will the Government provide backups of the HMI touch screen programming for the existing PLC system?#30 See answer #22
Will the Government provide the operation control sequence narrative for the existing PLC system?#31 See answer #22
The electrical cable removal and replacement scope of work shown in SOW Section 3.11, "Schematic Demolition Diagram", Section 5.0 "Schematic New CASS System Diagram", and Section 5.5 conflicts with what was observed and discussed at the site walk. The RFP documents indicate to remove existing electrical cables running from the Hangar 5 400 Hz Inverter to each CASS Station at Rows 2-7 and replace with new electrical from the 400 Hz Inverter to each new 20 kVa Transformer located in Rows 2-7. During the site walk we were shown electrical panels adjacent to Hangars 3, 4, and 5. We understood that an existing power feed runs from the 400 Hz inverter in Hangar 5 through a loop to the these three electrical panels, and that this existing loop is supposed to remain. The three panels were observed to have existing circuits going out to the CASS Stations. Based on this our understanding of the required new electical scope of work the existing electrical feed from the Hangar 5 400 Hz inverter to these three panels is to remain, remove/abandon the Row 2-7 feeders and breakers, and install new circuits through the existing ductbank system from existing electrical panels to the new 20 kVa transformers on Rows 2-7. Will the Government confirm this revised scope of work and provide drawings clearly indicting the electrical system to remain, to be replaced, and which rows it extends to?Dean A.ELECTRICAL#32 CE Electrical Engineer and CASS Shop performed another walk through inspection and did not find a "Loop". We did find there are 3 AWG wiring from Hangar 5 400Hz inverter to the electrical panels adjacent to Hangars 3, 4, 5, and 6. A Revised schematic is avlable in section SOW 5.0.
Will the Government provide specification sections for the Electrical work?John#33 Yes, the Government will provide electrical specifications. All electrical design and installation shall conform to NEC 2014 at a minimum requirement.
Will the government confirm that there is no work to be performed at the existing frequency converters?John#34 The frequency converters are adequate to accommodate the new Upgrades CASS System
The compressed air piping scope of work shown in RFP Attachment 1, Section 3.11, "Schematic Demolition Diagram" conflicts with what was observed at the site walk. The Diagram and Keynote 5 indicates that the "existing air pipe from the air compressor from Hangar 5 to the 1st CASS Station in the shelter is to remain." During the site walk it was noted that the existing air line coming up in the 1st bay of Hangars 2-7 was too small and a new line would have to be installed from the adjacent manhole to the new CASS station. Will the Government provide drawings clearly indicating the compressed air lines required to be replaced and which rows it extends to? Is there an existing shut off valve for the air line in each manhole, or will the Contractor be required to install one?Dean A.#35 The Schematic will be revised. The existing Air pipe shall be replaced to match air pipe on shelter row 1. A Revised schematic is avlable in section SOW 5.0.
During the site visit the Government indicated that there will be only one circuit from the converter at Hanger 5 that will feed three (3) distribution panels at three (3) locations near the other hangers. It was further explained that new electrical cables will go from the distribution panels to the 20 KVA transformers at each shelter. This conflicts with the direction indicated in Attachment 1 SOW. Will the Government clarify the required electrical scope of work for demolition and construction?Mike O.#36 The contractor shall replace 15A individual circuit breaker at each distribution panel with an adequate circuit breaker for a new 20KVA transformer which feeds the entire Shelter CASS System. A Revised schematic is avlable in section SOW 5.0.
What size cable is required from the 3 exterior distribution panels to the 20 KVA transformers at each shelter location?Mike O.#37 SOW Section 1.1 Contractor shall design and construct a new above ground Centralized Aircraft Support System. The contractor shall size electrical cables based on NEC and UFC.
What size cable is required from the 20 KVA transformers to each individual CASS station?Mike O.#38 See answer #37
Will the Government require a means of disconnect at each LPCU location?Mike O.#39 Yes, See answer #36
Attachment 1, Section 5.0 "Schematic New CASS System" keynote 4 calls to provide 30' of 400hz cable for T-38 but the part number provided is a 40' cord. Does the Government require a 30' or 40 ' cord?Mike O.#40 A list with recommend JB Aviation aircraft cable with part number and price was provided to CE. The keynote will be revised. Contractor shall provide a 40' cable. A Revised schematic is avlable in section SOW 5.0.
Attachment 1, Section 5.0 "Schematic New CASS System" keynote 1 states "provide new 7C six around 1XHHW, center neutralwith 2C per phase" from existing 400 Hz power converter in Hanger 5 to the new 400 Hz/20 KVA transformers at each shelter. Will the Government provide a load / voltage drop calculation to ensure the cable mentioned above will be of adequate size? This could result in a significant cost impact.Mike O.#41 No, the Government is not providing a load/voltage drop calculation.
RFP Attachment 1, Section 5.0, "Schematic New CASS System Diagram" Keynote 5 is pointing to what appears to be the underground air piping and the above-grade hose. The actual note appears to describe the hose requirements. Did the Government intend to have a different keynote to desribe the new CASS system underground air pipe requirements and if so can the Government provide these requirements including piping material requirement (FRP, wrapped steel with cathodic protectcion, etc.)?Dean A.AIR#42 The Keynote will be revised
During the site visit, it was observed that the location of the existing CASS stations at rows 2-7 is approximately 6’ from a vertical structural column. The government noted that they wanted Rows 2-7 to match Rows 1 and 8-11. To do so, the existing air piping that is run from the manhole to the existing CASS station would have to be re-routed. Will the Government confirm that the new CASS stations need to be located adjacent to the existing structural columns as installed at Rows 1 and 8-11, or is it acceptable to install the new CASS station at the current piping location?John#43 Yes, the new CASS Stations need to be located adjacent to the exsiting structural columns.
