FA3016-17-R-0025 2nd Site Visit Questions and Answers:

1. Please confirm that the Contractor will be responsible to replace, in full, the existing Touch Screen Human Interface Hardware located in Hangar 5 and that new integration software and all new graphics integrating the entire system from CASS Stations 1-11, Hush House, and Sound Suppressors will be required and that contractors will not be permitted to re-use the existing.

Contractor shall be responsible to replace in full the existing Touch Screen Human Interface Hardware/Software located in Hangar 5 to control all JBSA-Randolph CASS infrastructure. Only Shelter Rows 2-7 shall require an upgrade from analog to digital controls. All other CASS infrastructure other than Shelter Rows 2-7 have existing communications via Fiber Optic communicating to Hangar 5, and shall be incorporated into the computerized master controls at Hangar 5. Contractor shall use new integration software and all new graphics integrating the entire system from CASS Stations 1-11, Hush House, Sound Suppressors, and all existing JBSA-Randolph CASS infrastructure.

Please see CASS Attachments 1, 2, 4, and 6 for existing CASS Touchscreen and programming data.

2. Paragraph 2.4 of the Revised Statement of Work states “The existing communication infrastructure for T-38 Shelter Rows 1, 8-11, Hush House, Sound Suppressors, etc. shall be incorporated into the new computerized system as they are already existing in service.” Please confirm that the only requirement will be to integrate/program the graphics for these locations into the new software at the Computerized Master Control in Hangar 5 and to connect the existing fiber and that no other communications work associated with these locations is required.

Contractor shall integrate/program the graphics for all JBSA-Randolph CASS infrastructure into the new software at the Computerized Master Control in Hangar 5. Contractor shall verify the existing function of the controls and replace to function in a similar manner: and at a minimum of the Requirements in SOW Section 2.0

3. Paragraph 2.2 defines the I/O points for each of the new CASS modules included as part of this contract. Please provide the I/O points associated with the Hush House and Sound Suppressors that must be programmed to the new Computerized Master Control Panel so we are aware of how many points are associated with these locations.

There are two CASS modules that associated with the Hush House and Sound Suppressors. All Touch Screen and PLCs communicate through a standard TCPIP mapping address protocol. Currently, the stations are equipped with 2 TCPIP per module: one TCPIP for the Touch Screen and one TCPIP for the PLC.

Please see CASS Attachments 6 for existing assigned TCPIP address, new stations row 2 through 7 must not conflict with previously assigned IP address.

4. Please provide a schematic diagram graphic representing the requirement for isolation valves at each of the existing manholes where the pneumatic piping is to be replaced. Statement of Work Paragraph 3.5 states “Contractor shall provide 2 means of air piping isolations for each existing manhole at the T connections, not including piping, that is directed away from the main piping.” Please confirm that only two (2) are required, one on the upstream side of the main line and one on the downstream side and that no isolation valve is required where the pipe goes towards the individual rows.

The SOW Project Objective of this project is to design and construct a fully functional JBSA-Randolph CASS System. The Government recommend isolation on each side of the T connection for the main pneumatic piping distribution. However, the Contractor shall design and install isolation for the CASS system to be used in best performance as their Licensed Engineer Recommends.

5. At the site visit, it was discussed that the pneumatic piping from the Hangar 5 point of connection to the outside of the equipment yard needed to be run overhead until it cleared the equipment yard fence and then would route down to below grade. Please confirm this is acceptable.

The Government recommend that the pneumatic piping from Hangar 5 be installed to avoid conflict of current CASS system infrastructure. The Contractor shall design and install pneumatic piping for the CASS system to be used in best performance as their Licensed Engineer Recommends.

6. Can the above ground piping routed from the point of connection at Hangar 5 over the existing equipment yard fence be coated steel or aluminum prior to going below grade?

All Materials installed shall be submitted on an AF 3000 document. Contractor shall install pneumatic piping that meets industry standard for pressure, volume, temperature, load, and corrosion. The Contractor shall design and install pneumatic piping for the CASS system to be used in best performance as their Licensed Engineer Recommends.

7. There is no information provided in the RFP to delineate the existing utility trench detail for the existing pneumatic piping that needs to be demolished as required by Statement of Work Section 3.1. The only information provided is that the pipe is at a depth of 3’ to 5’. Please provide a typical section for this existing underground piping so that we can quantify the equipment that will be required to access this below grade pipe that is buried beneath the asphalt and assumed to potentially have some depth of concrete cover in addition to the asphalt.

The Government has no As-Built drawing other than Appendix D to the SOW. The Government assumes an asphalt depth of 4”-6” with the pneumatic piping in-cased with a low expansion material.

8. Please provide a trench detail for the pneumatic air piping replacement indicating required minimum cover from top of new piping to top of pavement, required asphalt base thickness, and required asphalt thickness. Paragraph 3.5 only states that the piping is 3’ to 5’ deep and that it should receive a maximum of 12” of sand cover.

The Contractor shall design and install pneumatic piping for the CASS system to be used in best performance as their Licensed Engineer Recommends.

9. From the site visit, the government indicated that at the ‘T’ of the pneumatic piping where it crosses the apron to Hangar 5 that they wanted an isolation valve going in both directions. Currently this ‘T’ would not be in a manhole as there is no manhole present at the current ‘T’ location. We would advise that a manhole be added at this location if isolation is desired. Please confirm whether a manhole can be placed at this location The contractor shall provide isolation for the air manholes at shelter Rows 6 and 7 instead of a new manhole. However, the Contractor shall design and install isolation for the CASS system to be used in best performance as their Licensed Engineer Recommends.

10. Please confirm that the entirety of the 1300+/- feet of pneumatic air piping serving the CASS stations is located completely under asphalt and that the existing concrete panels will not have to be cut in order to perform this utility work.

Contractor shall field verify all CASS System infrastructure. As seen during the site visit the pneumatic piping was located under asphalt.

CASS recommends the Contractor shall replace any concrete panel that is trenched between main air distribution air line to where air line comes up aircraft shelter rows for the CASS system to be used for RAFB airfield vehicle traffic load in best performance as their Licensed Engineer Recommends

11. See question #10, if the government expects that concrete may be disturbed in order to replace pneumatic air piping should the contractor carry a fixed square footage allowance on the CLIN schedule for concrete repair?

If the Contractor expects that concrete may be disturbed in order to replace pneumatic air piping the CLIN should be included in their proposal. The pavement shall be repaired after the existing yellow CASS stations have been removed.

12. The response to Q&A #10 on the Questions_and_Answers_1 file and Paragraph 5.3 appear to be in conflict. We want to confirm the requirement for concrete panel replacement. Q&A #10 indicates that full pavement repair should occur where concrete is removed, however Paragraph 5.3 indicates that the only reason a pavement panel would require full replacement is if the cut in the pavement to install new pneumatic piping removes 1/3 or more of the existing panel. Please confirm which direction is correct.

Contractor shall replace the concrete slabs when preforming the upgrade for Shelter Rows 2-7. In the event that the Contractor damages pavement with use of construction equipment and the damage is determined to be greater than 1/3 of the width of the slab: Contractor shall replace full depth slab.

13. Based on previous Q&A, the government provided paragraph 6.10 that provides concrete strength and reinforcing requirements for any new concrete required. The government did not provide the thickness of the existing concrete so that we can adequately estimate the thickness of concrete to be replaced. Please advise on the required or existing pavement thickness.

The ridge pavement is approximately 11”-13”.

14. Is Paragraph 5.1 indicating that for Rows 2-7 we should assume full removal of a panel at each row in order to perform the concrete repair?

The Government recommends that the Contractor remove the concrete slab at Shelter Rows 2-7 to upgrade below ground CASS System to above ground CASS System.

15. Paragraph 1.2.8 requires low profile barricades in the area where our team is performing work. Are these required just while we are performing underground piping work or will they be required at all times for the location we are working on a given date?

Contractor shall confine their work area at all time with low profile barricades to ensure the area is not available for aircraft and other construction sensitive work areas.

CASS Comments: Barricading shall be coordinated with 12MX and Airfield Management prior to start of each phase of work.

16. Paragraph 1.2.15 of the SOW requires submission of a FAA Form 7460-1 Notice of Proposed Construction or Alteration and that this be submitted at least 30 days prior to the start of construction. Per SOW paragraph 3.3 we are to begin work to replace the damaged pneumatic piping immediately upon award. Please confirm whether the requirement to submit the FAA Form 7460-1 will be waived or whether this must be submitted and approved in order to start the pneumatic piping work.

SOW 1.2.16 states that only Airfield Management can close, open, restrict the use of any part of an airfield facility. The Government will need to know the Contractor’s phasing of work to be then coordinated with Airfield operations. A Temp-Airfield Construction Waiver will be developed by the Government for all Airfield Criteria that the contractor may violate during the construction.

17. Paragraph 3.3 states that the contractor is to provide temporary markings to direct aircraft traffic while the pneumatic piping replacement is occurring. Is this required as the area where our work will take place is not a location where aircraft traffic occurs. If required, please provide a schematic indicating the specific temporary markings that will be required as this is not indicated in the RFP.

SOW Section 1.2.7: Contractor shall coordinate a traffic control plan for each phase of work with the approval of 502 CES/CENMP and the Airfield Manager. Aircraft and vehicle access must be maintained for Hangar 3, 4, and 5 at a minimum.

CASS Comments: Coordination must include 12MX as well.

18. Please confirm that a laydown yard will be made available in close proximity to the project site where a dumpster can be placed and equipment can be stored. Please provide a map showing this location.

The Government will provide a Contractor’s Laydown within close proximity to the project site. The Laydown area shall be determined at the pre-construction meeting with the approval of 12th Airfield Management, CE Project Management, and 12th FTW Airfield Maintenance.

19. Based on the revised schematic on SOW 5.0, we assume that the cables from the 400 HZ to the individual panels will remain and therefore there is no need for the 7/C six around 1XHHW as mentioned in note 1 of the original SOW 5.0. Please confirm.

The contractor shall replace existing conductors from the distribution panel to each CASS station with adequate conductors from the distribution panel to new 20 Kva load center as in the revised SOW.

20. What are the model numbers of the existing PLC’s and Touch Screens?

The Contractor’s Licensed Engineer shall provide model numbers of existing PLC’s and Touch Screens. Contractor shall field verify all CASS System infrastructure.

CASS Comments: Please see CASS Attachment 4 for the T70 and T150 Beijer Exter Touchscreens.

21. Can the government please provide a photo of the graphics for each existing touch screen image at the CASS stations, Hush House, and Sound Suppressors?

The Contractor’s Engineer shall provide this service as the Design of Record (DoR). Contractor shall field verify all CASS System infrastructure.

CASS Comments: Please see CASS Attachment 1 for CASS Station and Main Control touch screens data and images.

22. Can the government please provide a photo of the graphics for each existing touch screen image at the existing Computerized Master Control panel?

The Contractor’s Engineer shall provide this service as the Design of Record (DoR). Contractor shall field verify all CASS System infrastructure.

CASS Comments: Please see CASS Attachment 1 for CASS Station and Main Control touch screens data and images.

23. At the walk thru the statement was made that Rows 2 thru 7 would be made available to the Contractor for construction activities without consideration for use of some of the Shades by the Government. Please confirm that this is for both the repair of the Air Distribution Main as well as for the installation of the CASS System in the various Rows.

The Contractor shall have access for both pneumatic air distribution (starting at Row 6) and Shelter Rows 2-6 all at one time. The contractor shall restore the north side of the CASS System before continuing to the south. This access must be coordinated with 12th FTW Airfield Management and Airfield Maintenance. Aircraft Maintenance is allowing this access based on the unforeseen blow out of the main pneumatic air distribution.

CASS Comments: Project will be complete ideally in three phases. First phase, upgrades rows 2 through 6 to include main air distribution lines. Bring up new main controller online and have first phase readied and working with new main touchscreen controller. Second phase, to be completed during non-fly or over the weekend to replace main air distribution line from CASS Pad at Hangar 5 to the main intersection across the service road to the flightline apron and tie into row 6 to complete phase 1. Third phase will complete upgrade to row 7 and replace main distribution air lines South of the newly installed main air distribution between rows 6 and 7 to complete phase three.

24. Please provide access to As Builts of the CASS air compressor Pad for the determination of requirements for the new Air Distribution Main from the Pad to the line running parallel to the Shade Rows. These As Builts should show what is below the pad and the roadway.

The Government has no As-Built drawing other than Appendix D to the SOW.

25. Please provide any information available to indicate the profile of the Asphalt/Concrete that may be in the path of the new Air Distribution Main.

The Government has no As-Built drawing other than Appendix D to the SOW. The Government assumes an asphalt depth of 4”-6” with the pneumatic piping in-cased with a low expansion material. The ridge pavement is approximately 11”-13”.

26. Provide information as to how to cross NSN references to Vendor information.

12th FTW Aircraft Maintenance recommends the Contractor convert the NSN References to Part numbers by FED LOG (FED Log - Defense Logistics Agency). FED LOG Users now have the ability to enter data (e.g. NSN, NIIN, Part Number, and CAGE Code) into a single search bar. This function provides output data to assist in the logistician’s research. The filter feature allows users to select service specific management data elements.

CASS Comments: Contractors may register and request access to FEDLOG or webflis via Defense Logistics Agency website: http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/FEDLOG.aspx https://www.webflis.info/

27. Provide information as to the alternate source for the 93 Amp Cable Assembly as we have been told that they are no longer being manufactured by/for J&B Aviation.

The aviation industry has replaced the 93 Amp Cable Assembly for the aircraft with 260 Amp Cable Assembly. Contractor can purchase the 260 Amp Cable Assembly from commercial vendors.

CASS Comments: Current supplier J&B Aviation recently discontinued the production of the 400 Hz AC Aircraft power cable. There are other commercial vendors that manufacture aircraft power cables. The cable must be rated at minimum of 93 amps, 32 KVA, 400 Hz and be at least 40 feet in length. Additionally, power cable must have a scuff jacket cover to prevent wear similar to the existing CASS aircraft power cable. Please see Attachment 8 (for reference only).
