FA3016-13-R-0004 SOLICITATION / SITE VISIT Q&A 22 February 2013
Question 1. The Continuation Sheet, page 3 of 73, Schedule of Supplies/Services list Item No. 0009, 1009, 2009, and 3009 as follows;

The word “Trailer” is listed in singular terms indicating to me that the government desires to have “ONE” trailer. However, the PWS, Appendix A, page 72 of 73 lists Building 1350 as “TWO” trailers entitled
“TRL 1” and “TRL 2.”
The PWS at paragraph 1.1.22, Laundry Trailer, reads as follows; “The contractor shall provide the installation of a laundry “trailer” on the 1100 block of Fort Sam Houston. The laundry trailer shall have enough washer and dryer connections to accommodate a total of 10 top load washers and 10 electric dryers. Contractor will pay electric bill and shall be reimbursed at the end of every month. Contractor shall be responsible for all maintenance cost”.
Is it the government’s intent to include “TWO” trailers with ten washers and ten dryers in each trailer in under ITEMS NO, 0009, 1009, 2009, and, 3009?
Response 1. Yes, two trailers are Government-furnished and one (1) is contractor-furnished, total of three trailers.
Question 2. Will the government provide facilities or means to discharge waste water from the “Trailer” or
“Trailers” that will be installed in the 1100 hundred block of Ft Sam Houston?
Response 2. Yes.
Question 3. Will the government provide “Cold” and “HOT” water for the Washers installed in the trailers at the 1100 hundred block of Ft Sam Houston?
Response 3. Yes.
Question 4. Is it a requirement for the vendor to provide the laundry trailer?
Response 4. Only one Contractor-furnished trailer in the 1100 area is required. The other two trailers are
Government-furnished.
Question 5. If so, will a detailed layout of the trailer be provided, as well as a plot plan for the area where the trailer is to be located?
Response 5. Yes.
Question 6. Concerning the trailer, will the vendor be required to connect the utilities? ]If the case, please provide a detailed site plan to determine utility runs for electric, water and sewer. In addition, please provide access requirements for ADA, etc.]
Response 6. Yes, Please see the attached map of the 1100 area. All ADA access requirements can be found at www.ada.gov/ and also need to be coordinated with the Primary and/or alternate COR.
Question 7. Will vendor be responsible for water and sewer usage with the utility trailer and will these be reimbursed?
Response 7. No
Question 8. The PWS at paragraph 1.1.6, Appliance Connections reads, “Connections of appliances to existing government-furnished utilities shall be coordinated with 502 CES/CEOSS, BLDG 4197. Final work shall be subject to the approval of the Contracting Officer’s Representative (COR) and shall be installed in accordance with manufacturer's recommendations. The contractor shall ensure that installation is compatible with existing facilities. Only the contractor, with proper coordination through the CO and
COR, shall remove or relocate appliances for any reason.”
Are all connections at the various facilities identical or typical?
Response 8. Typical for electric and a little unique for gas machines.
Question 9. The PWS at paragraph 1.1.19. PHASE-OUT AND PHASE-IN, provides that the Phase-In
Schedule be complete within 60 days of starting the Phase-In Schedule.
What is the actual date that the Phase-In may begin? Please state the date and month? Is it the government’s intent to conclude the Phase-In and have all machines in operation and commencement of services on 1 April 2013 in accordance with the Delivery Information listed in page 26 of 73?

Response 9. Phase –In will begin 1 April 2013. It is not the Government’s intention to have all machines operational on 1 April 2013; rather, the commencement of Phase-In will start 1 April 2013 - 31 May
2013.
Question 10. It is not conceivable for a contractor to order/purchase 2,627 new washers and dryers, delivered to Ft Sam Houston and installed and in operation by 1 April 2013.
Will the government consider a later commencement of services?
Response 10. No, commencement of services will begin with Phase-In starting 1 April 2013 – 31 May 2013.
Question 11. The sum of Washers and Dryers in Appendix “A” do not add up to the sum of Washers and Dryers in Appendix “B”.

Question 12. Who is the current vendor?
Response 12. Excalibur Laundries
Question 13. If the current vendor does not get awarded the bid, does the government have a way to insure the current vendor will not pull out early?
Response 13. Yes. The phase-out of old washers and dryers and phase-in of new washers and dryers shall be performed to ensure no lapse in service. The contractor shall submit a phase-in installation schedule to the CO/respective COR for review and approval. The phase-in schedule shall be typewritten and shall identify, by facility number and date, the scheduled installation of machines. The schedule shall be submitted five (5) business days before the start of the phase-in period. Delivery and installation of all new washers and dryers shall be performed in accordance with the approved phase-in schedule and shall be completed no later than sixty (60) calendar days after start of phase-in. The contractor shall ensure washers and dryers are fully operational in a facility before proceeding to install machines in another facility. The contractor shall coordinate installation of new machines with the contractor removing the old machines in order to maintain washer and dryer capacity in each new facility during each day of the phase-in and phase-out period. The government will provide a copy of the phase-in schedule to the incumbent contractor. The incumbent contractor shall remove old washers and dryers in accordance with the phase-in schedule. The incumbent contractor will not be allowed to store any washers and dryers on base.
Question 14. Are there any pre meetings scheduled?
Response 14. Not at this time, they will be scheduled as needed and dates are TBD.
Question 15. The current specs call for 18lb. single dryers, can we bid a larger capacity dryer?
Response 15. Specifications listed are what are required. We will not reduce the number of machines to accommodate larger ones.
Question 16. On venting, do we have to use flex, because the rigid metal venting is more efficient?
Response 16. The venting is your responsibility. If you feel metal is more efficient, by all means use it.
Question 17. How are service call reported?
Response 17. Building managers contact the COR through email. The COR will forward email to the Project
Manager (PM) so as to having a tracking mechanism.
Question 18. Can we introduce a proven online system to create service tickets, service call notification or completed service calls and a yearly history of service?
Response 18. Yes, new innovation is encouraged IAW FAR 52.212-1(e) of the solicitation.
Question 19. Since there are two Posts locations, are there separate locations that the technicians will need to pick up service tickets?
Response 19. A primary and alternate COR will send out emails for services for both locations. The COR is located at Fort Sam Houston only.
Question 20. The RFP is due on 2-28-2013, what is the expected time period for the award and after the award what is the approximate date of start of installation?
Response 20. 1 April 2013 is start date and the mobilization period begins 1 April – 31 May 2013.
Question 21. While quarterly cleaning the vents, will the contractor be required to remove the dryer front and drum of each dryer and remove/vacuum all of the lint from each dryer as is currently done?
Response 21. Yes.
Question 22. CLINS 0010 is designated for "electric bill washer/dryer trailer" and requests and amount, yet later in the solicitation it states the government will reimburse the contractor for the utility.
Should we submit an amount on CLINS 0010 (and following years?)
Response 22. Yes, invoices incurred for electricity shall be billed against CLIN 0010 for the current performance period and subsequent option years.
Question 23. CLINS 0011 is designated for "mobilization." Does this include the time period of 01
Apr 2013 - 31 May 2013? Does this mean, there will be no pro-rated payment for the machines during that time period, just one payment for move in and move out months?
Response 23. Correct, there will be no-pro rated payment during that time period, only one payment against
CLIN 0011 for mobilization for the mobilization performance period, 1 April 2013 – 31 May 2013.
Question 24. Can you please provide an updated Appendix A and Appendix B, with the revised unit count?
Response 24. See revised Appendices in Amendment 0002.
Question 25. Is there a plan to upgrade the GFI outlets (where the machines are hooked up to) in some of the Laundry Rooms to standard outlets to help insure lower service requests?
Response 25. Not at this time.
Question 26. What is the procedure for the technicians to get access to the laundry rooms? Will they have to track someone down every time they need to do repairs? Will they have key access or will they have to have escorts? Most of the machines are in secured areas.
Response 26. The applicable building manager will need to be contacted prior to arrival to coordinate access to laundry rooms for repairs.
Question 27. What is the updated timeline regarding the following:

27c. Will there be an extension due to the revised machine count?
No, the revision will not result in an extension of response date.
