About this file

This is a Questions and Answers (Q&A) document for a federal contract solicitation titled "Repair Foster Manor B6965 HVAC" at Keesler Air Force Base, Mississippi. The document contains 52 administrative questions submitted by potential contractors during the pre-bid phase, with corresponding answers from the government/contracting officer.

The project scope involves HVAC repairs and replacements at Foster Manor dormitory, including replacement of all Variable Air Volume (VAV) boxes, installation of motorized air dampers with the Air Handling Unit system, new plumbing connections, DDC (Direct Digital Control) system implementation, and ceiling tile work (5% stock for the Commons area only). Key staffing requirements specify that the Quality Control Manager must be a separate, independent person from the project superintendent, and contractors must submit QA/QC and Safety Plans within 10 calendar days of Notice to Proceed. The project is not tax-exempt, and ceiling repair work is limited to the current scope within dorm suites only, excluding foyers and other areas outside the marked work zones. All motorized air dampers are to be replaced with new units, and mold testing and remediation are explicitly excluded from scope. Contractors must provide normal submittal data for the DDC system for government review (not requiring third-party cybersecurity certification), and commissioning must be performed by a third-party certified firm as a first-tier subcontractor. The project will proceed in phases with only one wing available for demo and construction at a time, with occupants remaining in the unphased wing. Building permits including dig, burn, hot work, confined space entry, and crane permits are required per specification sections. RFI submissions are accepted throughout project execution. The NAICS code is assigned as 238220 (Plumbing, Heating, and Air-Conditioning Contractors) based on the primary scope of work.

No Attic of each wing are intercconnected. But the phasing of each wing equipment are based on one wing at a time.

Yes.

No, this will be the only pre bid site visit.

All motorized air dampers with the AHU system are to be new.

Not included.

The 5% stock of ceiling tile is for the area of work only (e.g.

the Commons area, not corridors or Day Room).

Acknowledging document has visibility issues. Zoom in, call out on side of detail should be visible.

20260416

If existing damage to ceilings is included, 1) will scope be revised to include this work, 2) will drawings be revised to identify location and quantity of ceiling repairs?

A

17 Is it a requirement that the prime contractor hold their Cybersecurity Maturity Model Certification (CMMC)? A

During the site visit there were some discussions about water damaged ceilings that needed additional repair beyond paint.

Some of these areas were within the living area of the dorm rooms. Drawing A100 Typical Dorm Room Keyed Note 2 states "Paint edge to edge in the restroom area." This area is approximately 58 sqft per dorm room, and the drawing indicates this area with hash marks. Please indicate the areas where additional paint and/or drywall repairs need to be included.

A

How many rooms will we have access to at one time? Will those rooms be adjacent to each other and in the same wing? A

20 What is the final date for RFIs to be submitted? A

Section A – Solicitation shows the NAICS code as 238220, which is only $19M. With this project being in the range of $5M-$10M, can the NAICS code be changed to 236220? A

A

25 Please confirm if commissioning required to be perform by a 3rd party CX firm as a first tier subcontractor. A

Please confirm that no new conduit is required for the DDC system, if there is not existing conduit please confirm if contractors may use plenum rated cable not in conduit for low voltage DDC wiring.

A

All rooms in one wing are available and the attic.

yes third party CX firm.

yes Phenum rated 24V wiring is acceptable, if funtional.

NAICS codes are assigned based on the primary scope of work, not the dollar value of the project. This requirement is predominantly mechanical plumbing, HVAC, and related work which aligns with NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors.)

Therefore, the originally assigned NAICS 238220 remains appropriate for this contract.

QC manager is to be separate independent person to monitor the quality execution of the work without the subordination to the superintendent.

Must be funtional and no leak. The pipes are combination of steel, and copper for small diameters at VAV.

Only the return air grille need to be adjusted.

Drawing M001 has a note that states “THE CONTRACTOR

MUST SUBMIT TO THE ENGINEERS FOR APPROVAL A

DEVICE CLASSIFICATIONS, AND LEVELS.” However there is no division 25 specification that provides requirements for cybersecurity. Is the intent of the scope for the contractor to have a 3rd party certified cybersecurity firm to meet cybersecurity requirements? If so please provide a DIV 25 spec, or please clarify that that the contractor is only responsible to provide normal product submittal data for the DDC system for government review.
