About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated 12 March 2026, with a dollar value under $10 million. The acquisition involves Project MAHG231024 for the 81st Contracting Squadron at Keesler Air Force Base in Biloxi, Mississippi, under the Air Education & Training Command.
The requirement is to repair and upgrade HVAC systems at Foster Manor (Building 6965) by furnishing all equipment, labor, supervision, and materials necessary to replace Air Handling Units (AHUs) and Variable Air Volume (VAV) boxes. The contractor must provide a turnkey control and monitoring system compatible with the existing Energy Management Control System (EMCS) infrastructure. The contracting officer justifies single-source procurement authority under 10 U.S.C. 3204(a)(1) based on the requirement that the new system must integrate with either Metasys or Desigo building management systems currently used by EMCS at Keesler. Both systems meet government cyber-security requirements and possess Authority To Operate (ATO) certification at the installation. Alternative systems would require two years or more to obtain ATO approval, creating unnecessary delays. Market research including a sources-sought email identified five qualified construction firms willing to meet the requirement. The contracting officer will post a synopsis to the Government Point of Entry and a solicitation to SAM.gov to solicit competitive offers from responsible sources. The 81st Contracting Squadron commits to monitoring future market opportunities and evaluating strategies to reduce reliance on proprietary systems and promote competition in subsequent acquisitions.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Department of the Air Force/ Air Education & Training Command 81st Contracting Squadron Keesler AFB Biloxi, MS
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
Project MAHG231024 Repair Foster Manor HVAC B6965. The contractor shall furnish all equipment, labor, supervision and materials necessary to provide and replace AHU's and VAV's at Foster Manor for Keesler AFB. All work is to be performed in accordance with this statement of work and is subject to the terms and conditions of the contract. This requirement includes a brand name controls and monitoring system (Metasys or Desigo) that will be managed by EMCS.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The contractor shall furnish a turnkey control and monitoring system that will manage the newly installed HVAC controls. This new system must have the ability to be monitored and controlled by EMCS.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Metasys and Desigo Building Management Systems are currently used by EMCS at Keesler to monitor and control HVAC systems. The new system must have the ability to connect with one of these systems. Both Metasys and Desigo meet the Government cyber-security requirements. The existing system on building 6965 is Metasys. Building 6965 is not part of the Energy Savings Performance Contract (ESPC) monitoring program that uses Metasys and thus could be switched to Desigo if all the building controls are replaced as planned with this project. Both Metasys and Desigo have the Authority To Operate (ATO) at Keesler. A system other than these two would need to get an approved ATO before being connected to the cyber-security network, which can take two years or more and lead to unnecessary time delays.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
A synopsis of this requirement will be posted to the GPE in accordance with FAR Subpart 5.201 to ensure broad visibility to potential offerers. Market research, including a sources-sought email, was issued to identify qualified construction firms capable of replacing the AHUs at Foster Manor. 5 firms replied, indicating their willingness to meet this requirement. A solicitation will be posted to SAM.gov to ensure offers are solicited from as many responsible sources as practicable.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
N/A
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
81 CONS will continue to monitor the market and evaluate whether alternate solutions could allow broader competition.
Prior to subsequent acquisitions, we will assess whether additional vendors can integrate with or support the existing Desigo/Metasys architecture. Where feasible, the 81 CONS will consider strategies that reduce reliance on proprietary systems and promote competition to the maximum extent practicable.
