About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Air Force on September 1, 2026. The amendment updates solicitation FA301026Q0032 (changing it from revision 0002 to 0003) and is administrative in nature, primarily updating the Contracting Officer from Alicia Bowman to Alice Townsend-Peden. The contracting office is the 81st Contracting Squadron located at Keesler Air Force Base, Mississippi.
The solicitation pertains to a construction project requiring offerors to submit proposals in three parts: Part I Price Proposal (firm-fixed pricing for identified Contract Line Items with completed SF 1442 forms), Part II Technical Proposal (Project Execution Plan addressing construction approach, detailed Gantt chart schedule, quality control plan, materials list with fencing/gate specifications, and key personnel/subcontractor qualifications), and Part III Past Performance Information (up to five relevant contracts completed within the last five years with minimum 30% of work scope similarity). The solicitation requires electronic submission to the Contracting Officer, quoted terms valid for 180 calendar days, acknowledgment of amendments, and up-to-date SAM.gov representations and certifications. A mandatory site visit is scheduled for August 17, 2026, at 3:00 p.m. CDT at the Keesler Visitors Center parking lot. The Government may release technical and cost/price data to non-government advisors (HDR and Akima) unless the offeror objects in writing within 10 days of RFQ issuance. Offerors must submit past performance references using provided attachments (L-01 Past Performance Reference List and L-02 Past Performance Questionnaire).
