About this file
This document contains Additional Questions and Answers (2) related to the Repair Well #10 federal contract opportunity with solicitation number FA301024R0013.
The key details are:
- The existing 500-gallon fuel tank is a double-wall tank in good condition and will be reused, forgoing the requirement for a 72-hour runtime tank. No additional tank is needed.
- The existing fuel pumps and plumbing are located in the generator enclosure, not the tank. The shops will flush the tank prior to the contractor's use.
- The contractor will be responsible for filling the existing fuel tank with diesel fuel.
- The base is not keeping the existing generator, which the contractor must demolish and dispose of.
- There is no cost for obtaining visitor passes, but each employee must have their own pass. Material suppliers will be allowed access through the commercial gate with proper identification.

MAHG231035 Repair Well #10 Additional Questions and Answers (2)
29 August 2024
1. The generator vendors all state the 500-gallon tank will not run the generator for 72 hours. They recommend adding an additional tank or supplying a subbase tank underneath the enclosure/framework that will run the generator for 72 hours. Is the existing fuel tank a double-wall tank?
Existing fuel tank is a double-wall tank (Core ES Convault RN 500 2SF). Base has decided to re-use existing tank and forgo the 72-hour run standard. No new additional tank or belly tank is required.
2. Is there any existing supply and return fuel pumping mechanism with the existing tank?
Fuel pumps are in the existing generator enclosure and not on the tank per shops. Tank just has the plumbing.
3. What condition is the existing fuel tank in? (Should we be worried about sediment contamination in a brand-new generator’s fuel system?)
Tank is regularly inspected and is in good condition per shops. Sediment should not be an issue but contractor to coordinate tank work with shops. Shops should flush tank for contractor.
4. Is the engineer/base set on keeping the existing fuel tank in place? (Would a subbase tank capable of 72-hour runtime beneath the generator’s enclosure be accepted?) i. If a subbase fuel tank that will run the generator for 72 hours is accepted, will the base want the existing 500-gallon tank removed or abandoned in place?
See answer to question 1.
5. Will the electrical contractor be required to fill the new or existing fuel tanks?
Yes, contractor to fill up existing tank with diesel fuel.
6. Is the base keeping the existing generator? i. If so, where will it be stored and who is responsible for getting it to the storage location?
Base is not keeping existing generator. Contractor to demolish and dispose of existing generator.
7. Will there be any costs associated with badging?
Attachment 17
FA301024R0013
No, there is no cost for obtaining a visitor’s pass.
8. Will all employees be required to have a badge or can a badged employee escort others?
Each employee is required to have their own pass. Please reference: 3.12.2 of the SOW for information needed when requesting a pass.
9. Will material suppliers be allowed to be escorted by the contractor into the site?
Any deliveries will proceed to the commercial gate. The driver will be required to have a work order/invoice stating Keesler AFB as the ship to address along with driver’s license, registration, and insurance. We recommend letting us know 1-2 days before a delivery is made so that we may inform the commercial gate and expedite the process.
