A. General Instructions
1. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts, Part I - Technical Proposal, Part II-Price Proposal and Part III- Past Performance Information.
FA301024R00050001
2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.
The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the offeror's proposal.
Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the price.
4. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. If an Offeror believes the requirements in these instructions contain an error or omission, or are otherwise unsound, the Offeror shall immediately notify the PCO and Contract Specialist in writing with supporting rationale, as well as the remedies the Offeror is asking the PCO to consider as related to the omission or error.
5. The CO will promptly notify offerors of any decision to exclude them from the competitive range; whereupon they may request and receive a debriefing. Offerors excluded from the competitive range may request a pre-award debriefing or a post-award debriefing upon notification of exclusion from the competitive range. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The CO will notify unsuccessful offerors in the competitive range of the source selection. Upon such notification, unsuccessful offerors may request and receive a debriefing.
6. Written questions or requests for clarification may be sent via email to the 81st Contracting Org box: 81cons.lgcb.construction@us.af.mil. After RFP release, it is encouraged that any questions or clarifications be submitted within ten (10) days of the RFP release date. The decision whether to respond to questions and requests for clarification submitted after those ten (10) days shall be at the sole discretion of the PCO.
7. A pre-proposal conference will be conducted as specified in 52.236-27 Site Visit (Construction). Offerors are requested to submit questions to the email address noted above not later than 5:00 p.m. on 14 June 2024. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.
If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
All prospective Offerors are highly encouraged to attend this conference/site visit and are advised that this will be held solely for the purpose of explaining the concepts involved in the project and the specification, terms, and conditions of this solicitation. Failure of a prospective Offeror to submit any questions or attend the conference will be construed to mean that the prospective Offeror fully understands all requirements of the solicitation.

Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
BASIS FOR CONTRACT AWARD: This is a lowest price technically acceptable source selection in which competing offerors will be evaluated based on the lowest evaluated price of proposals meeting the acceptability standards for non-cost factors. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable and the proposal, therefore, ineligible for award. The evaluation process shall proceed as follows:
A. Technical Factor- Initially, each offer will be evaluated for technical acceptability. The Government's technical evaluation team will evaluate the technical proposals on a pass/fail basis, assigning one of the ratings described below. Any technical proposal evaluated as "Unacceptable" will render the entire proposal unacceptable and, therefore, not awardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions (if used), will be considered for award. However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
Table 1. Technical Acceptable/Unacceptable Rating Method
Adjectival Rating
Description
Acceptable
Proposal meets the requirements of the solicitation
Unacceptable
Proposal does not meet the requirements of the solicitation
The offeror must provide the necessary documentation specified in Section L regarding the technical subfactors. The proposals shall be evaluated against the following technical subfactors as identified in Section L:
Subfactor 1: Technical
(a) The offeror's Statement of Work (SOW) will be evaluated as part of the Technical Proposal evaluation. To be determined Acceptable, the offeror's SOW must meet all objectives and integrate all requirements listed within the SOO. IAW the SOO, provide information in the SOW supporting the offeror's ability to provide the Motorola Certified Technician(s) to accomplish work pertaining to the LMR
The SOW shall be a stand-alone equipment. In addition to this, the offeror shall submit a Motorola Letter of Authorization with their proposal.
document in the offeror's own words, providing detailed information on how the offeror will accomplish all objectives listed in the SOO and may reference the Supplemental Information included in this solicitation.
(b) Complete list of Materials/Deliverables using the Material Submittals Schedule (MSS). This list shall include all materials to be used in completing the objectives identified in the SOO.
(c) Detailed construction Progress Schedule (the task schedule can be created in any software package but needs to be submitted as a PDF.)
Subfactor 2: Bonding
Submit bonding as specified in FAR 52.228-1 Bid Guarantee
B. Price Factor - Price proposals will be evaluated for reasonableness. Offerors whose price is determined to be unreasonable will not be considered for award. Proposals that are determined to be incomplete may be ineligible for award.
a) Reasonableness: A comparison of proposed prices received in response to the solicitation will be conducted and will be evaluated for reasonableness with one or more of the proposal analysis techniques described in FAR 15.404, which may include, but not limited to, comparison to similar contracts to include comparison of proposed prices received in response to the solicitation and comparison to the Independent Government Estimate (IGE). The proposed price will also be looked at for unbalanced pricing.
PasC. t Performance Factor - If the lowest priced offer receives an Acceptable technical rating, then past performance will be reviewed to confirm no Marginal or lower ratings exist. The contracting officer shall seek recent and relevant past performance information based on (1) the past and present efforts provided by the offeror and (2) data independently obtained from other government and commercial sources. Ratings are defined in Table 2 below. Offerors evaluated for past performance will receive a rating of "Acceptable" or "Unacceptable".
Table2. Past Performance Acceptable/Unacceptable Rating Method
Adjectival Rating
Description
Acceptable
No marginal or lower rating exists in the offeror's performance record, or the offeror's performance record is unknown (neutral).
Unacceptable
Marginal or lower rating exists in the offeror's performance record.
1. If the lowest priced technically acceptable offer is assessed an "Acceptable" past performance rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.
2. If the lowest priced technically acceptable offeror is not assessed an "Acceptable" past performance rating, the next lowest priced technically acceptable offeror will be evaluated, and the process will continue (in order by price) until an offeror is assessed an "Acceptable" past or until all offerors are evaluated. The Source Selection Authority shall then make an integrated performance rating assessment best value award decision.
3. Offerors are cautioned to submit sufficient information and, in the format, specified in Section L. Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
4. Clarifications and communications do not constitute discussions. The government intends to evaluate proposals and make award without discussions. However, the government may determine it is necessary to conduct discussions.
5. The Government will consider, throughout the evaluation, the "correction potential" of any deficiency. The judgment of such "correction potential" is within the sole discretion of the Government. If an aspect of an offeror's proposal does not meet the Government's requirements and is not considered correctable, the offeror may be eliminated from the competitive range.
