About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the relocation of a Radio Frequency (RF) site and associated Land Mobile Radio (LMR) equipment at Keesler Air Force Base.
The key details are:
- The existing RF site and LMR repeater in Building 4605 must be relocated to a new site at Building 1101 due to the demolition of Building 4605.
- The relocation, installation, and testing of the Motorola LMR equipment must be performed by a Motorola certified vendor in accordance with Motorola's "Standards and Guidelines for Communications Sites".
- A sources sought was posted on SAM.gov, and three Motorola certified vendors expressed interest in the opportunity.
- A fair and reasonable price is expected to be determined through competition among the Motorola certified vendors. If only one responsible offer is received, cost or pricing data will be evaluated.
- The new RF site will be covered under the existing Enterprise Land Mobile Radio Lifecycle Management & Sustainment Services contract, which standardizes LMR infrastructure sustainment across the Department of the Air Force.

I. Agency and Contracting Activity.
Department of the Air Force/Air Education & Training Command 81st Contracting Squadron Keesler AFB Biloxi, MS
II. Nature and/or description of the action being approved.
Keesler AFB currently has a Radio Frequency (RF) Site located at Building 4605 with a Motorola Land Mobile Radio (LMR) repeater on site. This LMR repeater and associated RF site equipment must be relocated to a new RF site by a Motorola certified vendor due to Building 4605 being scheduled to be demolished.
III. Description of supplies/services required to meet agency needs.
Site development along with construction of a 150' tower and pad with supporting piers are needed to relocate the RF site to Building 1101. This work must be performed in accordance with the Motorola Solutions manual "Standards and Guidelines for Communications Sites" by a Motorola certified vendor. The relocation, installation, and testing of Motorola LMR repeater and all associated RF equipment from Building 4605 to Building 1101 must also be performed by a Motorola certified vendor.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
On 18 October 2021, the Under Secretary of the Air Force (USecAF) signed the Program Guidance Letter (PGL) 20-07, Establishment of the Department of the Air Force (DAF) Enterprise Land Mobile Radio (ELMR), providing direction and authority for AFIMSC to establish a DAF Land Mobile Radio Product Management Office (DAF LMR PMO). The PMO centralizes lifecycle management of all ELMR infrastructure, and provides oversight for LMR subscriber assets, to improve cost, performance, mission capability, sustainment, and provide strategic vision and planning for mission essential equipment/technology. The Enterprise Land Mobile Radio Lifecycle Management & Sustainment Services contract (FA505523D3001) awarded by the 771st Enterprise Sourcing Squadron in partnership with AFIMSC’s LMR Product Management Office standardizes LMR infrastructure sustainment service across the DAF. The task order FA805524F3003 covers sustainment services for Keesler AFB. Since this is a new tower with site relocation and not an additional site, there will not be any change to the scope of Keesler's footprint under this task order. In accordance with the Enterprise Land Mobile Radio Lifecycle Management & Sustainment Services contract the new tower will be covered under the current sustainment contract if the site is prepared, equipment transferred, and new equipment provided by a certified Motorola vendor. To minimize downtime a soft cut-over will be done so the sustainment contract will cover the current location until it is brought down and immediately cover the new site as soon as it is brought up.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
A sources sought was posted to SAM.gov open from 20 February 2024 to 5 March 2024. The following contractors expressed interest in the acquisition:
A synopsis and solicitation will also be posted on SAM.gov.

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Based upon results of the sources sought posting it is expected two or more Motorola certified vendors will respond to the RF Site Relocation solicitation and a fair and reasonable price will be determined by competition.
Should only one responsible offer be received other than certified cost or pricing data requested from the offeror will be evaluated to determine a fair and reasonable price.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Eight vendors responded to the sources sought posting on SAM.gov indicating they were interested in the opportunity.
Three of the responding vendors are Motorola certified.
VIII. Any other facts supporting the use of Other Than Full and Open Competition.
None
IX. List of any sources that expressed, in writing, an interest in the acquisition.
See Section V above.
X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.
Keesler's RF site maintenance is covered under the Enterprise Land Mobile Radio Lifecycle Management & Sustainment Services contract, awarded by the 771st Enterprise Sourcing Squadron in partnership with AFIMSC’s LMR Product Management Office. This enterprise contract allows for consistency of service and equipment as well as cost savings and reliability across the enterprise by researching, planning and consolidating like needs. It is not expected this covered equipment will need to be moved again.
