The contractor will be responsible for providing engineering services, a new tower foundation, tower installation, antenna installation, and connectivity to the existing site. The government has provided a geotechnical report but no as-built drawings for the existing monopole. The contractor is not responsible for obtaining FCC or FAA approvals, environmental/historic reviews, or decommissioning the existing tower. The contractor must comply with Keesler AFB safety and regulatory requirements. The government will provide the RF data sheet after award. Funds are not currently available, and the government reserves the right to cancel the solicitation. Proposals must address the evaluation factors in Sections L and M.

FA301024R0005 Technical Questions
1. Has a geotechnical investigation been performed? It is referenced but not provided and I could not find evidence of it on the walk. Providing such in advance will substantially reduce our bid price by eliminating assumptions.
Answer: Geotechnical Investigation has been performed. See Attachment 12 - MAHG 23-00002 Question 1A Geotechnical Report.
2. Is the contractor responsible for obtaining a FRN number from the FCC, notifying the FCC of tower construction, or filing FAA form 7460-1 to obtain a No Hazard Determination?
Answer: No, the contractor is NOT responsible for obtaining a FRN number from the FCC, notifying the FCC of tower construction, or filing FAA form 7460-1 to obtain a No Hazard Determination. All frequency authorizations are obtained, and no FAA waiver is required.
3. Can you specify which/any environmental or historic reviews the contractor will be responsible for? Typically, a project of this size is too small to require such, but we admit that we are not quite well versed enough in FAR and Keesler AFB regulations to be certain this remains the case on an AFB.
Answer: No environmental or historic reviews will be needed by the contractor.
4. Can you provide the proposed loading for the proposed tower? Specifically, we are looking for antennas (with size and weights), mounts, cable quantity & dimensions, and any other appurtenances. Providing this with the contract opportunity will enable us to create preliminary designs and significantly reduce our overall bid price by removing assumptions.
Answer: Yes, we can provide the loading for the tower. The attachment has the types of antenna that we want on the tower, but we have not provided antennas (with size and weights), mounts, cable quantity & dimensions. See Attachment 13 - MAHG 23-00002 Question 4.
5. Does the new tower need to be designed for any future antenna loading? For example, we often design a tower so that the proposed loading represents only 70% of the overall loading capacity.
Answer: Yes, 70% should be sufficient.
6. Can you please clarify what is meant by “smart light beacon?”
Answer: Smart Light Beacon – Just the Light at the top of tower.
7. Can you provide as-built and/or structural drawings for the existing tower?
Answer: Presently, we have a monopole, and we have no as-built or structural drawings for the existing monopole that are available currently.
8. Can you please specify to what depth existing foundations must be removed?
Answer: We do not need to remove the existing tower, therefore the tower foundation does not need to be removed.
9. There is an existing sidewalk and asphalt parking lot at the proposed location for the new tower. Will this be removed and restored to dirt prior to our work, or is removal and replacement part of our scope?
Answer: The existing sidewalk and asphalt parking lot within the 60’ by 60’ compound will need to be removed by the contractor. This was not formally mentioned in the SOO;
it should be a gravel area inside the proposed fenced compound.
10. Does the ground inside the new tower's compound need to be grass, gravel, asphalt, or some other finish?
Answer: Gravel
11. Does the proposed tower need obstruction marking paint?
Answer: No, obstruction marking paint required.
12. Please confirm that the existing tower does not need to be preserved for re-use.
Monopoles, especially older models, are usually damaged during removal.
Answer: Existing monopole doesn’t need to be removed.
13. Please identify what size conductor you would like for the buried grounding. Motorola R56 suggests up to 4/0 stranded for military installations but 2AWG solid is industry standard and is frequently installed on Air Force LMR towers, so clearing up this vague provision will better enable contractors to provide competitive bids.
Answer: 2AWG will be sufficient.
14. If appropriate, can you provide the list of interested bidders that attended the walk?
Answer: This information has been added as an attachment in SAM.gov.
15. When can the government provide the Geotech report?
3.1.1 Provide engineering services for site drawings, civil, electrical and mechanical drawings, and regulatory approvals.

Answer: VISIO
17. Can the Government provide the approved construction drawings for the development adjacent to the proposed compound?
Answer: No, we do not have approved construction drawings.
18. What are the Regulatory requirements for Keesler Air force base?
