Discussion Comment/Question Response

132 C CBA page 27 In Article 33 Group Insurance, Section 33.01, the referenced CBA document states:

“The rates shown below for calendar year 2014 will remain in effect until December 31, 2014. Effective January 1, 2015, January 1, 2016 and January 1, 2017, the Company and employees will share in the increased cost of maintaining such H&W coverage, with the Company paying 70% of any increase and employees contribution 30% of the cost increase for each plan.”

Will the government please provide the current rates for Group Insurance for the referenced CBA?

If not, please confirm that it is the government’s intent to reimburse the service provider for the gap between the (outdated) cost information as provided in the solicitation and the true cost of contract performance?

The CBA's provided in Attachment 3 are provided for information purposes. The offeror shall propose in accordance with instructions in Section L.4.4.1 (f) of the RFP and FAR 52.222-43(a) and (b).

133 C CBA page 27 In Article 33 Group Insurance, Section 33.02, the referenced CBA document states that the Medical/Prescription cost associated with “Employee only” coverage is $15.76 per pay period. This number appears unrealistically low, particularly when compared with the other rates for this category of insurance.

Will the government please confirm that this number is correct, and is to be used by bidders in consideration when proposing fringe benefit costs associated with applicable CBA employees?

The CBA's provided in Attachment 3 are provided for information purposes. The offeror shall propose in accordance with instructions in Section L.4.4.1 (f) of the RFP and FAR 52.222-43(a) and (b).

134 C L.6.2.3; L.6.2.1 Sec J, Atch 6, Atch 5

Per section L.6.2.3. and Section J, Attachment 6, offerors should submit both a hard copy of the report generated from the PPI tool as well as the completed Past Performance Information sheets provided in Section J, Attachment 5. Section L.6.2.1. Volume Organization of the RFP notes that PPI Information should be in Section 3 of Volume III.

Does this refer to the PPI Tool report or the Past Performance Information Sheets? Where should the PPI Tool Report be placed in the volume? Where should the Past Performance Information sheets be placed in the volume?

Yes, a hard copy of the PPI needs to be submitted along with an electronic copy and included in Volume III "Past Performance" as noted in Section L.6.2.1. Per Section L.6.2.3.3. "The PPI for each contract submission is limited to no more than seven (7) pages; PPI sheets do not count against the page limitation (10 pages) for this volume. Submissions are limited to no more than a combined total of six

(6) contracts. The Government will use data provided by each Offeror in this volume and may use data obtained from other sources in the evaluation of past and present performance."

135 T PWS Section 28.1.6

Is it the government’s intent that service providers purchase and maintain sports equipment such as basketballs, footballs, etc? If so, will the government please provide the types and historical usages of this equipment?

Yes, the service provider is to purchase and maintain sports equipment such as basketballs, footballs, etc. No historical usage available for this equipment.

136 C CBA pg 28 “Life Insurance- The following life insurance for employees will be provided by the Company at no cost to the employee. Life insurance in the amount of fifty thousand dollars ($50,000). Accidental Death and Dismemberment Insurance in the amount of fifty thousand dollars ($50,000).”

In order for bidders to provide consistent, comparable pricing in response to the solicitation, will the government please provide the per-employee cost of providing this insurance?

The CBA's provided in Attachment 3 are provided for information purposes. The offeror shall propose in accordance with instructions in Section L.4.4.1 (f) of the RFP and FAR 52.222- 43(a) and (b).

144 T Sec J, Atch 10 Manpower Matrix

Attachment 10 of the RFP, Manpower Matrix includes a Service Area that is not reflected in the PWS: 25 (Transportation). There is also what appears to be a corresponding tab to include manpower assigned to the function "Vehicles".

It is unclear to us what the government expects offerors to include in this area. We understand from the requirements within the PWS that we are to provide the vehicles necessary to meet our performance requirement, and to maintain those vehicles, and our intent is to use local vendors to provide that service. Fundamentally, since there is no Service Area for Transportation we don't know why there would be one in the Manpower Matix. Would the government please clarify?

No service area for Transportation. Removed the vehicles from the Manpower Matrix tab.

145 T Sec J, Atch 19, Price Proposal Worksheet

There is no mechanism to record/display/price Program Management services within the current CLIN structure. Specifically, this issue relates to the "All Services" component of the solicitation. The absence of a Program Management/All Services CLIN can/will result in:

• An inability to clearly and precisely quantify Program Management services within proposal. Achieving the goal of clear and precise quantification of all proposal elements works to the advantage of both the Contracting Office and bidders seeking a fair and complete evaluation.

• Ad hoc pricing within the other CLINs where bidders are compelled to spread Program Management costs across the enterprise. This process would bias cost realism comparisons within individual proposals and collectively among all proposals submitted.

• Some bidders will choose not to bid/price program management services even though such staffing is recorded/displayed in the Technical Volume.

For those who may choose to do this, regardless of the pitfalls, is presents an unfair staffing vs. pricing advantage.

• Unnecessarily complex and burdensome pricing structures among Prime and Subcontractors.

Will the government reconsider and add a CLIN for All Services in this solicitation?

The concerns submitted have been noted. The Government will not consider adding a CLIN for "All Services" in Section B.
