A cross-reference matrix is not required.
009 T Para 11.1.2.2.2.1.5.3
CLIN 1018-Water (Potable and Chilled Water) PWS para 11.1.2.2.2.1.5.3 Appears to be in conflict with CLIN 1013-Water Distribution PWS 11.1.2.2.2.1.3.
and CLIN 1014-Water Distribution VA wells PWS 11.1.2.2.2.1.3.1. Would the government please clarify under which CLIN we are to price Water Distribution Systems
There is a requirement for 2 separate CLINS. CLIN 0018 is funded through PEC XXX79, (Plant Operations). CLIN 0013 is funded through PEC XXX78 (Sustainment) for Keesler Main Base and VA wells. Previous VA Wells distribution CLIN 0014 consolidated with CLIN 0013.
013 T Para 2.1.2.22.3 PWS 2.1.2.22.3. “PRODUCTS AND MATERIALS: Provide custodial cleaning products in the performance of this PWS that meet as a minimum, Green Seal Product Standards (http://www.greenseal.org/certproducts.htm).” It is our understanding that custodial is not included in this contract. However, may we expect that contractor spaces will be supported by base custodial contract?
Please refer to paragraph 2.3.4.4. “CUSTODIAL SERVICE: The Government will provide all custodial services to facilities listed in Appendix FA, with the exception of industrial work areas.
014 T Para 11.1.2.2.4.1.4
PWS 11.1.2.2.4.1.4. WORK PLANNING: “Develop and implement a program to provide minor construction, maintenance and repair services for projects that are no greater than $100K in value. Three year average of 76 projects <$100K per year.
Construction work less than $100K shall be included in the FFP under CLIN 0009, O&M Sustainment.” While the government has provided a 3-year average number of projects included in this CLIN, without a Not To Exceed amount established the Service Provider has no way of knowing what his costs might potentially be—we could have many more projects in a given year at $99K a project. Would the government consider providing a NTE amount so that offerors may price this CLIN appropriately?
The Government will not include a NTE CLIN for this requirement. Offerors should only bid to the workload in the PWS. Three year average has been recalculated and included in the revised PWS.
11.1.2.2.4.1.4. WORK PLANNING: Direct planned work activities. Planned work shall be prioritized and receive base leadership approval. Work that exceeds scope of CM or that require capitalization shall be routed through the WRRB/WORB and the Government to determine classification, priority, and method of completion. Develop and implement a program to provide minor construction, maintenance and repair services for projects that are no greater than $100K in value. Three year average of 32 projects <$100K per year. Construction work less than $100K shall be included in the FFP under CLIN 0009, O&M Sustainment. Additional projects could be executed and funded on a Cost Reimburseable basis by customers as the 81 MDG or 403rd Wind (AFRC). These projects should not be included in the fixed price.
015 T Para 11.1.2.2.2.1.3.1
PWS 11.1.2.2.2.1.3.1. WATER DISTRIBUTION SYSTEMS (VA WELLS)
“Operations of these water wells is a reimbursable cost, and shall be accounted for on a separate line item. The SP shall include estimated costs for unscheduled minor repairs in the cost for this line item. Repairs in excess of $20,000 annually shall be treated as projects to be funded on additional line items.” Under what CR CLIN is the Service Provider to be reimbursed for the operation of the VA wells? Are not repairs in excess of $20K (but less than $100) to be accomplished under CLIN 0009? Could supplies be included in CR CLIN 0049 (CEMAS), or the whole project be included in CR CLIN 0050 (over and above NTE $1M)?
This requirement has been revised to reflect the Government’s true intent for this requirement. This paragraph has been combined with 11.1.2.2.2.1.3., and shall be funded through CLIN 0013, Water Distribution. 11.1.2.2.2.1.3. WATER DISTRIBUTION SYSTEMS: Maintain, repair, replace, modify, and operate the water distribution systems including two water wells and components located on VA Gulf Coast Veterans Health Care property at the Biloxi VA Medical Center., water storage tanks, wells, fire hydrants, real property, accountable RPIE, and associated non-RPIE items. Monitor/collect data on wells on a 24-hour, seven-day a week basis, and ensure they comply with DoD, AF, federal, state, local requirements and environmental regulations to include for example chlorine, ph, fluoride and master water meters readings. Establish a backflow Prevention Program that identifies, investigates, and documents all cross connections and ensures backflow surveys are conducted. Flush water distribution system annually.
Perform flow tests on fire hydrants and exercise valves to ensure proper operation. Inventory all real property, accountable RPIE, and associated non-RPIE items IAW higher headquarters directives. Maintain and update collected data in government designated systems and databases, for example, but not limited to, NexGen/Tririga. Establish and maintain operational and maintenance log books.
11.1.2.2.2.1.3.1. RESERVED
016 T PWS 11.1.2.2.1.1 STRUCTURES: “The SP will be responsible for the completion of all roofing projects approved by the Government that are valued at $150,000 or less, on Keesler AFB, and any attached or related properties under the control of Keesler AFB. The method of completion of projects that are valued above $150,000 will be determined by the Government IAW AFI32-105_AFGM2016-01 dated 20 Jan 2016.” It is our understanding that this work will be priced under CLIN 0009.
While the government provided the numbers of projects over the past 3 years, it would be advantageous to include this work in a CLIN with a Not To Exceed amount so that offerors would know what their potential highest cost might be. As it is we could have numerous projects below $150K that exceed the numbers of projects the government accomplished in the past.
The Government will not include a NTE CLIN for this requirement. Offerors should bid to the workload provided in the PWS.
021 T 28-4-4 28.3.5.4 The PWS states: “Service provider will set-up-take down/clean-up for all official events…Clean up does not include handling any tableware, or food during catered events.”
Please specify what “clean up” tasks the service provider is required to perform. PWS section 28.3.5 revised to state, "Clean up includes folding and storing tables and chairs, returning A- V components to pre-event status, picking up trash off the floor, vacuuming floor, and securing the facility."
022 T 28-4-3 28.3.4.1.9 The PWS states: “Service provider will purchase and maintain fitness uniforms.” Please define “fitness uniforms.” Are these contractor staff uniforms or participant uniforms? For which sports are “fitness uniforms” required?
PWS 28.3.4.1.9 revised, "Service provider will purchase and maintain fitness uniforms. Service provider will purchase and maintain contractor staff fitness uniforms. Contractor staff fitness uniforms should resemble official Air Force Fitness Staff uniforms in appearance and functionality."
023 T 28-1-4 28.1.8 28-4-1 and 28.3.1.2 PWS 28.1.8 shows the Vandenberg Common/Digital Library Friday – Sunday hours of operation as 12:00 noon – 9:00pm; however, PWS 28.3.1.2 shows the Friday – Sunday hours of operation as 12:00 noon – 6:00pm.
Please clarify the Friday – Sunday hours of operation. PWS section 28.3.1.2. has been revised to: Vandenberg Common/Digital Library on Friday - Sunday is 12:00noon - 1800. Also corrected 28.1.8. to reflect Military times.
029 T 13-1-7 13.1.10.1.1 PWS states “Remove all debris generated from trimming or pruning operations.” Will the Government be providing a drop-off site (mulch area) for the disposal of tree trimmings, leaves, etc., or will the contractor be required to pay for disposal offsite?
A government provided on site area for trimmings from trees and pruning operations will be provided.

Since the Federal Government’s procurement interests in economy and efficiency are served when the successor contractor hires the predecessor’s employees – as their studies have shown that a carryover work force reduces disruption to the delivery of services during the period of transition between contractors and provides the Federal Government with experienced and a trained work force that is familiar with the Federal Governments personnel, facilities and requirements, they (the Government) benefit – all offerors should be provided with the list of the CBA’s certified service employees during the solicitation phase of this procurement. Since all Offers will see immediate reductions in the cost of hiring new workers due to this regulation, all Offers will need to be provided the same information about the current incumbent work force. The incumbent (and those offerors they team or collaborate with) have an unfair competitive advantage over other offerors without this cost saving information. If the union will not provide the current seniority list to all Bidders and thus giving the incumbent a significant competitive advantage over all other bidders (since they would be the only one to know actual employee seniorities), the government will not have the benefit of an offerors best industry practices and efficiencies thus causing the price to the government to be higher than it might be otherwise.
As these are the major direct costs bid to the government, please provide all Offers the following : 1) the number of incumbent employees (from the list the contractor is required to provide the Government upon request); 2) the current position these employes are qualified for; 3) the employee wages and benefits; and
4) a copy of the current contractor's senority list.
The only information that is provided on the current workforce is in Attachment 2 "SCA WD", Attachment 3 "CBA" and Attachment 18 "Workforce Demographics". The incumbent workforce information requested cannot be required earlier than permitted by FAR 22.1020 and subparagraph (n) of the SCA clause (52.222-41)-- no later than 10 days before contract completion. The purpose of the information is to assist the new contractor in complying with SCA vacation requirements. The seniority list is not intended as an aid to offerors for contract bidding/pricing purposes and therefore should not be provided to any offeror or awardee prior to the beginning of contract performance.
037 T PWS 2.1.2.33.1 Air Force Common Output Level Starndards (AF COLS) Please define how and where theAF COLS levels will be applied. Air Force Common Output Level Standards (AF COLS) are established by HAF at the start of the fiscal year and applied to all areas listed in the AFCOLS Playbook. The established AF COLS level at the time of contract award will be applied to the contract.

2.3.8.1 p 2-3-4
These paragraphs list medical facilities that are not to be included in the scope of work for PWS section 11 (O&M). However, Medical O&M funds are used to repair and maintain associated utilities (laterals), pavements (sidewalks, parking lots, loading dock driveways etc), signs and other infrastructure items.
Are all of these associated Medical O&M infrastructure items excluded from the contract? Clear demarcation points are needed to ensure the SP fully understands what is in and not within this contract.
PWS revised to clearly state as follows: 2.3.8.2. The point of demarcation for medical facilities is 5 feet from the building with the exception of the Medium Voltage 4160V and Line 480V-120V Distribution Electrical OMEE Contractor. The contractor shall be responsible starting load side distribution including the lugs on the secondary side of the 13.8KV to 4160V transformers located at the electrical substation building 00472. The AFMSA metering equipment shall be the responsibility of the OMEE contractor included in the FFP located on the Air Force side of the demarcation point. The contractor shall be responsible for all above ground and below ground electrical distribution between building 00468, building 00742 and building 11001 regardless if the underground distribution runs under the street/parking lots. The five-foot exterior line of demarcation does not apply to these electrical distribution systems.

058 T 11.1.2.2.4.1.4 - p 11-1-13
This paragraph requires the SP to include in its FFP under CLIN 0009 funds for projects less than $100K. The same paragraph states an average of 76 projects per year is to be used as the workload factor. In order to provide a price in our proposal, we need the average cost of these 76 projects.
Please provide the average cost for the 76 projects. Government only provides the number of projects <$100K, not average cost. Offerors should bid to the workload provided in the PWS.
059 T 11.3.14 Priority Service Levels Table p 11-3-6 and 11-2-7
AFI 32-1001 (Table
1. Work Prioritization System), -p 11-A-8
PWS 11.1.2.2. -
p 11-1-2
This table is similar to the one in AFI 32-1001, however the one in the AFI does not list Tier assets under the definition column. The table in the PWS would appear to indicate that all Tier 1 and 2 assets/equipment work is included in work classification 3A. The wording in paragraph 11.1.2.2 indicates that all 3A work, which used to be classified as urgent, is included in the contract for all facilities.
The same is questioned for 3B work and 3C. The table in the PWS would indicate that all work for Tier 3 assets are included in 3B and Tier 4 assets/equipment in 3C.
Please clarify that the requirements for 3A work does not include all work for Tier 1 and 2 assets/equipment. Furthermore, please clarify that the requirements for 3B work does not include all work for Tier 3 assets/equipment, and 3C work does not include all work for Tier 4 assets/equipment.
PWS 11.1.2.2. OPERATIONS AND MAINTENANCE (SUSTAINMENT) revised. See amendment A002.
060 T Appendix 11 B Workload Data

See amendment A002.
064 T 12.1.2.3 -p 12-1-11 and 12- 1-12
This paragraph requires the SP to design certain percentages of an approved project listing by certain times within the fiscal year.
Since this contract is likely to be awarded mid to late FY17, will this requirement be waived for the first contract year? Also, when will the AF provide the approved design list each year?
No, AF will not provide the approved design list each year. This can be discussed with the Keesler Contracting office for first year of design completion expectations due to award of contact date expected in mid-year.
065 T 12.1.2.3.1 -p 12-1-11
This paragraph requires the SP to design non-programmed mission requirements during the same fiscal quarter they are entered into the program.
Is there a workload associated with this requirement? Unfortunately, non-programmed mission requirement are dependent on funding, and due to the unpredictability of funding, there is no workload associated with this requirement.
066 T 12.1.2.3.3.2 -p 12-1-14
Appendix 11 B Design workload (pg.
11-B-15 and 11-B- 16)
Will the workload provided for design of facility projects be updated to reflect how much of that design work will be done under SABER/IDIQ, or is there a separate workload or dollar value as to how much work will be accomplished by
SABER/IDIQ?
No, there has not been a determination of SABER workload.
068 T Appendix 13-B p 13-B-1
13.1.10.1 -p 13-1-7 and 13-1-8
