001 C Page 33 Section I, FAR 5352.209-9001 POTENTIAL ORGANIZATIONAL CONFLICT OF INTEREST (OCT 2010) ALTERNATE I (OCT 2010) (RFP page 33): This clause appears to require an OCI discussion within the proposal. Within which proposal Volume should this data be submitted?
Any potential conflict of interest information should be included in Volume I "Price and other Contracting Considerations".
002 C Pages 28-30 Section I, 252.237-7023 CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010) and 252.237-7024 NOTICE OF CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010), (RFP pages 28 – 30):
Please confirm that the Mission-Essential Contractor Services Plan discussed in these clauses is satisfied by the response to Section L.5.3.2.3
Yes, the Mission-Essential Contractor Services Plan shall be addressed under L.5.3.2.3.
003 T Section J, Attachment 16
Section J, Attachment 16, Work Breakdown Structure appears to be a fairly lengthy table. Please consider excluding it from the page count limitations.
The Work Breakdown Structure (WBS) is not included in the page count limitations. Section L.3.1.1 was revised as follows: "Each page shall be counted except the following: the transmittal letter, cover pages, tab-divider pages, title pages, table of contents, lists of tables and drawings, glossary of acronyms, cross-reference matrix, position qualifications, manpower matrix or work breakdown structure." See upcoming amendment for revised RFP.
004 T Section J, Attachment 17
Section J, Attachment 17: After reviewing this RFP Attachment, we understand that incumbent workforce demographic data may be available, which would allow a non-incumbent to more effectively bid this contract. Is the Government planning to provide this information to ensure equitable opportunity for all Offerors?
See Amendment A001 for revised Attachment 18 "Workforce Demographics".
005 C Page 54 Section L.4.1 (RFP page 54): This section states that “The prime and all subcontractors pricing shall be in United States currency only.” Please clarify what pricing information is required from subcontractors.
Pricing needs to be submitted in U.S. dollars only.
006 C Page 55 Section L.4.2 (RFP page 55): Please clarify whether a Cross-Reference Matrix is required for Volume I-Price.
A cross-reference matrix can be included but is not required.
007 C Page 62 Section L.6.2.1 (RFP page 62): Section L.6.2.2 limits the Table of Contents and Summary Page(s) for the Past Performance Volume to 5 pages. Please clarify whether a List of Tables and Figures, Glossary and Cross-Reference Matrix are required for Volume III, Past Performance. If so, are they included within the 5-page limit?
Per Section L.6.2.2 "The Table of Contents and Summary Page(s) shall not exceed five (5) pages combined. The Table of Contents and Summary Page(s) do not count against the page limit of the Past Performance volume." Therefore, anything outside the Table of Contents and Summary pages will be counted against the 10 page limit for Volume III "Past Performance".
008 T Page 60 Section L.5.3.1.2 (RFP page 60) requires “a list of Offeror-provided equipment and vehicles (quantity/type) … the plan to acquire the necessary equipment and vehicles, and a plan to maintain and replace equipment and vehicles. (Section J, Attachment 14).” Section J, Attachment 14 appears to represent only a listing (quantity/type) of the vehicles being proposed. Please clarify where the vehicle acquisition and maintenance plans should be provided, as well as where the listing/plan for equipment should be provided
Both plans should be part of offerors proposal as well as the list/table quantity/type along with equipment and vehicles (quantity/type) listing.
010 T Para 11.1.2.2.4.1.5.9
CLIN 1009-O&M Sustainment PWS 11.1.2.2.4.1.5.9. Appears to be in conflict with CLIN 1027-IGI&S (GEOBASE) PWS 12.1.2.3.4.3. Would the government please clarify under which CLIN we are to price this activity
Paragraph 11.1.2.2.4.1.5.9. and 12.1.2.3.4.3. are two different paragraphs. Paragraph
11.1.2.2.4.1.5.9. is supported under Operations Maintenance Engineering, and funded through sustainment CLIN 1009 and Paragraph 12.1.2.3.4.3. is a requirement under Installation Engineering and funded through CLIN 1027.
011 T Para 11.1.2.2.1.1 PWS 11.1.2.2.1.1 “The SP will be responsible for the completion of all roofing projects approved by the Government that are valued at $150,000 or less, on Keesler AFB, and any attached or related properties under the control of Keesler AFB. The method of completion of projects that are valued above $150,000 will be determined by the Government IAW AFI32-105_AFGM2016-01 dated 20 Jan 2016.” Is roofing project under $150K included in FFP or a CR CLIN? What CLIN should offerors price this under?
Roofing projects under <$150,000 should be included in firm fixed price CLIN 0009 - Sustainment.

012 T Para 11.1.2.2.4.3.3
PWS paras. thru 11.1.2.2.4.3.3 refer to appliance maintenance in three separate CLINs, all three stating in the PWS “Total minor repair costs shall not exceed $1,000 per year.” Might the government add that Not To Exceed verbiage to the corresponding CLINs in the RFP?
PWS Sections 11.1.2.2.4.3.1, 11.1.2.2.4.3.2 and 11.1.2.2.4.3.3 were revised (see below) to remove the statement "Total minor repair cost shall not exceed $1,000 per year". See upcoming amendment for revised PWS.
11.1.2.2.4.3.1. APPLIANCE MAINTENANCE DORMS: APPROPRIATED FUND (APF):
Provide and maintain washers and dryers for dormitories. Maintain government provided ice machines. Respond to service calls from the appliance users and repair when more cost effective than replacement. Manage warranty repair or replacement when applicable.
11.1.2.2.4.3.2. APPLIANCE MAINTENANCE LODGING NON-APPROPRIATED FUND
(NAF): Provide and maintain washers and dryers for lodging. Maintain government provided ice machines. Respond to service calls from the appliance users and repair when more cost effective than replacement. Manage warranty repair or replacement when applicable.
11.1.2.2.4.3.3. APPLIANCE MAINTENANCE OTHER FACILITIES: APPROPRIATED FUND
(APF): Provide and maintain washers and dryers for other facilities. Maintain government provided ice machines. Respond to service calls from the appliance users and repair when more cost effective than replacement. Manage warranty repair or replacement when applicable.
017 T L.5.3.1. Is there a preferred, or required format to be used for the referenced timeline? Gantt-style charts are often used for timeline depictions, but the Gantt format typically consumes a substantial page count. Would a calendar format or other depiction, such as a Mobilization Task Table, suffice for the timeline as long as the other requirements are met?
There is no preferred, or required format for referenced timeline. As long as the requirement is met.
In accordance with Section L.3.1.1 "Each page shall be counted except the following: the transmittal letter, cover pages, tab-divider pages, title pages, table of contents, lists of tables and drawings, glossary of acronyms, cross-reference matrix, position qualifications or manpower matrix." Therefore, If a table format/Chart/Gantt type information is used, it will not be counted against the page count.
018 C Attach 19 RFP attach 19, KAFB BOS Pricing Section B requires offerors to provide pricing for Mobility, Base Year, and each Option Year, however the spreadsheet miss-identifies the 15 Feb-31 Mar 17 Mobility period as “Base Period”, the 1 Apr 7-31 Mar 18 Base period as “Option Period 1” and on through all the option periods.
This is in conflict with references throughout the RFP which identify “mobilization” as the 45-day period prior to the base year, the base year as the first full year of the contract and option periods as the subsequent full years of performance. Additionally, since pre-solicitation, the government has stated “The contract will have a 45-day Period of Performance (PoP) for mobilization, full performance of 12 months (base year) once mobilization is complete, four 1-year options and two 1-year incentive option periods.”
Section B has the correct periods of performance (POP). Additionally, the POP is under Section F (page 6) which outlines Mobility as the 45-day Base Period, 5 one-year options and 2 one-year incentive option periods. The synopsis posted on 15 Jun 2015 incorrectly labeled the POPs; the total POP is unchanged.
019 T PWS 11-1-8 11.1.2.2.2.2.1 The PWS requires a qualified Electrician to be available during the time the airfield is open and the aircraft are flying.
What hours is the airfield open? Correct PWS reference is 11.1.2.2.3.4.
Section 11.1.2.2.3.4 was revised to added the following "See GENERAL AIRFIELD INFORMATION AND HOURS OF OPERATION on page 11-3-8, PWS reference 11.3.16. for Qualified Electrician reporting during non duty hours."
Section 11.3.16.was revised to add the following: "GENERAL AIRFIELD INFORMATION AND HOURS OF OPERATION: The airfield normal hours are 0800L - 2300L Mon- Fri Sat and Sun 1100L-1700L Closed on Federal Holidays. -A Qualified Electrician is on call for mission essential aircraft such as when the Hurricane Hunters are flying storm missions which could happen at any time day or night. - A Qualified Electrician will open up for mission essential aircraft traffic such as fixed wing Medical Evacuation or Distinguished Visitor traffic. - A Qualified Electrician may be tasked in the event there are transient aircraft exercises such as the Army or Marines. In the event of transient aircraft exercises, the airfield could be open for those missions and would have to open the airfield. - In addition, the Flight Commander can request airfield closure after a Federal Holliday such as closed for Thanksgiving day, and through the whole weekend."
See upcoming amendment for revised PWS.
020 C L.3.1.6 Section L.3.1.6 states: “The “Original” for each volume shall be unbound and also include a standard (5 ½ inch-spaced) two-hole punch applied to the top of each page when viewed in Portrait orientation (for Government filing)” We understand that the two-hole punch for the typical Government filing is 2-1/4 inch spaced.
Please clarify the two-hole punch spacing for original copies of the proposal and amend Section L.
See Amendment A001 which revises Section L.3.1.6 to read "The “Original” for each volume shall be in a 3 ring binder to include the standard 3-ring hole punch on the left hand side of the page when viewed in portrait orientation."
024 T L.5.3.1.2 List of Offeror-provided equipment and vehicles. Please advise if the list of Offeror-provided equipment and vehicles is included in the page count limitation for Volume II – Technical.
List of offeror-provided equipment and vehicles not included in page limitation.
025 C L.3.1.2 Section L.3.1.2 states: “Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics not for pages of text.”
Please advise if an 11 x 17 foldout page counts as one page or two pages and amend Section L.
The sentence prior clearly states foldout pages shall count as one page. Per Section L.3.1.2 "These displays shall be uncomplicated, legible, and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the volume, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics not for pages of text."

026 T 11-2-4 Performance Objective 11.2.28
Performance Objective 11.2.28 requires the Offeror to “Manage vehicle inventory, monitor the status of all Government assigned vehicles, provide maintenance oversight, prepare reports, and investigate vehicle incidents.”
The PWS reference 11.1.2.2.4.3. refers to appliance maintenance. Please delete or correct Performance Objective 11.2.28.
11.2.28 REMOVED/DELETED
027 T 11-1-8 11.1.2.2.2.2.1 The PWS states: “Provide application of herbicides except where covered under a separate grounds maintenance service contract.”
Please provide a list of the areas that are covered under a separate grounds maintenance service contract.
There are no areas covered under separate grounds contracts. Offerors should refer to PWS section 13 (Grounds Maintenance) for details on services required. Maps of Offeror's area of responsibility are included at Appendix 13-C. Revised Section 11.1.2.2.2.2.1 to remove language “except where covered under a separate grounds maintenance service contract.” See upcoming amendment for revised PWS.
028 C L.3.1.2 Section L.3.1.2 states: “For tables, charts, graphs and figures, the text shall be no smaller than 8 font size (pitch), Times New Roman font style.”
Does the Government want the Offeror to also change all lettering in graphics and design elements to Times New Roman? If no, please amend Section L.
Graphics and design elments do not apply; Section L.3.1.2 applies to "tables, charts, graphs and figures" only.
030 T N/A Tririga When will Tririga be implemented at Keelser AFB? No implementation date has been determined.
031 C L.3.1.6 Section L.3.1.6 states: “Volumes I through IV shall not be submitted together within the same binding.”
The remainder of Section L requires Offerors to submit Volumes I through III.
Please amend Section L.
Amendment A001 has corrected this error. There are only three volumes; Technical, Past perfromance and Price. Section L.3.1.6 has been revised to reflect "Volumes I through III shall not be submitted together within the same binding".
032 T L.5.3.3.6 WBS Request that the Government please add the WBS to the items excluded from the page count in Volume II and amend Section L. The WBS format provided in Attachment 16 could possibly account for over 100 pages alone. Consequently, there may be very little page count left to include all required details in Volume II if the WBS is included in the page limit.
033 C PWS Section J, Attachment 18
Since the Federal Government’s procurement interests in economy and efficiency are served when the successor contractor hires the predecessor’s employees – as their studies have shown that a carryover work force reduces disruption to the delivery of services during the period of transition between contractors and provides the Federal Government with experienced and a trained work force that is familiar with the Federal Governments personnel, facilities and requirements, they (the Government) benefit – all offerors should be provided with the list of the CBA’s certified service employees during the solicitation phase of this procurement. Since all Offers will see immediate reductions in the cost of hiring new workers due to this regulation, all Offers will need to be provided the same information about the current incumbent work force. The incumbent (and those offerors they team or collaborate with) have an unfair competitive advantage over other offerors without this cost saving information. If the union will not provide the current seniority list to all Bidders and thus giving the incumbent a significant competitive advantage over all other bidders (since they would be the only one to know actual employee seniorities), the government will not have the benefit of an offerors best industry practices and efficiencies thus causing the price to the government to be higher than it might be otherwise.
As these are the major direct costs bid to the government, please provide all Offers the following : 1) the number of incumbent employees (from the list the contractor is required to provide the Government upon request); 2) the current position these employes are qualified for; 3) the employee wages and benefits;
and 4) a copy of the current contractor's senority list.
The only information that is provided on the current workforce is in Attachment 2 "SCA WD", Attachment 3 "CBA" and Attachment 18 "Workforce Demographics". The incumbent workforce information requested cannot be required earlier than permitted by FAR 22.1020 and subparagraph (n) of the SCA clause (52.222-41)-- no later than 10 days before contract completion. The purpose of the information is to assist the new contractor in complying with SCA vacation requirements. The seniority list is not intended as an aid to offerors for contract bidding/pricing purposes and therefore should not be provided to any offeror or awardee prior to the beginning of contract performance.
034 C PWS 2.1.2.26.2 The paragraph states, "The contractor will be provided any supplies/materials at contract start that are left over from previous contract. Any additional supplies/materials for BOS or authorized customers shall be provided by the contractor. The contractor shall bid those costs into the contract price."
1. Will there be a cost for the "left over material"to the new contractor?
2. Is it correct to assume that supplies and materials will include G&A and Fee or are these costs pass through like the GFE replacement in paragraph 2.1.2.26.3?
No, the government will not provide a notional list of supplies. See upcoming amendment for the following language removed from PWS:
The contractor will be provided any supplies/materials at contract start that are left over from previous contract. Any additional supplies/materials for BOS or authorized customers shall be provided by the contractor. The contractor shall bid those costs into the contract price.
035 T PWS 2.1.2.32.2 Will the Government provide temporary office facilities for the Transition or will the contractor have to find temporary space off site?
See Amendment A001. Section 2.1.2.32.4 was revised to reflect: "MOBILIZATION SCHEDULE:
Contractor changeover shall be accomplished with the objective of becoming one hundred percent self-sufficient by contract performance start date. Government will provide onsite temporary office space for winning contractor for hiring/interviewing/transition and mobilization."
036 C PWS 2.1.2.32.4 Contractor changeover shall be accomplished with the objective of becoming one hundred precent self-sufficient by contract performance start date.
A 45 day phase-in or start-start up period is very conservative with the complexity of this solicitation. Would the Government consider increasing the Mobilization Schedule to 60 or more days?
Due to schedule constrictions the Government cannot go beyond a 45 day Mobilization Base Period.
038 T PWS 2.3.4.8 Vehicle Maintenance Is there a list of Government Provided Equipment that includes the general purpose vehilces that are in use on Keesler?
See Amenment A001; Attachment 22 "Current Vehicle List on Contract" was added for informational purposes.
Questions Answers 7 Oct 16
039 C L.6.2.3.4 Past Performance Information (PPI) Tool Does the Government want a hard copy of the Past Performance Information that was submitted electronically via the PPI tool included in Volume III – Past Performance? If so, is a page limit per contract? And where does the Government want the pages placed in the volume?
Yes, a hard copy of the PPI needs to be submitted along with an electronic copy and included in Volume III "Past Performance" as noted in Section L.6.2.1. Per Section L.6.2.3.3. "The PPI for each contract submission is limited to no more than seven (7) pages; PPI sheets do not count against the page limitation (10 pages) for this volume. Submissions are limited to no more than a combined total of six (6) contracts. The Government will use data provided by each Offeror in this volume and may use data obtained from other sources in the evaluation of past and present performance."
040 T Work Space(s) on-base during Transition period Will the government supply working space(s) on-base during the Transition period for the incoming SP? These work areas will be needed to perform the myriad of activities necessary to interview/ register/ assign the workforce, perform security clearance/ base access actions to ensure the workforce is ready on day one. Without such spaces, the incoming contractor must rent office and workspaces off-base at significant expense and inconvenience for the personnel being hired (the majority of which will come from the existing, incumbent workforce).
041 C CLIN Reduction Will the government consider reducing/combining the number of CLINs in the contract? A reduction in the 50 CLINs would simplify the administrative and accounting load for both the SP and the government.
Unfortunately there is no flexibility to reduce the number of CLINs in Section B.
042 T Supply Individual Equipment Section swing shift During the site visit to the Supply Building, the COR briefed that the hours of operation for the Individual Equipment section was 0700-1600 daily. He went on to say that after 1600, there was always someone on-call to respond if needed.
He then stated that there was also a swing shift. Would the government please clarify the requirement for the swing shift?
See Amendment A001. Section 23.3.2.1 Supply Hours of Operation revised.
044 T RFP Sec I, pages 28, 29 and 30
2.1.1 -p 2-3-1,
2.1.2.25.4 -p 2-3-14

RFP Clause 252.237-7023 defines “essential contractor services” and “mission-essential functions. Paragraph (c)(1) requires a “Mission-Essential Contractor Services Plan” be submitted by the Contractor that will be incorporated in this contract. (d)(1) also states “the Contractor shall be responsible to perform those services identified as essential contractor services during crisis situations (as directed by the Contracting Officer), in accordance with its Mission-Essential Contractor Services Plan.”. Clause 252.237-7024 defines additional requirements with regard to Mission-Essential Services.
PWS paragraph 2.1.2.25.4 states “it is determined that services as identified in this PWS are NOT essential for performance during a crisis. In the event of an unforeseen natural or military crisis, i.e., hurricane, insurrection, etc., the contractor’s primary responsibility is to safeguard it personnel and secure any equipment.”
Paragraph 2.1.1 states "Provide support to 24/7 surge requirements in response to natural/man-made disasters including, but not limited to hurricanes, contingencies, and exercises. At Administrative Contracting Officers (ACO) approval, reduce operations in noncritical Base Operating Support (BOS) areas and direct resources to meet surge requirements."
Paragraph 11.1.2.2 states "Provide 24 hours a day, 7 days a week emergency response capability. Respond to all contingencies and natural disasters during 24/7 operation."
Paragraph 32.1.1 states with respect to Weather Services “These services are essential to the safety and success of the 81st Training Wing (81 TRW) and the 403d Wing (403 WG), which carries out Hurricane Hunter and tactical airlift missions.”
Paragraph 32.1.3 states “Outside of normal airfield/duty hours, during holidays, and/or when the base commander deems the airfield is closed, standby weather personnel will be on call for services at any time. A standby list of personnel will b fil i h h b d h i id ’ i l f
Are the Contractor Services essential on not? Is the Mission-Essential Contractor Services Plan required? Please clarify.
Section 2.1.2.25.2. was revised to add "The Air Force (AETC) has determined that natural disaster, major accident and war response and recovery times and associated activities for real world events will vary and post disaster and emergency recovery will vary with the degree of damage. These events or times cannot be estimated for real world events therefore there is no workload associated for these requirements. In the event that these events occur during the life of the contract, the Air Force (AETC) expressly reserves the right to incorporate CLINS to fund the support and completion of these requirements. If such a change should become necessary, the appropriate adjustments will be negotiated and incorporated by the Administering Contracting Officer under the authority of the appropriate changes cause."
Section 2.1.2.25.4. was revised add: "Contractor services as described elsewhere in the PWS and section J, Attachment 7 are mission essential. A Mission Essential Contractor Services Plan is required as stated in 252.237-7023 Continuation of Mission Essential Contractor Services and 252.237-7024 Notice of Continuation of Essential Contractor Services."
See upcoming amendment for revised PWS.
048 T 11.1.2.1 -p 11-1-2 Appendix 11A
AFI 32-1001 -
p 11-A-8
In the first sentence of this paragraph, the SP is required to work on Real Property Similar Equipment (RPSE). AFI 32-1001, which is incorporated into the PWS, states that RPSE/non-RPIE is not maintained by Civil Engineers. Throughout PWS Section 11, it requires the SP to account for and maintain RPSE/non-RPIE.
Is the service provider responsible for maintaining RPSE/non-RPIE? If yes, please provide a listing and all pertinent data regarding this RPSE and non-RPIE.
Yes, the Offeror is required to work on Real Property Similar Equipment (RPSE)/non-RPIE. There is no separate listing for RPSE. The workload is already included in 11-B.
049 T 11.1.2.2 -p 11-1-2
The second sentence of this paragraph requires the SP to provide priority service to facilities, RPIE, RPES, and systems designated as critical by the Government.
Is the PAL document referenced in Attachment 7 the only priority facilities? Yes, the PAL referenced in Attachment 7 is the only listing of priority facilities and equipment.
050 T 11.1.2.2 -p 11-1-2
Within the paragraph where Work Priority 2A is discussed, it requires the SP to perform plant operations and PM Work IAW higher headquarters guidance and AF approved PM Task List.
Please provide the AF approved PM Task List. At this time there is not an approved Preventative Maintenance Task List (PMTL). Reference to PMTL removed from Section 11.1.2.2. Offeror will use the current RWP listing for preventative maintenance.
See upcoming amendment for revised PWS.
051 T 11.1.2.2 -p 11-1-2
Under this paragraph, the SP is required to respond to all contingencies and natural disasters during 24/7 operations. There is no work load data for this requirement.
Is contingency and natural disaster response considered part of the firm fixed price? If so, can workload be provided?
The Air Force (AETC) has determined that natural disaster, major accident and war response and recovery times and associated activities for real world events will vary and post disaster and emergency recovery will vary with the degree of damage. These events or times cannot be estimated for real world events therefore there is no workload associated for these requirements. In the event that these events occur during the life of the contract, the Air Force (AETC) expressly reserves the right to incorporate CLINS to fund the support and completion of these requirements.
If such a change should become necessary, the appropriate adjustments will be incorporated by the Administering Contracting Officer under the authority of appropriate changes clause.

052 T 11.1.2.2 -p 11-1-2
Within the paragraph, it states the SP will perform government approved planned work for all 3A work priority and Pest Control and Pavement 3B and 3C work priorities. According to the PWS, 3A work is what used to be categorized as urgent work. This statement infers that all the work listed requires government approval.
Please clarify, that before any 3A, 3B and 3C Pest Control and Pavement work is started that the government must approve of the work?
The Governments intent is stated correctly in the PWS. Please reference 1.1.2.2.2.4.1.4. for Planned Work. Respond to 3A Corrective Maintenance (CM) work, previously categorized as Urgent DSW, within one duty day after notification and complete within 7 calendar days thereafter, excluding material delays days after receipt (Reference paragraph 11.1.2.2.)
054 T 11.1.2.2 -p 11-1-2

069 T 28.3.5.4 -p 28-4-4
The paragraph states that the SP will set-up/take-down/clean up for all official events held at the Bay Breeze Event Center and operate Audio-Visual system during all official events at the Bay Breeze Event Center.
Please clarify/define, what is an "official event?" PWS section 28.3.5 revised to state, "Official events are Commander’s Calls, promotion ceremonies, retirement ceremonies, squadron activities, military graduation ceremonies, military award banquets, etc." See upcoming amendment for revised PWS.
070 T 28.3.1.2 -p 28-4-1
The Bay Breeze Event Center hours of support are listed as a variety of weekday times.
