2.2.1 Subfactor 1 - Mobilization Approach (Goodfellow, Sheppard and

Keesler). The proposal shall demonstrate a sound and comprehensive mobilization/transition approach that meets the requirements of the PWS and ensures a seamless transition of full performance 30 days after start of contract. The standard has been met when:

2.2.1.1 The proposal demonstrates a sound and comprehensive

mobilization time line that adequately describes assumption of work, materials, equipment, facilities and work procedures.

2.2.1.2 The proposal demonstrates a sound and comprehensive

mobilization approach which maximizes the utilization of Government furnished equipment and facilities to optimize solid waste diversion and recycling. The proposal must justify the benefits if Government furnished equipment and/or property will not be used.

The standard has been met when:

2.2.1.3 The proposal demonstrates a sound and comprehensive

mobilization approach which exhibits the appropriate amount, type, usage and placement of contractor proposed equipment and vehicles (new or used) which justifies the acquisition of such equipment and/or vehicles.

This approach must clearly identify, justify and quantify the benefits of any planned purchases of new or used equipment or vehicles for refuse, recyclable collection and recycling processing while minimizing cost. This approach must also clearly identify the number, capacity, age, condition, usage and placement of proposed new or used refuse, recyclable collection and recycling processing equipment or vehicles.

2.2.2 Subfactor 2 - Technical Approach (Goodfellow, Sheppard and Keesler). The proposal shall demonstrate a sound and comprehensive technical approach that meets the requirements of the PWS and ensures proper resource utilization. The standard has been met when:

2.2.2.1 The proposal demonstrates a sound and

comprehensive approach to cost effectively divert solid waste and generate recycling revenue properly using the DoD ISWM

Policy solid waste hierarchy.

2.2.2.1.1 The proposal clearly identifies an executable

resource management approach to effectively divert solid waste to meet the DoD 40% solid waste diversion goal within one year of the mobilization start date.

The standard has been met when:

2.2.2.1.2 The proposal clearly demonstrates the ability to

reduce future program costs through increased diversion and recycling.

2.2.2.2 The proposal demonstrates a sound and comprehensive

marketing and sales strategy of recyclable commodities to maximize revenue generation during robust and depressed recycling market conditions and minimizes transportation and total processing costs.

The standard has been met when:

2.2.2.3 The proposal demonstrates a sound and comprehensive plan to execute commodities recycling and maximize recycling revenue when there is not significant supporting recycling infrastructure. Alternatives for final disposition of recyclable materials must be reasonable and executable.

2.2.2.4 The proposal demonstrates a sound and comprehensive plan to maintain and augment equipment which ensures continuous service in the event of failure. The preventative maintenance plan along with a contingency plan must be executable and adequately supplement key equipment in the event of failure.

2.2.2.5 The container price list reflects sufficient quantities per applicable

CLIN to accommodate the tonnage generated for those CLINs.

2.2.3 Subfactor 3 – Management Approach (Goodfellow, Sheppard and Keesler (with the exception of 2.2.3.5 which applies to and will be evaluated for all 13 bases)). The proposal shall demonstrate a sound and comprehensive management approach that meets the requirements of the PWS. The standard has been met when:

2.2.3.1 The proposal demonstrates a sound and comprehensive

rationale and methodology of recruiting and retaining staffing to meet existing, changing, unscheduled, urgent and surge requirements.

2.2.3.2 The proposal demonstrates a sound and comprehensive

approach to identifying and resolving problems before they impact contract performance.

The standard has been met when:

2.2.3.3 The proposal demonstrates a sound and comprehensive

approach that ensures data integrity for data systems and forms documentation required in the PWS.

2.2.3.4 The proposal demonstrates a sound and comprehensive

approach for tracking and reporting disposal and recycling tonnages and associated diversion metrics. This approach must include a sample of reporting methodology that satisfies the reporting requirements set forth in the Performance Plan.

2.2.3.5 The proposal demonstrates a sound and comprehensive

management plan to mobilize and implement resources at all 13 bases.

This plan includes adequate mobilization and implementation timelines, number of personnel, methods of acquiring equipment, etc. within the estimated timelines.

• The Total Evaluated Price (TEP) for Goodfellow, Sheppard and Keesler will be used to determine the price evaluation for award of the basic

Multiple Award Task Order Contract (aka MATOC or ID/IQ)

• Task orders for Goodfellow, Sheppard and Keesler will be awarded off of the basic contract to offeror(s) with the lowest TEP for each individual base.

• For example, if an offeror receives an award of a basic contract and has the lowest TEP price for Goodfellow, the offeror will receive a task order for Goodfellow.

• An offeror may receive award of a basic contract but may not receive a base task order award. Offerors awarded a basic contract have the potential to receive multiple task order awards.

• Financial Responsibility: The standard has been met when financial responsibility is demonstrated. To assist the government in determining financial responsibility, the government will take into consideration offeror’s proposed funding and financial resources as outlined in Section

L – Proposal Preparation Instructions, as well as other available financial information. An offeror not determined to be responsible will be ineligible for contract award IAW FAR 9.103(b).

Assess the offeror’s ability to fulfill the solicitation requirements while meeting schedule, budget, and performance quality constraints. The

Government will use the following procedures in evaluating past performance:

The Performance Confidence Assessment Group (PCAG) will accomplish the past performance evaluation, assigning a performance confidence assessment rating to the offeror’s proposal based on performance ratings of recent and relevant efforts.

The past performance team will seek relevant performance information from: (1) past and present efforts provided by the offeror (using questionnaires, forwarded by the offeror to past or current customers) and (2) data independently obtained from other Government and commercial sources.

VOLUME III - PAST PERFORMANCE

The past performance evaluation will take into account past performance information regarding predecessor companies or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.

Organizational Structure: If applicable, the standard has been met when information has been provided for the prime and all subcontractors expected to perform major or critical aspects of the requirement. The offeror submits information relative to the formation, organization and operation of the business unit for proposed teaming arrangements, joint ventures or other business combinations. This information must include the organizational relationship and structure, responsibilities of each, business sizes and socioeconomic status. The offeror has disclosed existing or planned agreements between and among the principals, each company’s responsibility for financial management, the business systems contemplated for use by the entity and their location, cost and revenue sharing agreements and any other information that describes the business arrangement. All parties (prime, teaming partner and major or critical subcontractors) must be determined responsible to be considered eligible for contract award IAW FAR 9.103(b).

Performance meets contractual requirements with many exceeded to the Government’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with no more than a few minor problems for which corrective actions taken by the contractor were highly effective.

Performance meets contractual requirements with some exceeded to the Government’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with no more than some minor problems for which corrective actions taken by the contractor was effective.

Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor were satisfactory.

Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions or the contractor’s proposed actions appear only marginally effective or were not fully implemented.

Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

Based on the offeror’s performance record, the Government has an expectation that the offeror will successfully perform the required effort.

Limited Confidence

Based on the offeror’s performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence

Based on the offeror’s performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Unknown Confidence

No performance record is identifiable or the offeror’s performance record is so sparse that no confidence assessment rating can be reasonably assigned.

The PCAG will integrate the recency, relevancy and performance on all the efforts evaluated for the offeror; the integration will result in a performance confidence assessment rating of:
