Executive Summary
• Current Program Overview
The Goodfellow Air Force Base (AFB) solid waste management program is managed by the Civil Engineering (CE) Division. The primary goal of the program is to effectively manage municipal solid waste and construction and demolition waste generated at Goodfellow AFB in order to:
– Cost effectively reuse or recycle materials to the maximum extent possible in order to meet solid waste diversion goals;
– Protect human health and the environment; and,
– Comply with applicable Federal, state, local and Air Force regulatory requirements.
• Solid Waste Collection
Solid waste dumpsters and collection from commercial, institutional and industrial (CII) areas is provided by the solid waste contractor, Inland Service Corporation. The following services are provided under the contract:
– Furnish, maintain, and empty solid waste dumpsters located in CII areas of the main base.
– Disposal of refuse collected from CII areas throughout the main base.
– Furnish, empty and dispose of wet garbage from dining facilities.
– Empty and dispose of bulky wastes collected in roll-off containers.
– Furnish, maintain, and empty solid waste containers and dispose of solid waste collected at the Goodfellow AFB Recreation Area.
Curbside solid waste collection is provided in MFH areas by Pinnacle Hunt under a separate solid waste collection and disposal contract.
o Source Reduction, Reuse, and Recycling
Goodfellow AFB uses source reduction, reuse, and recycling to reduce the quantity of wastes generated and to divert materials from disposal. Methods used for source reduction and reuse include:
– Double-sided copying;
– Reusing household items through the Thrift Shop;
– Reusing serviceable wooden pallets.
Goodfellow AFB operates a Qualified Recycling Program for recycling materials generated on base.
Curbside recycling is provided in MFH areas by the privatized MFH solid waste contractor under a contract with Pinnacle Hunt.

• Status Towards Meeting Current Solid Waste Diversion Goals
In 2008, Goodfellow AFB achieved a total solid waste diversion rate of 66.08%. The diversion rate for municipal solid waste generated from CII areas was 60.23%, and the diversion rate for construction and demolition waste was 75.17%.
• Program Highlights and Successes:
Goodfellow AFB has achieved high diversion rates for municipal solid waste through recycling and reuse. Personnel from the base actively participate in community events, and the base received Keep Texas Beautiful awards in 2006 and in 2007 for its participation in local community-related projects such as the Great American Cleanup, Elderly and Disabled Citizens trash collection, and for on-base recycling efforts.
• Program Issues and Current Planning Factors
Goodfellow AFB is continuously working to improve its solid waste diversion rate by improving the diversion, tracking and reporting of municipal solid waste as well as C&D debris disposal, recycling, and reuse. Due to the base’s geographical location, there is a limited availability of markets and services for recyclables.

1 Introduction
Integrated solid waste management (ISWM) is designed to reduce the waste stream by reducing the amount of waste generated at the source, then by reusing and recycling materials to further reduce the amount of waste disposed of in the landfill. Air Force Instruction (AFI) 32-7042 requires installations implement ISWM in the most cost effective manner possible while meeting all applicable Air Force, Department of Defense (DoD), Federal, state, and local requirements.
1.1 Purpose
AFI 32-7042 requires installations develop and implement an Integrated Solid Waste Management Plan (ISWMP). This ISWMP contains guidance for managing municipal solid waste, compostable materials, construction and demolition (C&D) debris, and industrial solid waste to ensure compliance with applicable requirements for solid waste disposal, waste minimization, recycling, and reuse. Civil Engineering (CE) is the installation commander's organization for ensuring that solid waste management processes are in compliance with all applicable DoD, federal, state, interstate, and local environmental requirements and is responsible for preparing and maintaining this ISWMP.
1.2 Policy
The base will make every possible effort to divert solid waste and C&D debris from landfills or incinerators through reuse, donation, recycling, composting, mulching, or other waste diversion activities to reduce both the volume of solid waste disposed and overall cost of managing solid waste.
ISWM will be implemented in the most cost effective manner possible while meeting all applicable Air Force, DoD, Federal, state, and local waste diversion and recycling requirements.
1.3 Solid Waste Management Goals
The base goals for solid waste management are to:
• Continuously reduce the quantity of non-hazardous solid waste generated and increase the percentage of non-hazardous solid waste diverted from disposal facilities to help meet established solid waste diversion goals;
• Increase the economic benefit of solid waste management;
• Maintain compliance with applicable Air Force, DoD, Federal, state, and local solid waste management requirements;
• Increase participation in the base Qualified Recycling Program (QRP) and maximize solid waste diversion through recycling;

• Promote source reduction and reuse practices to reduce waste generation; and,
• Promote environmentally preferable procurement to close the recycling loop.
1.4 Roles and Responsibilities
The following organizations and individuals are tasked under this ISWMP. Their roles and responsibilities are listed in Appendix A.

1.5 Regulatory Requirements for Solid Waste Management
There are many regulatory requirements that impact the management and disposal of solid waste.
These include Federal laws and regulations; Executive Orders; state laws and regulations; local ordinances and regulations; DoD directives, instructions, and policy memoranda; and Air Force instructions and policies. Appendix B provides information on applicable requirements for managing solid waste.

2 Solid Waste Management
A summary of the types of solid waste generated by base organizations and activities and how these wastes are managed is provided in the following two sections.
2.1 Solid Waste Generation
The generators of solid waste at the base include the following categories: residential, commercial, institutional, and industrial (regulated), construction and demolition debris, and special wastes.
• Residential Waste – Residential waste includes wastes generated from single and multi-family dwellings, single quarters, and temporary lodging and quarters. Wastes generated include typical household garbage, paper, glass, metal, plastics, food wastes, bulky items, furniture, and yard waste.
• Commercial/Institutional/Industrial (CII) Waste – Commercial and institutional wastes are generated from administrative offices, warehouses, training facilities, schools, medical facilities (not including regulated medical wastes), recreation facilities, retail/commercial establishments, base exchanges, commissary, and food service operations. Typical wastes include paper, food wastes, cardboard, clothing and textiles, furniture, and packing materials. Industrial wastes (regulated) are generated at facilities conducting industrial operations and manufacturing processes. Operational and industrial areas include facility and equipment maintenance shops, vehicle and aircraft maintenance shops, motor pools, materiel receiving and issue facilities, and warehouses. Solid wastes generated from these areas include cardboard, scrap metal, wood pallets, paper, and packing materials.
• Construction and Demolition Waste – Construction and demolition (C&D) wastes are generated from the demolition of old buildings and structures, construction of new buildings and structures, and renovations of existing structures. The quantities of C&D wastes generated fluctuates annually depending on the amount of construction, renovation, and demolition occurring. Typical wastes include lumber, timber, reinforcing steel, pipes, wires, concrete, brick, plaster, metal, wall-board, roofing, insulation materials, and asphalt.
• Special Waste – Some CII activities on the installation generate some special types of non-hazardous solid waste that cannot be disposed of in the regular trash. Examples of these special wastes include used oil; used antifreeze; petroleum, oil and lubricant (POL)-contaminated soil and used absorbents with petroleum products; tires; batteries; used cooking grease; used fluorescent bulbs; used toner cartridges; and non-hazardous medical wastes.
Total solid waste generation includes the quantity of solid waste disposed and the quantity wastes diverted through recovery, recycling, and reuse. Appendix C contains a summary of
August 2009 4 annual solid waste generation, disposal, and diversion data. Information on the base’s recordkeeping and reporting of solid waste and recycling quantities is provided in Section 3.4 of this Plan.
2.2 Solid Waste Management Methods
The methods for solid waste management follow the pollution prevention concept of “Reduce, Reuse, Recycle, and then Dispose as a last option”. This means first reducing waste at the source, thereby avoiding the need for disposal. When source reduction cannot be done, then reuse and recycling are used. Treatment and disposal are the least desirable options and are the last options when source reduction, reuse, and recycling are not possible.
2.2.1 Source Reduction
Source reduction; or waste prevention, means using less material whenever possible. Source reduction methods help to prevent waste in the first place – before recycling. Source reduction methods include reusing materials instead of throwing them away and using best management practices (BMP) that generate less waste.
• Best Management Practices – The base supports and encourages the following management practices to reduce the amount of waste generated:
o Using e-mail and voice mail in place of written memos whenever practical.
o Saving e-mail messages to files in lieu of printing.
o Eliminating stockpiling materials and ordering only what is needed.
o Saving binders for reuse.
o Sending mail in reusable envelopes.
o Reusing file folders (using stick-on labels).
o Purchasing reusable coffee mugs instead of Styrofoam or paper cups.
o Using routing slips in place of multiple copies.
o Using old documents for scratch paper.
o Using less paper by condensing pages with word processing features.
o Participating in toner cartridge recycling programs.
o Making double-sided copies.
o Providing proper maintenance for copiers and printers.
o Returning or reusing pallets.
o Using “print view” options to reduce printing mistakes and paper waste.
o Setting printer default to print on both sides (duplex printing).
o Choosing products packaged with less waste and requesting reduced packaging from suppliers.
o Purchasing items in bulk and concentrated products.
2.2.2 Reuse
Reuse means using materials again without changing their form either for their original intended purpose or for another related purpose. Methods for reusing materials include the following:

• Packaging Reuse - Each activity which routinely receives shipments should identify a packaging material reuse area, within the limits of available space. Styrofoam peanuts, bubble wrap, salvageable cardboard boxes, pallets, and other packaging material should be stored for future use.
• Waste Exchange – A waste exchange program is a good way to increase reuse of materials. Activities generating potentially reusable items advertise excess materials through electronic bulletin boards, newsletters, or other methods so they may be reused by other activities.
• HazMart free re-issue – Hazardous materials that are no longer needed, expired, unused or partially used, and uncontaminated could possibly be used for other non-technical processes, and excess can be redistributed to customers via the free re-issue program.
Contact the HazMart Pharmacy for information.
• Deconstruction - Deconstruction is the systematic disassembly of buildings in order to salvage as much material as possible. The recovered materials are then reused in new construction and renovation projects or for remanufacture. Items that cannot be reused are recycled; such as by turning damaged wood into mulch or cement foundations into aggregate for new foundations and sidewalks.
• Thrift Store and Airman’s Attic – Rather than dispose of used household goods, clothing, and toys, personnel can donate their used items to the Thrift Store and Airman’s Attic for reuse.
2.2.3 Recycling
The recycling program is an important part of the ISWM program. Diverting solid waste from the landfill by recycling is necessary in order for the base to meet its solid waste diversion goals, and the base strives to divert as much of the solid waste stream as is economically feasible, keeping in mind the cost savings and cost avoidance from diverting solid waste from landfill disposal.
Depending on the amount of waste generated, installations are required by Federal recycling regulations (40 CFR 246) to recycle high-grade paper, newspapers, and corrugated cardboard.
• Office facilities of over 100 office workers are required to recover high-grade paper and the high-grade paper must be:
o separated out at the source of generation, o separately collected, and o sold for recycling.
• Facilities at which more than 500 families reside are required to recycle newspapers and the newspapers must be:
o separated out at the source of generation, o separately collected, and o sold for recycling.
• Facilities generating 10 tons or more of waste corrugated containers per month are required to:
o segregate/separately collect the containers for recycling or o use the containers as an alternative energy resource.

DoD and AF policies and instructions encourage cost-effective recycling other non-hazardous solid waste materials such as, but not limited to, metals, plastic, glass, used oil, tires and batteries.
Opportunity assessments of the solid waste stream are conducted to identify potential opportunities for source reduction and additional recyclable materials. The types of materials and specials wastes diverted through recycling and reuse are listed in Appendix D.
Recycling is provided through the following:
• Qualified Recycling Program - Since the base collects, processes, and sells recyclable materials directly and retains the proceeds, it operates the recycling program as a QRP.
Information on the Qualified Recycling Program is provided in the QRP Business Plan, submitted under separate cover.
• DRMO - Recyclables may be turned into DRMO to be sold via the Defense Reutilization and Marketing Service (DRMS) scrap sales program with the proceeds being returned to the QRP.
• Contract Services - The Military Family Housing (MFH) solid waste contractor provides collection and recycling services in the MFH areas.
2.2.4 Solid Waste Collection and Storage
Solid waste collection services for both military family housing and operational and administrative areas are provided by a solid waste collection contractor.
• Installations will ensure that receptacles, collection routes, collection schedules, and collection equipment (trucks/trailers) meet 40 CFR §243, Guidelines for the Storage and Collection of Residential, Commercial and Institutional Solid Waste, DoDI 4715.4, as well as state and local requirements.
• Installations, or their designated contractors, will ensure all permits needed for solid waste, material recovery facilities and composting handling, storage, and collection facilities (including solid waste transfer facilities) are obtained, and perform any required maintenance inspections and notifications.
• Solid waste and composting collection equipment must meet the standards of the
American National Standards Institute (ANSI) in addition to 40 CFR §243 and DoDI
4715.4 requirements.
• The installation commander can select military personnel, civilian personnel, or contractors as recycling or composting collection personnel. When a contractor is used to collect recyclables or compostable materials, the contractor’s statement of where to place the materials and the timing of when the materials will be picked-up must meet all applicable DoD, Federal, state, and local requirements.

• Installations will ensure all scrap metals, instruments, and related recyclable materials sold, or disposed, by direct contract in lieu of processing through the DRMO are considered for radiation survey prior to release from the installation.
2.2.4.1 Military Family Housing Areas
Do's and Don'ts for Residential Trash Carts Use:
• DO:
o Place all trash in the cart.
o Keep the lid closed.
o Place the cart as close as possible to the curb on collection day and return it to the house when empty.
o Carefully read instructions for collection day scheduled for your neighborhood.
o Pull the cart ... it's easier than pushing.
o Notify your collection service if your cart is damaged or stolen or if you have any questions.
• DON'T:
o Put hazardous waste, paint cans, etc., in the cart.
o Put construction debris in the cart.
o Put hot ashes in the cart.
o Overfill the cart or pack trash in too tightly.
o Paint or write on the cart.
o Remove the cart from your residence.

Household hazardous wastes (e.g., acids, antifreeze, batteries, cleaning products such as polish, oven cleaner, drain opener, stain remover, motor oil, oil filters, paints, solvent, varnish, pool chemicals, lawn and garden chemicals, herbicides, pesticides)
Residents who are moving or who have excess household chemicals are encouraged to share them with their neighbors before turning them in as Household Hazardous Waste (HHW). The City of San Angelo periodically sponsors HHW Collection events (for information, call 325-659-0722).

Electronics equipment The San Angelo Friends of the Environment (S.A.F.E.) Recycling Center accepts computer towers, VCRs, small electronics - call 659-0722 for more information. NOT accepting printers, monitors, or TVs at this time. Best Buy San Angelo accepts most consumer electronics for recycling and does not charge a fee for recycling. However, they do charge $10 for TVs 32″ and under, CRTs, monitors and laptops, which is offset with a $10 Gift Card. Up to two items per household per day are accepted. 2.2.4.2 Operational and Administrative Areas

2.2.5 Solid Waste Disposal
Goodfellow AFB does not operate an on-site landfill. MSW and C&D waste disposal is provided by the following local landfill:

2.2.6 Management of Industrial Solid Waste
Hazardous waste and most special solid wastes are managed in accordance with the Hazardous Waste Management Plan (HWMP). PCBs and asbestos are discussed in the HWMP and Asbestos Management Plan, respectively.
2.2.7 Management of Overseas Refuse
All solid waste originating from outside the United States must be segregated and disposed of in accordance with Air Force Joint Instruction (AFJI) 48-104, Quarantine Regulations of the Armed Forces, paragraph 1.14. This includes things that were not a waste at the point of embarkation but became a waste en route to the United States, e.g. flight meals. Garbage containing foreign food wastes is regulated by the U.S. Department of Agriculture and must be placed in leak proof, August 2009 10 covered containers and disposed of following port procedures authorized by, or under surveillance of, a U.S. Department of Agriculture representative. Goodfellow AFB does not normally receive overseas refuse.
2.2.8 Management of C&D Debris
C&D debris is material produced during the construction, renovation, demolition, or deconstruction of structures which includes residential and commercial buildings and their infrastructure. C&D debris typically includes concrete, wood, metals, gypsum wallboard, insulation materials, asphalt, masonry, brick, roofing material, pipe, wire, rock, rubble, soil, paper, cardboard, plastics, glass, carpet, padding, and related equipment and/or fixtures. C&D debris is managed to minimize the amount disposed and to promote more efficient use of construction materials. The C&D management plan is provided in Appendix E.

3 Program Management
3.1 Training
Proper training is needed for the success and safety of solid waste management and recycling programs. DODI 4715.10 Environmental Education, Training and Career Development implements policy and provides the procedures for environmental education, training, and career development programs for DoD personnel. The base ensures all personnel complete the required education, training, and certification needed for their jobs. Additional training in solid waste topics may also be provided to personnel.
Methods used for training may include formal training courses, workshops, seminars, conferences, distance learning, video-based training, web-based and computer-based training. A summary of training requirements and resources is provided in Appendix F.
3.2 Health and Safety
Training in health and safety topics such as safety hazard identification, personal protection, and fire prevention is provided to all personnel assigned to solid waste handling and management. In addition, operating procedures for all solid waste facilities, equipment, and operations include health and safety requirements to ensure all solid waste activities are performed in a safe manner to prevent injuries and accidents.
• Supervisors will ensure solid waste employees, both government and contract, have proper training and comply with safety requirements.
• Health and safety procedures are communicated to all employees and all operating procedures include regular safety inspections and reviews.
• Operating procedures are reviewed at least annually to ensure compliance with safety standards.
3.3 Community Education and Outreach
Community education and outreach are an integral part of the ISWM Program and are particularly important for the success of the Recycling Program. Community education and outreach methods that support the solid waste program include the following:
• Community Events – (Earth Day, P2 fairs, and America Recycles Day)
• Community Partnerships – (Keep San Angelo Beautiful)
• School Outreach Programs
• Recycling Program Promotions
• Media Information – (Coordination with the Public Affairs Office)
• Publications – Publications, visual reminders to recycle, and signs on waste and recyclable containers stating acceptable items are crucial to compliance with solid waste regulations and recycling procedures
• Public Meetings – The Base CE attends and/or sponsors public meetings regarding the solid waste management program, when situations warrant such concerns.

3.4 Recordkeeping and Reporting
Records and reports on the solid waste management program are required by Federal and State laws, DoD and Air Force policies and regulations, operating permits and plans, contract service requirements, and program oversight and management practices. The Solid Waste Program Manager collects and manages solid waste program data and prepares required reports. A summary of recordkeeping and reporting requirements is provided in Appendix H.

3.4.2 Air Force Requirements
Maintain operating records IAW the Air Force Records Disposition Schedule.
Collect and maintain all solid waste diversion and disposal data and report upon request to AFCEE for compilation and ultimate submission for the Annual Report to Congress IAW 10 USC 2706(b) and EO 12856 Section 4-402.
Solid Waste contractors shall provide copies of weight certificates, shipping receipts, financial statements and all other related documentation for installation records reporting.
Retain the following documents for DRMO sales: DD Form 1348-1A, Issue Release/Receipt Document; or approved local form, Standard Form 1080, Voucher for Transfers Between Appropriations and/or Funds; and copies of checks received for payment or funds transfers.
Retain the following documents for direct sales: quotation forms/invitation for proposal/invitation for bid, weight certificates, shipment receipts, cashier record, deposit record, check copy, and letters to buyers.
Retain records of operating and overhead costs. This should include, but is not limited to:
purchase of equipment, maintenance costs, program operations and expansion, labor costs, training, publicity, and overhead for processing recyclable materials.

Retain records the management and distribution of recycling proceeds.
Owners or operators of MSW landfill (MSWLF) units must comply with the recordkeeping requirements of 40 CFR §258.29, or the Air Force Records Disposition Schedule, whichever is more stringent.
A summary of recordkeeping and reporting requirements and current practices for solid waste management is provided in Appendix H.
3.5 Operating Procedures and Plans
Operating procedures and plans for solid waste management facilities and activities provide standardized guidance in sufficient detail for conducting day-to-day operations. Operating procedures and plans have been developed and implemented for the following solid waste activities.
3.5.1 QRP Business Plan
The QRP Business Plan provides guidance on facility management and operations including roles and responsibilities, marketing, quality control, financial management, and records management and is submitted under separate cover.
3.6 Evaluation and Audit
Evaluations and audits are used to ensure solid waste activities are properly managed and operated, are in compliance with regulations, and improvements or needs are identified and strategies are developed and implemented to address improvements and needs. These include:
• Audits and evaluations of the MSW solid waste contractor by the Quality Assurance Engineer (QAE) are performed to ensure performance of activities by the contractor meets contract requirements.
• Environmental, Safety, and Occupational Health Compliance Assessment and Management Program (ESOHCAMP) assessments provide a self-evaluation and program management system for assessing and monitoring compliance with environmental laws and regulations Refer to the ESOHCAMP-Online website for more information.

3.7 Programming and Budgeting
Programming and budgeting requirements for facilities, equipment, and manpower, including tipping fees and on-base landfill operations needed to comply with solid waste collection and disposal requirements are considered utility costs and not environmental compliance costs.

5 ISWMP Base Operations In this section, actual Base processes are described (how things are done) including recycling and solid waste storage, collection, and disposition.
5.1 Military Family Housing
There are 96 Military Family Housing (MFH) units present at Goodfellow AFB and another 143 units are under construction off-base.
5.1.1 Privatized
MFH at Goodfellow AFB has been privatized.
5.1.1.1 Solid Waste Recycling and Disposal
Solid waste collection, disposal, and recycling services are provided by the privatized MFH solid waste contractor, Inland Service Corporation. The Landings at Goodfellow Management Office provides residents with information on refuse collection and disposal and curbside recycling.
Recyclable Materials List for Curbside Recycling:
The MFH solid waste contractor provides curbside collection for the following items:
• The following items must be placed in the 18-gallon recycle containers for curbside recycling:
o School papers o White and colored paper o Telephone and coloring books o Aluminum and steel cans (rinsed) o Cardboard (flatten/broken down) o Plastic bottles (rinsed without caps or lids)
• Newspapers (must be tied in bundles then placed next to recycle container)
• Shredded paper (must be placed inside brown paper bags and then placed next to recycle container)
5.1.1.2 Containers
Trash containers and recycling bins are provided to each residence by the MFH solid waste contractor. Each MFH unit is provided with a 95-gallon refuse collection container and an 18-gallon recycling bin for recyclables.
5.1.1.3 Collection
Refuse, bulk trash, and recyclables are collected curbside by the MFH solid waste contractor.
Refuse and bulk trash will be picked up once per week, and recyclable materials will be picked
August 2009 16 up once per week on assigned days. A schedule is provided in the quarterly housing newsletter or may be picked up from the management office.
Trash containers must be covered and stored in the designated location, or an area outside of public view. Containers may be placed out for pick up no earlier than 1800 on the evening prior to the scheduled pick up day and must be removed from the curb and returned to the storage area after pick up, no later than 1800 the next day.
Bulk items should not be stored outside the home or at the curb except the evening prior to the scheduled pick up day.
5.1.1.4 Disposition
The following local landfill is used by the MFH solid waste contractor for MFH waste disposal.

5.1.2 Non-Privatized
There is no non-privatized Military Family Housing at Goodfellow AFB.
5.2 Main Base
Solid waste collection and disposal from CII areas including offices and common areas is provided by the solid waste contractor, Inland Service Corporation. Recycling pick-ups are provided by the Goodfellow AFB Recycling Center’s contractor, and a drop-off area for recyclables is also available at the Recycling Center Building 504.
5.2.1 CII Areas Including Offices and Common Areas
5.2.1.1 Solid Waste Disposal
The solid waste contractor provides solid waste collection and disposal of solid wastes generated from CII facilities at Goodfellow AFB.
5.2.1.2 Containers and Collection
The solid waste contractor provides approximately 84 dumpsters for the collection and storage of solid waste from CII facilities at Goodfellow AFB. Roll-off containers are provided at Buildings 718 (Services), 443 (Supply), 3473 (Fire Training), 3478 (Fire Training), 3519 (CE), and 498

(Tech Training) for bulk waste and brush/branches. The locations of dumpsters and the service schedule for solid waste collection are provided in Appendix K.
5.2.1.3 Disposition
The following local landfill is used by the solid waste contractor for waste disposal.

5.2.1.4 Solid Waste Recycling
The Goodfellow AFB Recycling Center, located at Building 504, operates as a QRP and collects, processes, and sells recyclable materials generated by CII facilities. Recycling Center personnel collect paper and newspaper from CII areas on a weekly basis. The Recycling Center accepts drop-offs of recyclables (office paper, newspaper, magazines, cardboard, toner cartridges, batteries, and clear, green, and brown glass) during operating hours and maintains a 24/7 drop-off site. The solid waste contractor collects cardboard for recycling from CII on weekly basis from cardboard collection trailers located throughout the base.
Used and scrap government property items such as furniture, vehicles, spent brass and electronics may be turned into DRMO to be sold via the Defense Reutilization and Marketing Service (DRMS) scrap sales program with the proceeds being returned to the QRP.
5.3 Goodfellow AFB Recreation Camp
The Recreation Camp is located immediately off of Knickerbocker Road directly after the Lake Nasworthy Bridge. The solid waste contractor provides two 8 cubic yard dumpsters for the collection and storage of solid waste at the Recreation Camp.
5.4 Vegetation and Food Waste
5.4.1 Composting
There is no on-base composting at Goodfellow AFB.
5.4.2 Grass Clippings and Branches
Grass clippings are mulch mowed in place. Branches, brush, and broken wooden pallets are disposed of in the roll-offs located in the field area behind the CE building (Building 3519).

5.4.3 Food Waste
The base solid waste contractor provides solid waste containers and wet garbage collection and disposal services for dining and food service facilities at Goodfellow AFB. The collection frequency for each facility is shown in Appendix K.
Used grease is collected from food service facilities by a separate contractor.
5.5 Other Diversion Technologies
5.5.1 Packaging
Packaging materials are reused whenever possible.
5.5.2 Pallets
Serviceable wooden pallets are turned in to the Recycling Center (Building 504) for reuse.
5.5.3 Moving Boxes
Moving boxes and large cardboard items can be dropped off at the Recycling Center Building 516 for recycling.

• Ensures program goals are appropriate and produce actions to provide necessary mission capability and capacity.
Civil Engineering (CE)
• Monitors the solid waste program and reviews and updates the ISWMP as required.

• Identify and monitor responsibilities of providers of SWM services.
• Delegates the responsibility for handling, collection, disposal, and recycling of solid waste by the Base Commander.
• Ensure environmentally preferable purchasing and affirmative procurements are included in service and construction contracts.

• Oversees the recycling program to improve effectiveness, efficiency, and increase operations and revenue.

• Coordinates with Federal, state, and local authorities on solid waste management procedures, rules, and regulations.
• Reports to the ESOHC on a regular basis on issues related to solid waste management and recycling.

• Serves as local representative of the Defense Logistics Agency (DLA).
• Performs market research and sale of recyclable commodities.
• Advises generating activities on the required turn-in procedures, including packaging, labeling, and transporting of materials to facilitate sales and recycling.
• Assumes accountability for materials properly turned in for disposal, resale, or recycling.
• Periodically conducts sales, and/or make the DoD bidders list available to activities conducting direct sales of recyclables.
• Maintains records concerning types and quantities of materials turned in, and proceeds for various resale/recycling activities.
• Refunds proceeds from the sale of qualifying materials to the QRP fund.
Contracting
• Ensures all contracts for projects generating solid waste incorporate provisions for management, diversion, and minimization of project-generated solid waste.
• Ensures that all new contracts awarded include applicable green procurement requirements.
• Ensures that all personnel involved in the procurement process are aware of current green procurement policies and the laws that require affirmative procurement.
• Ensures compliance with the USEPA's comprehensive procurement guidelines.
• Ensures all new contracts, particularly construction and demolition contracts, include recycling clauses when feasible and cost advantageous to the government.
• Ensure all contracts for services include provisions requiring the process owner to comply with and report in accordance with the requirements of this ISWMP.
All Installation Organizations, Units, and Tenant Activities
• Coordinate with the installation environmental flight on all matters involving solid waste management, recycling, reuse, and green procurement.
• Ensure safe and effective solid waste management through the proper storage of solid waste and recyclables.
• Support the recycling program by identifying, collecting, separating, and removing contaminants from all potential recyclable materials.
• Reduce the amount of solid waste generated by procuring products with less or reusable packaging, buying only the amounts needed, investigating new recycling/reuse opportunities, and altering operations to reduce wastes (e.g., using double-sided copies).
• Support recycling by buying items with recycled materials content.

• Supports the commander in the release of timely and accurate solid waste information to the general public.

• Provides legal opinions and guidance on federal, state, local, and Air Force rules and regulations applicable to solid waste management.
• Monitors and ensures the ISWMP satisfies the applicable federal, state, local, and Air Force rules and regulations.
Qualified Recycling Program Manager
• Ensures solid wastes are properly collected, segregated, stored, recycled, treated, and disposed of in accordance with applicable regulations and monitors regulatory compliance.
• Quantifies and tracks materials received at the center which are diverted from landfills.
• Ensures excluded materials are not sold through the QRP.
• Coordinates sales with the local DRMO to ensure materials are reused if possible.
• Receives sales proceeds and submits the cash collection vouchers to Defense Finance and
Accounting Services (DFAS).
• Maintains records of QRP expenses and cost avoidances to determine effectiveness.
• Ensures proceeds are properly deposited into a suspense account and used properly.

• Supervises recycling center personnel.
• Ensures employees are trained regarding the processing and storage of recyclable materials.
• Maintains employee training records regarding safety, equipment and vehicle operations, and proper management of recyclables.
