“6.0 Ordering Procedures:
6.1 These ordering procedures apply to follow-on orders after the basic award and do not apply to Goodfellow, Sheppard and Keesler TOs. Each task order issued will include a one-year base period (which includes 30 day mobilization period) plus four (4) one-year option periods with an Option to Extend Services clause. At no time will any base be authorized to utilize the basic contract for services which exceed a five (5) year period plus the six (6) month extension of services.
6.2 The Government will prepare the PWS Appendices specifying the individual base requirements.
6.3 AETC CONS will conduct streamlined Performance Price Tradeoff (PPT) source selections for TOs. Specific evaluation criteria for individual TOs will be identified in the TO solicitation.
6.3.1 AETC CONS will send solicitations for additional TOs to ISWM Contractors electronically and provide a due date for related questions and submission of the Contractor's Technical (if determined by the contracting officer to be necessary), Price and Past Performance proposals. When deemed appropriate for a particular requirement, depending upon the urgency and tight deadlines, the customer may request oral proposals in lieu of written proposals. All prime Contractors will be given a fair opportunity to submit an offer and have that offer fairly considered for each order. The contracting officer must consider all multiple awardees, unless they determine one of the four statutory exceptions to the fair opportunity process applies. The four statutory exceptions, listed in FAR 16.505(b)(2)(i) through (iv) as follows:
1. The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays;
2. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized;
3. The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order;
4. It is necessary to place an order to satisfy a minimum guarantee.
6.4 It is the intent of AETC CONS and HQ AETC/A7C to conduct site visits at each base prior to receipt of proposals for the individual base TOs. Pre-proposal conferences will be conducted prior to receipt of TO proposals and the date and location will be specified at the time of solicitation release. The pre-proposal conference will provide Contractors an opportunity to ask questions and seek clarification of the Government's requirements as stated in the PWS. This exchange of information enables Contractors to understand task requirements clearly so that they can in turn prepare technical, price and past performance proposals that are responsive to the customer's requirements.
6.5 The due date for receipt of proposals will be specified in each TO solicitation. While preparing their proposals, Contractors must never communicate with anyone other than the CO on any issue related to the task.
7.0 Contractors:
7.1 Contractors will receive TO solicitations for the individual bases. These solicitations may combine multiple bases into a single solicitation in which individual TOs for each base will be issued, unless specified otherwise. In response to each TO solicitation, Contractors will be asked to prepare streamlined technical, price and past performance proposals particular to the individual base(s) solicited at that time. Contractors are responsible for reasonably proposing on all TOs solicited under this acquisition.
7.2 When the PCO issues an executed (signed) task order which authorizes a Contractor to start work on the task, the Contractor will perform work as described in the PWS of the awarded task order. Contractor performance must conform to all terms and conditions of the basic contract as well as the TO.
7.3 On all TOs, Contractors must ensure that their personnel do not perform any work which is outside the scope of the PWS or the period of performance.
7.4 Contractors will be evaluated on their performance by their customers in accordance with the PWS. At the Government's request, Contractors may provide comments on the customer's evaluation of a completed task.
7.5 The government intends to award individual TOs without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest. If the government elects to hold discussions, a competitive range will be established based on FAR 15.306(c) procedures and the TO solicitation.
7.6 These ordering procedures do not guarantee the contractor issuance of any TO above the minimum order of $1,500 as stated in FAR 52.216-19 of this contract.
7.7 Under the provisions of the Federal Acquisition Streamlining Act of 1994, 10 U.S.C. 2304 (c) (Public Law 103.355), a protest is not authorized in connection with the issuance or proposed issuance of an individual TO except on the grounds that the order increases the scope, period or maximum value of the contract under which the TO is issued.”

6.3.1 AETC CONS will send solicitations for additional TOs to ISWM Contractors electronically and provide a due date for related questions and submission of the Contractor's proposal(s). Proposals will include Technical, Price and Past Performance volumes as appropriate depending on the selected best value acquisition approach.
6.3.2. FAIR OPPORTUNITY - All prime contract awardees under this Multiple Award Task Order Contract (MATOC) will be given a fair opportunity to submit an offer and have that offer fairly considered for each order. The contracting officer will consider proposals from prime contract awardees only. The contracting officer may waive Fair Opportunity if one of the four statutory exceptions to the fair opportunity process applies. The four statutory exceptions listed in FAR 16.505(b)(2)(i) through (iv) are as follows:
1. The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays;
2. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized;

The pre-proposal conference provides Contractors an opportunity to ask questions and seek clarification of the Government's requirements as stated in the PWS. This exchange of information enables Contractors to understand task requirements clearly so that they can in turn prepare technical, price and past performance proposals that are responsive to the customer's requirements.
6.5 The due date for receipt of proposals will be specified in each TO solicitation. The PCO is the single point of communication once solicitations have been released for a TO. Communications relative to a TO under solicitation with government personnel other than the PCO may result in the offeror being excluded from the competition in order to preserve the procurements integrity.
7.0 Contractors:
7.1 Offerors will receive TO solicitations for the individual bases. The government may combine multiple bases into a single solicitation. Individual TOs for each base may be issued, or a TO combining multiple bases may be issued, as appropriate. In response to each TO solicitation, Contractors selected for a basic award will be asked to prepare proposals particular to the individual base(s) solicited at that time. Each offeror may also provide one additional proposal that combines more than one base being solicited. However, an offeror providing a combined proposal must also submit individual proposal for the bases they are proposing to. In the event that a combined proposal leads to an increased price for any single base, the combined proposal may be ineligible for award. Contractors are required to provide a proposal on all TO solicitations. The government reserves the right to annotate as negative past performance failure to do and may impact a contractor’s ability to win future task orders.
7.1.1. Example Scenario – The figures used in the sample below are used to illustrate the selection process when multiple proposals are submitted. They do not in any way represent the government’s position regarding the estimated value for the requirements at Columbus, Laughlin, Maxwell and Tyndall AFBs. Assumptions: All proposals are considered technically acceptable and there are no performance issues that would impede an award to any contractor. Technical and performance being equal, the remaining discriminator for award of a task order is price. In the scenario below, contractors A and C provided an additional proposal that leverages their ability by performing at more than one location. Based on the criteria that the combined proposal must be lower in price and that the government will not pay a higher price at any base for the combined approach, Contractor A would win Columbus and Maxwell AFBs. Their proposed Total Evaluated Price (TEP) is lower overall and also represents the lowest proposed price individually for the installations proposed in the combined proposal. Individually contractor A would have been successful for Columbus AFB; however contractor C would have been the successful proposal for Maxwell. In this case the consolidated approach would be in the best interest of the government. Contractor B would be the successful proposal at Laughlin AFB as they represent the lowest proposed TEP. Contractor C proposed a combined approach to meet the requirements for Maxwell and Tyndall AFBs; however their proposed TEP for the combined approach is not the lowest proposed price and therefore contractor C would not be the successful proposal for any of the TOs. Contractor D would the successful proposal for the Tyndall AFB requirement as their TEP is lowest overall.
