Response: Masonry specification has been provided.
116. Detail 3 on Sheet A-311 shows masonry CMU being installed to infill each window, however, the detail shown will also cause condensation to build up due to the cavity heating and cooling with the sun shining through the windows. In order to stop the condensation, a black film is recommended to be installed on the interior side of the windows prior to infilling. Please confirm if contractors are to apply a blackout film on the existing windows prior to infilling the windows with CMU.
Response: detail 3/A-311 is typical of other renovated areas in building 13.

Please provide additional details for what is required to satisfy this scope.
Response: As-builts indicate the existing air handler had an entering air temp of 78.7/65.8 and a leaving temp of 58.8/57.0. This space was receiving 3,870 cfm of air, equaling 8.8 tons of cooling. No requirements were put on the drawings for the exact means and methods to provide this cooling with the intent to allow the contractor to provide in the cheapest way they can that the government would allow. Ductwork in this area is existing to remain. 380 was recently renovated and the government would like to keep any construction in this area to a minimum.

Response: The Superintendent, environmental manager, and Site Safety can be one position. However, QCM shall be an independent position.
137. Please clarify the requirement for Questionnaires (Attachment L5). If we have CPARS for Past Performance, is a Questionnaire (Attachment L5) also required in the proposal and required to be sent to the POCs or is a CPARS included in the proposal acceptable in place of using Attachment L5? The information below is confusing.
a. 4.4.1 Questionnaire Submissions: For each Attachment L3 [attached for reference] submission, the Government requires the Offeror to send out the Past Performance Customer Questionnaire, (Attachments L5) to each of the Government or Commercial Points of Contact. Existing CPARS or previously completed PPQs will be accepted in lieu of Past Performance Questionnaire (L5) forms.

Your completed questionnaire will become a part of the official source selection records.
Response: The questionnaires shall be with your proposal if the previous project owner returns them to your firm. The previous project owner may submit them directly to the POC’s listed if desired.
139. Please confirm if the contractor is required to provide a job site trailer or temporary field office for the duration of the project. Additionally, please confirm whether this trailer must be located within the secured area, or if location flexibility (e.g., on adjacent paved or fenced lots) will be permitted with Contracting Officer approval.
