About this file

This is a Request for Information (RFI) document with government responses addressing clarifications on an Outdoor Recreation (ODR) Countertops & Cabinets project. The PPSV (Pre-Proposal Site Visit) is scheduled for 01 September 2026 at 10:00 AM, with SSgt Jared Haulman (460 CONS Contracting Specialist) as the contracting officer.

The project scope includes demolition and replacement of countertops and cabinetry for an outdoor recreation rental equipment area. Key specifications clarified include: back-wall cabinetry totaling 16 feet (192 inches) divided into three tiers—30-inch base with lockable cabinets/lateral files, 24-inch middle tier with whiteboard surface, and 24-inch top tier with open shelving; countertop depth of 29 inches; and optional inclusion of two Wintersteiger Adjustment Desk 75 Classic ski desks (dimensions 29.5" Deep x 46.1" Long x 28.3" High). The contractor shall design reception caps and provide base cabinetry with lockable doors, interior half-shelves, and open storage, with all base cabinets resting directly on concrete floor with standard toe kick and cove base. Countertops feature finished edges with no waterfall profiles to control costs. The contractor must install four Cat6 internet data drops routed from floor or wall, install electrical conduits and 20 AMP power outlets for existing POS equipment, and demolish existing cabinetry with responsibility limited to repairing direct damage to flooring caused by construction operations. Material storage is authorized on-site within Building 1022, a roll-off dumpster is designated at the south end of the parking lot, and the primary construction entrance is the main customer entrance with coordination available for customer traffic management. The contractor is not responsible for providing temporary countertops during construction, and the site visit sign-in sheet will not be released to prospective offerors per standard procurement policy.

PROJECT DESCRIPTION SUBMITTED BY:

Request for Information Govt Response Status

Back wall length. The SOW describes the three-tier back wall as 72 inches — 72" of base cabinets, 72" of whiteboard, 72" of open shelving. But the rendering shows a much longer run with several upper cabinet banks, open shelving, a full whiteboard band and lateral files, and both the SOW and the specification carry dimension notes reading "125 Inches" and "275 Inches" that don't tie to anything in the text. 275 inches is nearly 23 feet. Which governs for pricing?

The total length of the back-wall cabinetry shall be 16 feet (192 inches). The overall structure is divided into three tiers of the following heights: Tier 1 (Base) shall be thirty inches (30") High and consist of lockable cabinets/lateral files; Tier 2 (Middle) shall be twenty-four inches (24") High and consist of a whiteboard surface; and Tier 3 (Top) shall be twenty-four inches (24") High and consist of open storage cabinets/shelves.

Counter depth. The SOW says the counter is 29 inches deep.

The specification says the countertop surface will be 3 feet wide. Which is correct? On a one-piece seamless acrylic top, seven inches across the whole run is a significant material

The correct and governing measurement for the countertop depth (width of the work surface) is twenty-nine inches (29").

Ski desks. The SOW heading reads "Government-Furnished Equipment Installation," and the sentence under it says the contractor shall source and install two ski desks. Are we furnishing them or installing Government-furnished units? If we furnish, is there a make and model you want matched?

We would like to have 2 ski desk included if possible. This isn't a must. If we need to source them out ourselves afterwards we will.

The make and model we were looking at was "Wintersteiger Desk 75"

Sinks. The plumbing paragraph is conditional, "for any sinks within the counter." Is there a sink in the new counter, and if so how many and where?

There are no sinks, faucets, or plumbing requirements under this scope of work. All plumbing-related text in the original SOW has been deleted

Flooring. The specification says no new flooring is planned, but both documents make us responsible for repairing flooring damaged by demolition and list disposal of existing flooring as an inclusion. Are we patching the floor where the old casework sat, or replacing flooring in the work area?

The Contractor is not responsible for patching or replacing flooring within the footprint uncovered by the demolition of the old counter. The Contractor is only responsible for repairing dings, tears, scratches, or other physical damage to the existing flooring caused directly by their demolition or construction operations.

Labor classification. Wage determination CO20260016 lists only one carpenter classification, limited to acoustical ceiling installation and drywall hanging. There's no classification covering casework or finish carpentry. Does the Government intend for this work to be performed under Millwright, or should we submit an SF-1444 request for an additional classification? We'll price and perform to whichever is correct, but a quote built on a rate that isn't on the determination

If the wage determination description does not "fit" the description of the work being perfomed your are not obligate to pay that wage rate. Adversly if the contractor is performing the work that is stated in the wage determination the Government obligates you to pay the wage determined in the document.

Is the contractor authorized to store materials onsite? If so, Where?

Yes, the Contractor is authorized to store construction materials on-site inside Building 1022, provided that the materials do not obstruct daily ODR operations, do not create fire or safety hazards, and are kept in a clean, dry, secure area.

Will a roll off dumpster be authorized on site? If so, Where? Yes, a roll-off dumpster is authorized on-site. The designated location for the dumpster is at the south end of the parking lot, parallel to the grey trailer.

Will the construction entrance be different from the main/customer entrance?

The primary construction entrance will be the main customer entrance (front door), as it provides the largest opening for materials. If logistics or safety concerns arise, the Contractor and ODR Manager may coordinate to move the construction entrance to the side or rear doors of Building 1022.

If the main entrance is to be used for construction, is the contractor to barricade/divide the entrance for construction personnel and customers?

To ensure customer safety, the ODR Manager and Contractor may coordinate to temporarily redirect customer traffic to an alternate entrance or utilize barriers when moving large materials. The Contractor is authorized to temporarily block or divide the main entrance as needed for logistics, subject to prior coordination with the ODR Manager.

Will the rental equipment area require temporary countertops to be available for the duration of the project? If so, may the existing rental Ski Desks be used for this purpose?

No. Outdoor Recreation is prepared to relocate its daily POS systems and customer-facing operations to another area within the facility. The Contractor is not required to provide temporary countertops or work surfaces during the construction

Are the current Ski Desk (Base cabinets with the carpeted countertops) the desired design for the new Ski Desk? Is this a like for like or are there other dimension or design criteria desired for the new Ski Desks?

The existing ski desks and their carpeted countertops will be demolished and removed. The preferred dimensions for the two

(2) optional new ski desks are 29.5" Deep x 46.1" Long x 28.3" High. The specified model is the 'Wintersteiger Adjustment Desk 75 Classic' (or approved equal)

Are there examples or designs for the desired Reception Caps? Is the contractor responsible for supplying concepts?

There are no pre-existing designs or examples. The Contractor shall be responsible for supplying the design concepts and shop drawings for the reception caps for ODR Manager approval.

Other than the Reception Caps, are there any base cabinets desired in the Front Counter Design?

Yes. The Contractor shall provide base cabinetry featuring lockable doors, interior half-shelves in designated sections, and open shelves along the bottom for inventory storage.

Will the POS (Point Of Sales) be new equipment or existing? The POS equipment is existing and web-based. ODR will continue to use its existing computer and card reader hardware.

The POS system will remain operational in a temporary location during construction

Will the Contractor be responsible for the POS being fully functioning?

No. The Contractor is only responsible for installing fully functional electrical conduits, power outlets, and Cat6 data drops to the designated POS locations on the counter. ODR staff will handle the setup and functionality of the computer hardware and software.

Will new data drops for the new POS locations be a Contractor requirement?

Yes. The Contractor is required to install new Cat6 internet data drops so the Point of Sale (POS) computers can connect to the network at their designated counter locations. Based on the counter design and the number of active computers, a total of four (4) data drops are required. These drops must be routed from the floor or the wall (not suspended from the ceiling) and must replicate the facility's existing configuration of ethernet ports per face plate.

General Specific Site Information line 4) states “contractor is responsible for all flooring repairs due to demo of existing”. In line 8) it is stated that “no new flooring is planned, and countertops will be placed in previous front counter locations”. The new layout does not have the same footprint as the old. Please confirm how it will be determined what flooring the contractor will be responsible for.

The Contractor is solely responsible for repairing dings, dents, scratches, or other physical damage to the existing floor caused directly by their operations while working on site. The Contractor is not responsible for removing, replacing, or patching any existing flooring within the footprint uncovered by the demolition of the old front counter.

Please confirm where seamless countertops are to “waterfall” or be “Half round”.

To control project costs, no waterfall profiles will be used on any portion of the countertop. All exposed countertop edges, including the vertical transitions between the raised reception caps and the base counter heights, shall feature a finished, Is it desired for the base cabinets to be on built with feet, allowing for the bottom of the cabinet to be off the ground as seen in the concept drawing? Or is it desired that the cabinets rest on the concrete floor requiring toe kick and cove base?

All base cabinets must rest directly on the concrete floor and feature a standard toe kick and cove base matching the facility's existing counter. Building cabinets on feet is prohibited.

Is the floor mounted Electrical Junction Box identified for the project a dedicated line to the POS area? Or, are there other outlets that use that same circuit other than the POS area?

Yes, the existing floor-mounted Junction Box is dedicated to the POS area. The Contractor shall run the new dedicated 20 AMP circuit from this Junction Box and install matching internet data face plates as currently configured.

Is the Circuit identified for the project 15AMP or 20AMP The circuit identified for the project is 20 AMP, 120-Volt.

Other than locking base cabinets, are there any other types of hardware required for the project? For example, pull knobs, door handles, or soft close hinges.

No specialized hardware (such as pull knobs, door handles, or soft-close hinges) is required beyond standard cylinder locks for the base cabinets. All cabinetry drawers and doors where specified in Section 4.2 and 4.3 shall be key-lockable.

Please provide the site visit sign-in sheet In accordance with standard procurement policy, the site visit sign-in sheet will not be released to prospective offerors.
