About this file
This is a Questions and Answers (Q&A) document from a pre-award site visit for the ODR Countertop and Cabinets Replacement project at Buckley Space Force Base, conducted on 01 September 2026. The document consolidates 24 clarification questions submitted by prospective offerors and government responses addressing specification ambiguities and project requirements.
Key project specifications clarified include: back wall dimensions totaling 16 feet (192 inches) with three 24-inch tiers of locked cabinets/lateral files, whiteboard, and open shelving; countertop width of 29 inches (not 3 feet as initially stated); two Wintersteiger Adjustment Desk 75 ski desks to be sourced and installed; no sinks in the new counter; flooring repairs limited to contractor-caused damage only; and seamless acrylic countertops with half-round edges at the back wall and waterfall edges at POS stations. The contractor must install 4 data drops for POS computers, provide 20 AMP electrical service to a dedicated junction box, supply reception cap design concepts, and include half shelves in front counter base cabinets with an open space for a safe. Site logistics addressed include material storage authorization if kept clear of operations, roll-off dumpster placement at the south parking lot, shared construction and customer entrance usage (with potential for alternate entrances if needed), and ongoing Point of Sale system operations during construction. Labor classification guidance clarifies that if wage determination CO20260016 does not fit the work description, contractors are not obligated to apply that rate; conversely, if work matches the determination, the government requires payment per that determination.

Pre-Award
| PPSV DATE: | PROJECT DESCRIPTION | SUBMITTED BY: |
| 01 September 2026 at 10:00AM | ODR Countertops & Cabinets | SSgt Jared Haulman, 460 CONS Contracting Specialist |
| RFI # | Request for Information | Govt Response | Status |
| 1 | Back wall length. The SOW describes the three-tier back wall as 72 inches — 72" of base cabinets, 72" of whiteboard, 72" of open shelving. But the rendering shows a much longer run with several upper cabinet banks, open shelving, a full whiteboard band and lateral files, and both the SOW and the specification carry dimension notes reading "125 Inches" and "275 Inches" that don't tie to anything in the text. 275 inches is nearly 23 feet. Which governs for pricing? | Back wall cabinets: the length should be 16 ft (192inches) total. |
Height would be:
1st teir 24 inches locked cabniets/lateral files 2nd teir 24 inches whiteboard 3rd teir 24 iches of cabniets/shelfes.
| 2 | Counter depth. The SOW says the counter is 29 inches deep. The specification says the countertop surface will be 3 feet wide. Which is correct? On a one-piece seamless acrylic top, seven inches across the whole run is a significant material difference. | The current counter we have is 30inchs wide. We would like the space to be similar. 29 inches is correct measurement for countertop width. |
| 3 | Ski desks. The SOW heading reads "Government-Furnished Equipment Installation," and the sentence under it says the contractor shall source and install two ski desks. Are we furnishing them or installing Government-furnished units? If we furnish, is there a make and model you want matched? | We would like to have 2 ski desk included if possible. This isn't a must. If we need to source them out ourselves afterwards we will. |
The make and model we were looking at was "Wintersteiger Desk 75"
| 4 | Sinks. The plumbing paragraph is conditional, "for any sinks within the counter." Is there a sink in the new counter, and if so how many and where? | There will be NO sinks with the new counter. | |
| 5 | Flooring. The specification says no new flooring is planned, but both documents make us responsible for repairing flooring damaged by demolition and list disposal of existing flooring as an inclusion. Are we patching the floor where the old casework sat, or replacing flooring in the work area? | If the contractor damages the floor in the work area they would be respobisble to fix the damages. I can imagine that the floor where the current counter is sitting DOSEN'T have carpet but the conctractor wouldn't be respobable for filling that in with new carpet. Outdoor Recreation find the same carpet as rest of facility. | |
| 6 | Labor classification. Wage determination CO20260016 lists only one carpenter classification, limited to acoustical ceiling installation and drywall hanging. There's no classification covering casework or finish carpentry. Does the Government intend for this work to be performed under Millwright, or should we submit an SF-1444 request for an additional classification? We'll price and perform to whichever is correct, but a quote built on a rate that isn't on the determination wouldn't be comparable to ours. | If the wage determination description does not "fit" the description of the work being perfomed your are not obligate to pay that wage rate. Adversly if the contractor is performing the work that is stated in the wage determination the Government obligates you to pay the wage determined in the document. | |
| 7 | Is the contractor authorized to store materials onsite? If so, Where? | What type of material? If the materials are kept out of the way of daily operations and aren't a safety or fire hazorad, then YES. | |
| 8 | Will a roll off dumpster be authorized on site? If so, Where? | A roll off dumpster is authorized on site, placement would be at the south end of the parking lot parallel to the grey trailer. | |
| 9 | Will the construction entrance be different from the main/customer entrance? | Contruction entrance will the same as main/customer entrance. If this becomes an issuse, we can move the construction entrance from the back or side door. The front door is the biggiest opening. | |
| 10 | If the main entrance is to be used for construction, is the contractor to barricade/divide the entrance for construction personnel and customers? | Based off the concern and logistics I think the best would be to use an alternate entrance for the constructio or alternate for customers. If we need to block the entrance to move big material in to work area we can. | |
| 11 | Will the rental equipment area require temporary countertops to be available for the duration of the project? If so, may the existing rental Ski Desks be used for this purpose? | We are perpared to move our daily Point of Sale system and operations to a different area. Taking the old counter ro replace with no will not affect this. | |
| 12 | Are the current Ski Desk (Base cabinets with the carpeted countertops) the desired design for the new Ski Desk? Is this a like for like or are there other dimension or design criteria desired for the new Ski Desks? | The current carpeted countertops are part of the removal/demo with the old countertop. |
The dimensions for the ski desk would be (29.5 x 46.1 x 28.3) The ones we were looking at were "wintersteiger Adjustment Desk 75" Classic.
| 13 | Are there examples or designs for the desired Reception Caps? Is the contractor responsible for supplying concepts? | The contractor would be responsible for supplying the concept. |
| 14 | Other than the Reception Caps, are there any base cabinets desired in the Front Counter Design? | We would like to half shelves in some parts of the Front Count Desgin and we would need to have an open space to put our safe. |
| 15 | Will the POS (Point Of Sales) be new equipment or existing? | The POS (Point of Sale) is currently web based. So it will be running the entire time the construction is going on. The equipment will remain the equipment we currently have. |
| 16 | Will the Contractor be responsible for the POS being fully functioning? | The contractor will be responable for making sure there is running functional conduit and electrical ports to where we want the POS to be plugged into. The POS is web based so as long as the computers have power where we want them to be at the counter the POS will be operational. |
| 17 | Will new data drops for the new POS locations be a Contractor requirement? | New data drops would need to be istalled so that we couldn’t plus in our computers to the internest where we want our POS to be located. I would say 4 based off of desgin that was sent forward and how many computers we will be operating. They aren't coming down from the ceiling, they would be coming from the floor or wall. Replicate what we currently have for eithenet ports per face plates. |
| 18 | General Specific Site Information line 4) states “contractor is responsible for all flooring repairs due to demo of existing”. In line 8) it is stated that “no new flooring is planned, and countertops will be placed in previous front counter locations”. The new layout does not have the same footprint as the old. Please confirm how it will be determined what flooring the contractor will be responsible for. | If the contractor damanges, dints, or tears up the existing floor while working on site, they would be responsible for those damanges. We aren't expecting the contractor remove or replace any flooring no matter what condition is currently under the existing counter. |
| 19 | Please confirm where seamless countertops are to “waterfall” or be “Half round”. | I think it would be half rounded but waterfall where the two reception POS would be. In the desgin it would be the two white higher portions of the counter. |
| 20 | Is it desired for the base cabinets to be on built with feet, allowing for the bottom of the cabinet to be off the ground as seen in the concept drawing? Or is it desired that the cabinets rest on the concrete floor requiring toe kick and cove base? | Cabinets rest on the concrete floor requiring to kick and cover base like the current front counter has. |
| 21 | Is the floor mounted Electrical Junction Box identified for the project a dedicated line to the POS area? Or, are there other outlets that use that same circuit other than the POS area? | Ports may be configured after established. But the Electrical Junction box identified for the POS. Replicate what we currently have for eithenet ports per face plates. |
| 22 | Is the Circuit identified for the project 15AMP or 20AMP | 20 AMP |
| 23 | Other than locking base cabinets, are there any other types of hardware required for the project? For example, pull knobs, door handles, or soft close hinges. | Nope. It should just be the locked cabinet and shelves with the white board on the back wall between the two sets of cabinets. We would like to have some shelves along the bottom of the Front Counter to store items too. |
| 24 | Please provide the site visit sign-in sheet | Due to confidentiality the site visit sign in sheet will not be made available to offerors. |
