Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No Award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals.
In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
1. This is a competitive combined synopsis / solicitation conducted in accordance with (IAW)
Buckley SFB Non-Appropriated Fund (NAF) procurement rules, the Revolutionary FAR Overhaul (RFO) as supplemented, and standard commercial NAF procurement principles.
2. You are hereby requested to submit a proposal for the above subject-referenced project which will follow the proposal process as outlined in this RFP.
3. To ensure timely and equitable evaluation of proposals, Offerors must follow the instructions and meet solicitation requirements, including terms and conditions, and representations and certifications. This document provides general guidance for preparing proposals as well as specific instructions on the format and content of proposal submission. The Offeror’s proposal must be submitted IAW these instructions. Any Offeror who submits an incomplete proposal or does not conform to the instructions may be considered non-compliant and may not be evaluated.
4. Interchanges: The Government intends to, and reserves the right to, make award based upon initial proposal submissions without conducting interchanges. Interchanges are the fluid exchange of information between the Contracting Officer and Offerors during the procurement process. Interchanges may address any aspect of the proposal: technical, cost/price, past performance, contract documentation, and/or any matter in the evaluation process. Therefore, each offer should contain the Offeror’s best terms. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Offeror responses to Interchange Notices (INs) will be considered in making the final selection decision. Interchanges may be conducted with one, some, all or no Offerors as the Government is not required to conduct interchanges with any or all Offerors responding to this RFP.
5. Amendment(s) to the RFP: The Government reserves the right to amend the RFP documents at any time. It is the Offeror’s responsibility to comply with any/all amendments. If this RFP is amended, all terms and conditions not revised will remain unchanged. Each Offeror shall acknowledge receipt of any amendments in conjunction with the Offeror’s proposal.
6. Wage Determination: The Wage Determination for use on this project shall be the latest applicable rate retrieved from SAM.gov in accordance with the Davis-Bacon Act.
7. The proposal shall include the following:
a. Cover Page:
The cover page shall include the Offeror’s name, CAGE code, UEI, and project title.
The contractor shall explicitly state if there are or are not any exceptions taken to the Statement of Work (SOW). If no exceptions are taken to the SOW, all work is expected to be completed IAW the SOW. The Government’s anticipated period of performance is 60 calendar days. Contractors shall propose a period of performance Not to Exceed 60 days from Notice to Proceed (NTP).
b. Volume I: Technical
The contractor shall provide the following technical factors in their proposals via narrative format. The technical volume shall address any concerns or alternatives to the Government’s solution. Simply restating the SOW, Appendices, or Attachments may result in a technically unacceptable rating.
Technical Factor (Contractors may use this as a checklist) Factor 1) Demolition, Disposal & Worksite Prep: Provide a plan for demolishing and disposing of the existing counters and back-wall cabinetry in accordance with SOW Section 4.1. The narrative must describe worksite protection methods and outline the approach to patching, repairing, and painting wall, ceiling, or flooring damage caused by construction.
Factor 2) Front Counter Design & Materials: The contractor shall detail their technical approach to fabricating and installing the L-shaped front counter and reception caps in accordance with SOW Section 4.2. The narrative must confirm compliance with the countertop material and edge profile specifications in accordance with SOW Sections
4.2.1.7 and 4.2.1.8. Additionally, the contractor shall outline their plan to run the electrical circuit and install the internet data drops in accordance with SOW Section 4.5.
Factor 3) Back-Wall Storage System:
The contractor shall detail their technical approach to fabricating and installing the back-wall storage system, including the locking base cabinet, whiteboard, and open shelving layers, in accordance with SOW Section 4.3. The proposal must describe the hardware configurations and explain the methodology for anchoring the casework to the wall studs in accordance with SOW Sections 4.3.1.4 and 4.3.1.5.
c. Volume II: Pricing
The pricing volume must include the total cost. The Contractor shall provide a cost proposal on a complete installed basis, including profit, overhead, and shipping broken down as appropriate. The pricing volume should include:
o All material and equipment types, units, and quantities.
o All labor categories and labor hours.
CLIN: Description: Quantity: Total Price:
0001 Demolition, Disposal, & Wall/Floor Prep 1 Job $ 0002 Front-Counter Procurement & Installation 1 Job $ 0003 Back-Wall Storage System Procurement & Installation 1 Job $ Total: $
8. Compliant Proposals: In order for a proposal to be considered compliant, the proposal must meet all requirements in section 7 of this RFP.
9. Method of Evaluation: This project will be awarded to the Lowest Price Technically Acceptable (LPTA) proposal. Contractors must conform to all instructions of this document in order for a proposal to be considered compliant. Interchanges may be conducted in order to allow proposals to become compliant. The Government reserves the right to only evaluate compliant proposals.
• First, the Government will arrange the proposals by price (from lowest to highest total price). The total price is determined IAW the project total. The Government will then evaluate the lowest price to determine if it is compliant with the RFP requirements. If the lowest price is determined compliant, the Government will evaluate it for Technical Acceptability in accordance with the RFP.
• If the lowest priced proposal is not rated technically acceptable, the Government reserves the right to conduct Interchanges. If the lowest price is ultimately rated technically unacceptable, the next lowest priced proposal will be evaluated, and the process will continue (in order of price) until an Offeror is rated technically acceptable. If the lowest priced compliant proposal is found technically acceptable, evaluation stops, and that Offeror’s proposal will be evaluated to determine if it is fair and reasonable.
