(i) Factor I – International Agreement Priority.

A. The Danish Participation in U.S. Defense Project in Greenland Agreement, 29 Aug 62, and the Embassy of the United State of America, Copenhagen, Diplomatic Note No. 053, 16 Jul 08 between the Kingdom of Denmark and the United States, this project shall solicit from Danish (to include Greenlandic) sources to the maximum extent feasible. Offerors shall confirm in their quote their active CVR number or that they do not have an active CVR number to be considered responsive. The confirmation shall direct which of the two (2) categories the Offeror falls under:

1. Cat I. Companies with an active Danish CVR number.

2. Cat II. All other companies.

(ii) Factor II – Price. Offerors shall provide a quote that delivers pricing for all items specified in the above CLIN schedule and the minimum content directed in the Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items to be considered responsive.

Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

A. Factor I – International Agreement Priority. Initially Offerors shall be segregated into their international agreement priority category. Companies with an active CVR shall full under Cat I and be evaluated based on all other evaluation factors in this solicitation. If no Cat I Offeror is eligible for award the USG shall then evaluate Cat II Offerors consistent with all other evaluation factors in this solicitation.

(ii) Quotes shall be evaluated based on lowest price technically acceptable.

A. Factor II – Price. Prices will be determined to be fair and reasonable by adequate price competition among offers or any basis in FAR 13.106-2(a)(2).

(Iii) Next the USG’s technical evaluation team shall evaluate the technical information submitted by the lowest price ranked offeror.

A. Factor III – Technical. The USG shall use the technical capabilities literature and technical capabilities matrix provided by the Offeror to determine if the Offeror can furnish all items that meet the salient characteristics listed in the SOW. Offerors shall be rated on an Acceptable/Unacceptable basis:

(iv) If the lowest price evaluated offeror is judged to be “acceptable” on all technical factors and requirements in the SOW, and the offeror is determined to be responsible, that offer will be deemed most advantageous to the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration to any other offer if the offerors quote is determined to be fair and reasonable.
