About this file
This document is a Questions & Answers file for a water lines project (SXHT 09-1000) at a federal facility. Key details include a project period of 250 calendar days, involving water line installation, utility crossings, and potential contaminated area work. The project requires specific technical considerations such as gate valve installations, pipe connections, and dewatering procedures. Contractors must obtain airfield training and a drivers license, coordinate with airfield operations, and comply with FDEP drinking water requirements.
Significant technical clarifications were provided, including: resolving discrepancies between plan views and keynotes, addressing utility line crossings, determining pipe sizing and connections, and managing existing pipelines. The government will provide radios, permits (FDOT and FDEP), and training at no cost. Contractors must submit work plans for government approval, particularly for utility line interactions, and ensure proper handling of existing infrastructure, including potential abandoned pipelines in contaminated areas.

SXHT 09-1000 Water Lines Questions & Answers
1. Question: There are several instances where the keynote designation does not match what is shown on the plans. For instance, keynote #33 corresponds to an area on C-109. The keynote states that there should be 2 each – 2” Gate Valves, but the plan view for this area shows 3 each. In instances like this, should the plan view or the keynotes take precedent?
A: In this instance only, the plan view will take precedent.
2. Question: There are several plan pages that have keynote numbers called out on them that do not appear within the keynote’s sections on C-100A and C-100B. For instance, on C-111, flag #16 is shown as applying to two areas, but there is no flag #16 on C-100A or C-100 B.
On sheet C-112 both flag 16 and 19 are called out, but there is no corresponding flag note on C-100A or C-100B.
Under Demolition and Restoration Keynotes there are numbers 1 through 12 – which the contractor assumes are flags 1 through 12 – but the numbers then skip to 20 in the Construction Keynotes.
A: Key notes 13 through 19 at not used. They were originally the FDEP keynotes that were converted to letters for the FDEP sheets. Flag note 16 was to FDEP note to provide separation between potable water and sewer now addressed with Flag Note N.
3. Question: It was discussed there are known contaminated areas on site. If we need to dewater in those areas, will it be permissible to surface discharge and leave the water in the area it was removed via infiltration?
See Also Sheet C-100 B, Dewatering Notes, 2 b.
A: If dewatering is needed the discharge should be kept in the general area to limit the spread the contamination. An approved dewatering plan will be required.
4. Question: It was brought up that airfield training may be required, and we may need to coordinate with airfield operations, will radios be provided by the owner for our use? What type of training is it, is a class for the whole crew or just the supervisor?
A: Radios will be provided by Airfield Management. Driving on the airfield will require an “airfield drivers license” issued by the government after completing training. The training is provided at no cost to the contractor.
5. Question: Has a geotechnical Survey been completed?
A: No, we have some Geotech info from other projects near some of the areas but nothing specific for this project.
6. Specs/Drawings Paragraph/Page: 01 45 00, Page 9 Question: Question: Specification starts with “The individual must have at least 5 years experience as a QC Manager.” Next paragraph states “The QC manager must possess a minimum of 5 years construction experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager.” Is it the Contractor’s understanding that the Quality Control Manager (QCM) requires 5 years experience in QC Management and an additional 5 years in one of the following: Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager?
A: Correct
7. Question: Can the Superintendent serve in either the QC Manger or SSHO role as a dual hat?
A: The Superintendent and the QC Manager should remain separated. The Super or the QC can also act as the SSHO.
8. Question: The Government stated “A Contractor Employee that is responsible for overseeing and ensuring implementation of the prime Contractor's Safety and Occupational Health (SOH) program according to the Contract, EM 385-1-1, applicable federal, state, and local requirements”. Is it the Contractors understanding that that the SSHO cannot dual hat as the Superintendent or the QC Manager.
A: See answer to question #8.
9. Question: Document states that the Period of performance is 225 calendar days.
Would the Government consider adjusting to 365 days because the original timeframe would not be sufficient to complete without impacting the cost due to overtime and/or additional superintendence.
A: The period of performance has been extended to 250 calendar days.
10. Question: The 12” C-900 PVC piping running North to South and East to West appear to be in the area of the new Commercial Vehicle entrance project site. In addition, there is a natural gas line in this area that may not be as shown on the drawing.
Would the Government provide additional information showing the new entrance construction in order for Contractors to demonstrate any conflicts and reclamation that will be required in this area?
A: The existing entrance will not change but will be milled and overlayed. All changes will be inside the fence. Plans can be provided.
11. Specs/Drawings Paragraph/Page: On plan sheets C-111 and C-112, the proposed water line crossings are shown as open cut installations where they cross the perimeter wall. Would the Government please confirm whether these crossings are required to be installed by directional drilling or if open cut is acceptable as currently shown on the drawings.
A: An open cut is acceptable. The stability of the wall must be maintained.
12. Question: Would the Government please provide a complete existing water line map for the project area? This information will assist with planning and scheduling efforts to help prevent unintended shutdowns or service interruptions to existing infrastructure.
A: The existing waterlines are shown on the drawings.
13. Question: Would the Government please provide existing site plans showing pipe types and materials would also be beneficial to help coordinate tie-in methods and any required abatement. Additionally, would the Government confirm whether all existing water lines are transite pipe.
A: The exact type of pipe is not known for all locations. There will likely be some pipes that are transite.
14. Question: Would the Government provide any information for any new infrastructure projects currently under construction or forthcoming that may directly impact this project? If so, please provide information on any new or planned infrastructure projects within the project limits or in directly connected systems that could impact the work. Please include scope, schedule, and points of potential conflict where available.
A: There is another waterline project planned for the north end of the base. There will be a connection point near Jupiter St as shown on the project drawings. We can provide the applicable pages. The schedule of any project will depend on funding.
The other project is not funded at this time.
15. Was specification 02 82 00, Asbestos Remediation intentionally excluded from the specifications? If not, can this specification be added to the documents?
A: Asbestos is address in Spec sections 01-35-26, and 01-57-19.
16. Question: Is it the government’s intent that the commissioning be by an independent commissioning agent or can this be performed by the Contractors staff? It appears there is either a missing Sheet and/or Construction Keynotes/Flag Notes. There is a typical note at the bottom of Sheets C-101 & C-102 that states “See Sheet C-100 for Construction Flag Notes”. However, there is no Sheet C-100. Additionally, the Construction Keynotes on Sheet C-100A begin with #20 and run through #61 on Sheet C-100B. Sheet C-110 has Flag Notes #1, 3, 5, 7, 9, etc., but there is no corresponding Keynote/Flag Note with a description of the work to be performed at those locations. Please provide the missing Construction Keynotes/Flag Notes / Flags A: See the answer to question 3. Sheet C-110 notes 1-12 refer to the demolition notes.
17. Question: Can the Government confirm if there are any weight limit/ axel restrictions for oncoming vehicles i.e. dump trucks, flat beds, etc.
A: No weight limitations other than those required by state/federal regulation for operation on public roads.
