About this file
This Statement of Work (SOW) REV2 details a water infrastructure replacement project for the SLD 45 Civil Engineer Squadron at Patrick Space Force Base in Florida. The project involves removing and replacing multiple water mains across various diameters, including approximately 9,438 LF of 16" diameter, 13,527 LF of 12" diameter, and smaller segments ranging from 2" to 10" diameter. The new installation will include approximately 16,638 LF of 12" diameter mains and additional lengths of smaller diameter pipes, with existing mains to be abandoned in place.
The project requires comprehensive infrastructure work including dewatering (with special considerations for PFAS-impacted groundwater), trenching, pavement restoration, directional boring, valve installations, backflow preventers, water meters, and a water truck fill station. Additional requirements include brush clearing, Maintenance of Traffic plans, FDOT MOT permitting, and disinfection processes per FDEP permit. The performance period is set at 250 calendar days, with the work to be executed in the middle and south parts of Patrick Space Force Base under project code SXHT 09-1000.

Date: 08 August, 2025
Location: Middle & South Part of Patrick Space Force Base
2. STATEMENT OF WORK
The work to be performed under this project consists of providing all labor, equipment, & materials needed to remove potable water mains from service as follows: approximately 9,438 LF of 16" diameter, approx. 13,527 LF of 12” diameter, 669 LF of 10” diameter, 1,511 LF of 8” diameter, 941 LF of 6” diameter, 908 LF of 4” diameter, 2,708 LF of 2” or less diameter water mains. Provide all labor, equipment, & materials needed to install & place in service potable water mains as follows: approximately 16,638 LF of 12” diameter, 4,139 LF of 8” diameter, 967 LF of 6” diameter, 400 LF of 4” diameter, & 2,429 LF of 2" diameter or less new water mains. Existing mains to be replaced will be abandoned in place. Water main replacement may require dewatering and the ground water in some areas is impacted with PFAS chemicals. Dewatering plan(s) must be submitted prior ot commencement of dewatering acitivites to show the dewatering rate and infiltration area for pumped droundwater. Trenching through pavement with restoration and direction boring will be required to install some of the new mains. Main installation will include temporary insertion valves, permanent isolation valves, back flow preventer assemblies, water meters, a water truck fill station, sanitary sewer main replacement (4" @ 200 ln. ft), brush clearing, Maintenance of Traffic plans/ execution, FDOT MOT permit as necessary, jumper/disinfection processes as required by FDEP permit, & other associated water main components necessary for a complete and usable potable water transmission system in accordance with Project Drawings and Specifications.
