QUESTION AND ANSWER FORM
Project Number: KSCC 18-1525 Project Description: Construct Vehicle Barriers
Question 1: Are the bollards and cables required to be crash rated? Or just the bollards
Answer: Design detail “Passive Cable Fence Barrier System Detail”, S-501, requires the stated crash rating, for the whole assembly. Design detail “Cable Fence Barrier Detail”, S-503, requires the stated crash rating, for the whole assembly. No other design details require crash rating.
Question 2: General Note 1 on Sheet S-101 states that the “Basis of Design for the Bollards: Bollard” and Flag Note 2 on Sheet S-101 calls for the “Final Shop Drawings of the Bollard System shall be provided by the Manufacturer”. Additionally, the boxed note on Sheet S-501 states the “Detail is notional only. Actual foundation and barrier configuration (including rebar sizes and spacing) will depend on actual selected manufacturer’s tested assembly requirements and field conditions. Contractor shall ensure the complete installed assembly meets the ASTM F2656, M50/P2”. We could not find any manufacturer that provides an engineered system similar to the hinged recessed bollard barrier system shown in Detail 1 on Sheet S-501 that is to be installed across the roadways. What manufacturer was used as the basis of design? Or is it the intent for this Bollard Barrier System to be custom fabricated? Please advise.
Answer: The basis of design was the “Ottobollard”, however, this is not a brand name or sole source requirement.
Question 3: The manufactuer of the barrers cannot be located on GSA or DoD/USACE anti-ram barriers manufacturer lists. Will the Government provide a list of manufacturers that can provide the manual tilt up barriers?
Answer: The government does not have any additional information.
Question 4: Provided drawings of manual tilt up barriers are incomplete. Will the Government provide missing information? For example, deminsions of the base pit sides, deminsions of steel locking plate, bearing support deminsons for pivot pin, etc?
Answer: The government does not have any additional information.
Question 5: Provided drawings of manual tilt up barriers are incomplete. Will the Government provide missing information on how the surface plate is attached to the bollard and how the surface plate interacts with the locking plate in the down position?
Answer: The government does not have any additional information.
Question 6 : Will the Government provide technical specifications for manual tilt up bollard drainage requirements?
Answer: The government does not have any additional information.
Project Description: Construct Vehicle Barriers
Question 7: Specification Section 01 11 00.00 30-1.6 “Work Scheduling” states the “Contractor shall allow for non-access days where construction activity is prohibited due to hazardous operations or launch activity”. How many “non-access” days should the Contractor reasonable expect during the project? Please advise.
Answer: The period of performance will be increased to 210 calendar days after Notice to Proceed to account for additional non-access days.
Question 8: Will the Government clarify if vehicle access restrictions for contractor vehicles to the construction site?
Answer: Contactor will have full access to work sites, outside of nonaccess days. Due to limited available space, physical constraints on access will need to be identified once means and methods are determined.
Question 9: Will the Government provide the site trailer, portojohn, and laydown distance to the project site?
Answer: Government will identify laydown area as necessary. Government will not provide trailer or portajohn.
Question 10: Will the Government provide the requirements for security fencing for laydown area?
Answer: Laydown area will not require security fencing.
Question 11: Will the Government provide a drawing of any known utilities or undergournd obstructions within the project limits of each gate?
Answer: Project (contract) requires contractor to request approval of AF Form 103 dig permit, that process concludes with a request for locates of all utilities. Upon request, government will accomplish locates.
Question 12: Will the Government provide thickness/type of asphalt pavement and road base within the project limits of each gate?
Answer: Available information is provided within design drawing.
Barriers
Question 13: Will the Government provide an geotechnical data or reports for the soil in in the vacinity of the project sites?
Answer: No.
Question 14: The specifications for 13 printed sets of each set of shop drawings. Will the Government accept a digital copy with reduced number of printed drawings?
Answer: Yes.
Question 15: Will the Government confirm the soil within the project sites are not contaminated or provide a report of all known contaminates?
Answer: No soils within project site are known to be contaminated.
Question 16: Will the Government accept alternate materials that meet design intent for manually deployed bollards in the travel way and passive cabling in adjacent areas? DoD/USACE and GSA manufactuerers list does not have passive cabling for bollards in road.
Answer: Due to concerns for corrosion, alternate materials for bollard assemblies will not be considered.
Question 17: Will the Government confirm that all RFIs & responses will be amended into the RFP?
Answer: The questions and answers will be posted as an amendment to the IFB posting on SAM.gov.
Question 18: Will the Government provide a copy of the site visit sign in sheet?
Answer: Site visit sheet has already been posted.
Question 19: Do we submit 6 individual pdf attachments, or do we submit one pdf file with all 6- attachments included?
Answer: Contractor discretion.
Question 20: Asking that the government clarify that the site superintendent cannot serve as the SSHO or QCM, but one person can dual hat the SSHO and QCM positions.
Answer: The government finds it acceptable for one person to dual hat the SSHO and QCM positions.
Barriers
Question 21: Prior to moving out to the site, there was some discussion on providing pictures of the site. Is this something your contracting office intends to do?
Answer: Pictures are posted as an attachment to this amendment.
Question 22: is it possible for me to gain access to the site for an alternate site visit?
Answer: No more site visits will be conducted.
Question 23: During the site visit, we stopped by the ASOC to look at an existing cable barrier system that is installed at that facility. Can we assume that the cable barrier system required for this project is identical to that existing system?
Answer: Yes, the design details for the system at ASOC are the same as that used in this project.
Question 24: Specification Section 01 11 00.00 30-1.6 “Work Scheduling” states that “Due to the critical nature of the work location, all work pertaining to this contract shall be completed without disrupting the operation of traffic on the roads”. To meet ASTM 2656 barrier requirements, the bollard system to be installed across the roadways may need to be installed in one continuous concrete pour and access to the entire roadway will be required. Please advise if temporary road closures are permitted provided they are scheduled and approved in advance.
Answer: Short time road closures will have to be implemented, contractor will be requested to identify shortest time frame possible. Variances to installation methods may be required, such as installation of one lane at a time, preserving use of second lane for operational requirements.
Question 25: Item 13d of the SF1442 calls for offers to be held for 155 calendar days. Given the current tariff situation and potential volatility in material pricing, it may be difficult for material suppliers to hold their pricing for that period of time. Could the amount of time that pricing needs to be held be reduced? Please advise.
Answer: Due to funding restraints, the government requests bids be valid through 30 September 2025.
Question 26: Are the bollards required to pivot down or can they be removable with a plate in place to cover the openings?
Answer: The bollard system on S-501 requires bollards to pivot down. They are not removable, but are intended to be stored in pivoted down position when not in use.
