Please clarify if the “>$3/M” referenced in Section M-3.C.1.b. (2) Logistics Management is labor only or can include ODCs, materials and travel?

The Government is requesting the offeror to show that they have performed on a contract at or above $3M in total contract value; that includes logistics.

2 RFP Section M-3.C.1.b. (2)

Please clarify if the “magnitude of effort (> $3M/year)” referenced in Section M-3.C.1.b. (2) Logistics Management for logistics work only or total contract value.

The Government is requesting the offeror to show that they have performed on a contract at or above $3M in total contract value; that includes logistics.

3 RFP Section M-3.C.1.b. (2)

Please clarify if Section M-3.C.1.b. (2) Program Management is seeking only citations from the bidding prime contract to prove they have the relevant program management experience.

The purpose is to ensure the prime and/or subcontractor is relevant in program management.

4 RFP Section M-3.C.1.b. (2)

Please clarify/confirm that: (a) no resumes are required, (b) no key personnel need to be identified, and (c) no rationale on why personnel are considered key are required.

PWS Section 1, Chapter 12, Paragraph 12.2.2 identifies, “that Key Points of Contact will be requested by the CO at the pre-performance conference”. Resumes, identification of key personnel and rationale on why personnel are consider key is not required by the RFP.

5 RFP Section L-5.D.2.a. (2)

Please provide more details as to what is to go in the example monthly Preventive and corrective maintenance schedule required by Section L- 5.D.2.a. (2)

All mission systems must be addressed (i.e. Radar, Milstar) and they do not need to be broken down into major sub-components for scheduling purposes. Using the mission system TO's, create an example monthly preventive and corrective maintenance schedule. TO's will be provided in the Bidder's Library.

6 PWS section 1, pare 4.2.3

Can you give an example of a monthly preventative maintenance schedule? A list was not available.

The government is looking for an example of a monthly preventive maintenance schedule on the prime mission systems (Radar and Milstar) that the contractor will be maintaining. The Government is looking at how the contractor will do the PMI for the Radar and MILSTAR.

7 RFP Section L-5.D.2.a. (1)

Please clarify the duration of the sample personnel schedule required by Section L-5.D.2.a. (1) needs to show.

A one month schedule is acceptable. This will be updated in the RFP.

8 RFP Section L-5.D.2.d. (1)

Please clarify the level of PWS subparagraph that the training asked for in Section L-5.D.2.d. (1) needs to be addressed to show.

Recommend training addressed to the 3rd subparagraph level at a minimum. This will be updated in the RFP.

9 Will the CBA provided? How soon will it be released? Yes, the current CBA will be provided. The Government had planned on releasing the CBA with the RFP but will consider releasing the CBA earlier to benefit offerors.

10 Is 100% of the workforce covered by CBA? Does it include the management aspect?

The work force that is covered by the CBA is high, but the Government does not have insight into how the current contractor operates their management. Each offeror will determine and propose their own manning construct while taking into account the CBA requirements.

11 What specific Union is involved in the CBA? The specific union is the IBEW Local 1426 (International Brotherhood of Electrical Workers).

12 When will the attachments and reference materials be released? All bidders' library information will be released with the final RFP. The plan is to release the RFP and bidders’ library in June. However, we have discussed releasing the CBA sooner. We are still in the process of gathering data to complete the bidders' library. We will also consider releasing information to the Bidder's Library as it becomes available rather than waiting until all the information has been gathered.

13 RFP Section L-5.D.2.e.

Please explain what percentage of cost reduction needs to be shown from year-to-year in the FFP CLINs for a Pass evaluation rating.

The Government is not looking for a certain percentage or dollar value but will evaluate based on any downward pricing each year from the previous year amount and over the life of the contract.

14 RFP Section L-5.D.2.e.

Please clarify what besides just the process “for identifying, assessing, evaluating, and implementing cost efficiency initiatives” is expected to be placed in Volume II Technical in response to Section L-5.D.2.e.

requirements.

The Government is not expecting the offeror to provide any price/cost data in Volume II of their proposal. All price/cost information shall be left to Volume III. The Government will assess the technical and price data independently but will compare volumes when need be.

15 RFP Section L-5.D.2

Please clarify: (a) what is meant by “be validated through the incorporation in the price” and (b) if this means additional reductions in prices already proposed in Schedule B.

The Government is anticipating seeing downward pricing, by any value, over the out years in schedule B. The offeror should provide the method and rationale to achieve downward pricing. The Government will validate that the offeror understands that prices continue to decrease in the out years.

16 PWS section 1, para 5.10

Is PWS 5.10 is part of a FFP CLIN? Cable TV: should it be a reimbursable item?

The Government is still working this issue. The answer should be clear by time of RFP release along with the PWS to clarify.

17 PWS section 1, para 1.1.1

Is it a correct interpretation of PWS 1.1.1 that any item discussed in Chapter 7 regardless of wording does not apply to the Military Family Housing area?

Yes, the demarcation zone will be provided in the bidders' library. This will clearly show the offeror where the O&M contract will have responsibility.

19 PWS section 1, para 9.4

What level of responsibility does the contractor have to make sure the water is safe to drink? There’s mention of periodic testing: how often is the water tested?

Per the applicable AFI, state or local procedures will be followed.

Is it correct that none of the reports listed in Section 4 Appendix E of the PWS require the contractor to collect or submit data concerning the MFH area and that such MFH area data is submitted by the MFH contractor separately?

The demarcation zone will be provided in the bidder's library. This will clearly show the offeror where the O&M contract will have responsibility which does not include the MFH area except for emergency water sampling. The PWS section 1, para 9.4 will also outline that the contractor will have to test the water from the MFH during emergencies. That will be the only time the contractor will be required to test water from the MFH.

21 PWS section 1, para 1.5.16

How many TS/SCI cleared personnel are required to support operations? The offeror will have to determine how many they will propose to accomplish the SCIF mission based on the requirements provided in the PWS.

Do we need to have the ability to hold an TS/SCI clearance for personnel?

Yes, the personnel who will work in the SCIF will need the appropriate clearance.

Emerging SCIF requirements. Is there any SCI work being done. Does any of the incumbent workforce have clearances?

Currently no SCI work is being done under the current contract. The offeror will be responsible to identify the number of personnel required to fill the SCIF requirement.

You do have to have a primary and alternate point of contact for certain specified duties within the SCIF.

Will they need to go through the typical clearance process? Polygraphs? Only the personnel who work in the SCIF will need to be SCIF cleared and will go through the typical clearance process.

Is there currently a SCIF onsite? No, this is a new build and current employees do not have the SCI clearances.

Is there an expectation that the Prime have SCIF relevant clearances at the Prime's local facility? Does the Prime need a facility clearance to have an SCI contract?

The expectation is that the contracted workers have security clearances to work on the site's SCIF at the level of clearance required by the SCIF onsite, currently TS/SCI.

The contractor will have to have facility clearance at the security level for the employees of the contract that is requiring the security clearance, i.e. TS/SCI. There is no expectation for the contractor to have a SCIF facility at any location owned or operated by the contractor. The SCIF will be located at the site and maintained by the contractor.

This will also be true for subcontractors if the prime offeror decides to sub this portion of the work. The DD 254 will reflect the security clearance level.

27 What about the personnel under the CBA? Will they now need a Top Secret (clearance) and what happens if they can’t earn it?

That will be up to the offerors to decide how they will manage those personnel.

Will that requirement require all the O&M folks to have TS? No; it is up to the offerors to determine the number of billeted positions that will require TS clearance to meet the contract requirements.

Will SCIF construction be part of the bidders’ library? No.

When does the Government anticipate completing construction on the

SCIF?

The current goal is to have the SCIF complete by the end of CY16. This may slide to the right.

What about supporting companies (subs?), will they need TS clearance? The offeror will have to determine who they will propose to accomplish the SCIF mission based on the requirements provided in the PWS either as the prime or subcontracted.

The expectation is that the contracted workers (prime or sub) will have security clearances to work on the site's SCIF at the level of clearance required by the SCIF onsite, currently TS/SCI. The prime/sub will have to have facility clearance at the security level for the employees of the contract that is requiring the security clearance, i.e.

TS/SCI. There is no expectation for the prime/sub to have a SCIF facility at any location owned or operated by the prime/sub. The SCIF will be located at the site and maintained by the contractor.

32 Is it an open or closed shop? Can “alternate” unions be introduced?

Could some work be done off site by non-union activities?

In reference to opening it up to "alternate" unions, the Government would not get involved in this matter. This is considered an independent matter for those parties involved and falls under the jurisdiction of the National Labor Relations Board (NLRB). It is not the Government's intent to advise on alternate unions or decide what type of union will be located onsite. As for outside subcontractors, it depends on where the secondary or subcontract work is being designated and taking place at. If the work is in the same locality for the same services, the wages/fringe benefits of the existing CBA would flow down to the subcontractor for the first year. Upon the next exercise of option, if the subcontractor doesn't become unionized and signatory to the existing CBA, then the CBA would revert back to the SCA standard area wage determination.

33 RFP Section M

Given the Section M evaluation criteria related to past performance / cost tradeoff, it appears to greatly advantage the incumbent with whom they may have aligned (the SB partner). The concern is around the “single citation” references and that the work is so closely aligned to the PWS that only an incumbent team can cite the correct past performance to achieve the maximum confidence rating. In the interest of competition, would the Government consider striking the “in a single citation” requirement for all of the PWS sections?

The Government is not changing the "in a single citation" requirement. The Government believes that it is not only the incumbent that can provide past performance to achieve the maximum confidence rating. From market research and RFIs, the Government believes other offerors or teaming efforts will be able to show past performance to achieve the maximum confidence rating.

34 Is the Government interested in innovation ideas as an investment? No, the evaluation method is a PPT with Technical Pass/Fail, therefore there is no greater weight given for technical innovation. Under this evaluation method Past Performance and Price may be traded off. If there is innovation presented by the offeror, the offeror can propose an innovation in the technical criteria that may show how that innovation will drive down cost on the contract but understand the technical evaluation is still pass/fail.

35 From the slide show at industry days, there was a slide that referenced FSTs, what is a Field Service Team (FST)?

This is mainly a SPO function with a depot support team that works on-site. The Field Service Team responds to depot level support maintenance.

Are the Field Service Teams (FST) tied to Periodic Maintenance Inspections (PMI)?

FSTs are only associated with SPOs. FSTs will come to the site and view PMIs for data purposes only. PMIs will be the responsibility of the PARCS O&M contractor. All SPO actions/upgrades/visits will all be coordinated to ensure the O&M contractor is aware of FSTs and any SPO site visit. FSTs will not evaluate the PMIs done by the PARCS O&M contractor.

37 RFP Section B

Are cost reimbursable CLINs plug numbers provided by the Government? The intent is for the government to provide plug numbers in the RFP for the cost-reimbursable CLINs.

38 Can the Government clarify what potential OCI concerns there may be with PARCS around software as mentioned in the RFP? Is the concern that if one works on Sensors or SMORS (the future sustainment effort) then they shouldn’t perform O&M functions? Is the Government’s preference avoidance, or is a mitigation plan acceptable? What programs or contracts would potentially present an OCI for PARCS-related work?

Currently the only OCI issue that has been brought forward is offerors being contractors or subcontractors on the SMORS contract and also bidding on the O&M PARCS contract. There may be other potential conflicts that would need to be identified by the offeror in the proposal. It is the intent of the Government to allow mitigation plans (approved by higher headquarters), rather than to eliminate an offeror altogether.

39 Has the issue of the Government's Largest Risk concerning manning been an issue in the past?

Historically PARCS has not had an issue of personnel leaving, but it is an aging workforce and a semi-remote location so that is why it was identified as a risk. It is the contractor’s responsibility to propose a plan to mitigate that risk.

40 Is this O&M contract going to allow the contractor to look at modeling and simulation capabilities or will these additional capabilities come in via another contract?

This is an O&M type contract. Any upgrades that would pertain to modeling or simulation of the radar's capabilities will be done by the SPO. Future upgrades are performed by the SPO and the SPO only. The offeror would only be involved when the upgrades are installed, the offeror would maintain those upgrades.

41 PWS section 1, para 2.2

What is the process for evaluating contractor-controlled availability? Who decides if the contractor failed this section of the PWS?

This contract will have Contracting Officer Representatives (CORs) on site to evaluate contractor-controlled availability. The COR will determine if the contractor failed to adhere to the standard and from there proceed with a course of action to resolve the issue with the contractor.

Any violation of a performance objective will result in a major Performance Assessment Report (PAR). The CO will be involved in the day-to-day contract administration and will be informed of the issue. If this issue arises, all parties will attempt to resolve the issue. A determination by the CO will only be made if there is a dispute on the fault or liability of the contractor. PWS Section 1, para 2.2, clarifies the calculation of the contractor-controlled liability.

42 PWS section 1, Chapter 4, Paragraph 4.2.3

Performance Objective is "Preventative Maintenance Scheduling" and describes "The Contractor shall schedule all preventative maintenance in the Integrated Maintenance Data System (IMDS) database by the 5th workday of the previous month". However the Performance Threshold appears to be unrelated to the Objective, in that it specifies "Maintenance data collection data shall be entered into IMDS with 95% initial accuracy, 98% accuracy within 72 hours and 100% accuracy within 5 days". This has nothing to do with scheduling, and only pertains to the results of a maintenance action as explained during the one-on-one.

This section refers to the maintenance data collection of the systems via IMDS. Offeror will have three days to upload data into IMDS for scheduling of maintenance, with 95% accuracy. The contractor will schedule all preventive maintenance in the IMDS database. PWS 2.2 Service Summary Items, Chapter 4.

43 PWS section 1 para 5.5.5, PWS section 1 para 8.2

The Government states that there is a threshold of 0 on the security items within the performance objectives, if there was something that happened, and unable to meet that threshold, how are violations defined? What about an email spillage for example.

There are different levels of incidents as defined by DoD 5220.22-M. The Contractor shall implement and perform all required industrial/information security functions and actions IAW the certified DD Form 254 and DoD 5220.22- M, to minimize infractions and to ensure zero security incidents resulting in violations at Cavalier AFS.

44 PWS section 2, para 2.1.

What is the punishment for not meeting the performance objective threshold of truly 0 incidents?

This is stated in the PWS section 2 para 2.1. The Government does not use the term "punish" in our contracts. The contractor is required to meet the minimum acceptable level of performance. Performance Objectives and Performance Thresholds that will be regularly verified by Government personnel and will result in a Major finding if the Performance Threshold is not met. A Major finding is reported on a Performance Assessemtn Report (PAR).

The Government will include with the RFP a Quality Assurance Surveillance Plan (QASP) that will outline the procedures for Thresholds that are not met within the performance objectives and other areas that would be considered for PARs.

Will CPARS be broken out per Service Summaries? CPARS will follow the CPARS guide, located online at www.cpars.gov. The guide breaks down how the contractor will be evaluated in each criteria as defined in the guide. Performance Objectives and service summaries items are evaluated per the threshold specified in the PWS. A performance objective incident or violation is automatically a “major” Performance Assessment Report (PAR). PARs are reports the Government can provide to the contractor based on performance of the Performance Objectives and service summaries items. PARs will be identified under the CPARS criteria that is most associated with that report. The Government will also create a Quality Assurance Surveillance Plan (QASP) that will outline the procedures for violations of performance objectives and other areas that would be considered for PARs.

46 PWS section 1, para 7.1

Reimbursable vs. Non-reimbursable – we did not get any kind of estimate as to what those would be. Any kind of estimate you could give would be helpful.

Per the PWS, the Contractor shall operate, maintain, and repair real property (RP) and real property installed equipment (RPIE). The reimbursable piece is for items that were not specifically identified in the PWS but still fall within the scope of the PWS. As stated, IJOs will not have a set price but will be negotiated on a case-by-case basis.

The Government will try to add workload data to clarify what has been considered an IJO effort and what is expected of the contractor to maintain as part of the FFP O&M structure.

47 PWS section 1, para 1.14

(Draft PWS) I noticed the maintenance of the HEMP was removed? PARCS contractor responsibility for HEMP was removed from the PWS. In PWS Section 1, para 1.14,if the PARCS contractor needs to modify HEMP shield requirements, it must first submit design to 21 SW/PMD, HEMP PMO for review/approval.

Will there be a separate HEMP maintenance contractor? Yes, there will be a separate HEMP maintenance contract;

however, the PARCS O&M contractor will be responsible for any damage to the HEMP caused by the O&M contractor. There will also be a requirement in the PWS (section 1, para 1.14) for the PARCS contractor to perform monthly walk-around inspections on the HEMP shield.

There will be a checklist in the bidders’ library describing the inspection.

49 Transportation requirements: Is there still a requirement to maintain government vehicles?

The only Government Furnished vehicles are the fire trucks. The Government is paying for the maintenance of the Fire Trucks using the Government Purchase Card (GPC). The PARCS O&M contractor will not have that responsibility.

What is the government’s need for a knowledge management plan? This identified risk was discussed at Industry Day as it pertains to the aging workforce, semi-remote location and the risk of attaining and retaining a qualified workforce.

The Government will evaluate the offerors management plan in the technical evaluation.

51 RFP Section B and PWS section 1, para 1.1.2

In reference to the IJO requirements; is there anything you can do to describe the type/scope of work of these?

An IJO cannot be physically identified in the PWS because it has not happened. An IJO has typically been a small (in nature) CE project that was not anticipated at time of award but fits within the scope of the PWS. The Government will try and provide data on past IJO efforts to the bidders library.

52 Is there anything on the new contract that is not on the existing contract? Some requirements have been added to the follow-on PWS that are not currently in the O&M contract that is being performed now. Areas that have been added include but are not limited to the HEMP requirements, SCIF requirements, and the removal of the transportation requirements.

53 PWS Section 1, para 1.11.1.1

As for cyber and resiliency, is any of that permeating in to this? There is no direct requirement for the PARCS contractor to provide any cyber requirements under the PWS. However, PWS Section 1, para 1.11.1.1 requires training by contractor employees that included Cyber Awareness.

54 Will the charts (PowerPoint presentation) be available soon? The Government will release the Power Point Presentation from Industry Days. As mentioned at industry days the Government will also release the roster and questions & answers.

55 When was the last time there was a (contractor) transition? Did you see any anomalies?

The last contract was awarded in 2009. There are no anomalies to report.

56 RFP Section B

For the IJOs, are you anticipating them to be plug numbers? The IJO CLIN will not have plug numbers. The Government cannot anticipate a value for unknown job orders that will happen in the future. The Government will negotiate the value of each job order as they occur.

57 It was mentioned during Industry Day that there are upcoming system upgrades. Have those been identified? Is it anticipated that any of those will provide efficiencies in the out years?

Currently, there are no upgrades identified. Upgrades are anticipated in the future, but many of the upgrades are not for efficiency, but to make the Legacy system more maintainable. Upgrades are concentrated on sustainment and maintainability.

Do you know what your requirements are for the technical volume? Can you provide as much detail as to what you want covered in the technical proposal?

It is outlined in the RFP, section L-5. The draft RFP identified the requirements that identifies the specifics of what the government is looking for.

59 What maintenance database workload system/computerized maintenance management system (CMMS) is currently in place?

IMDS is used; which is the only system we are allowed to use. It is strictly unclassified.

60 Knowledge Management: what is the Government expectation of KM software and compatibility with other software such as CMMS on this contract offer?

The Government is not looking for a certain software system for knowledge management. The Government is looking for what the offeror will propose to obtain and maintain a workforce.

61 PWS Section 1, para 12.2.2

Other than the on-site manager, will the Government identify additional key personnel?

Key personnel refers to the offeror to provide the Government with the offeror's key personnel for management issues. The Government is not looking for key personnel in certain job titles. PWS Section 1, Chapter 12, Paragraph 12.2.2 identifies, “that Key Points of Contact will be requested by the CO at the pre-performance conference”. Resumes, identification of key personnel and rationale on why personnel are considered key is not required by the RFP.

Will the government request resumes? No resumes are required IAW the RFP. The offeror will provide the Government a list of key personnel at Phase- In.

63 Section M- 3.C.1.b. (2)

Please clarify if Section M-3.C.1.b. (2) Program Management is seeking only citations from the bidding prime contract to prove they have the relevant program management experience. Answered, but looking for clarification.

Program Management past performance can be supported by the Prime or a Subcontractor. As the Prime, the offeror must provide at least 4 citations as either a Prime or a Sub and of those 4 citations, one must show that the offeror was the Prime on one of the submitted contracts. For teaming efforts, the offeror's subcontractors can submit citations that show either the sub was a prime or a sub.

64 Is it the offeror's burden to mitigate the risk assessment that was presented that concerned an aging workforce?

It will be on the offeror to show how the offeror will mitigate the aging workforce risk as presented in the slides. The Government should be able to determine if the offeror's proposal and risk handling is sufficient to mitigate the risks concerning the aging workforce.

Given the weather conditions, does the government have any historical weather data? (In relation for base closures, overtime, etc.)

The Government will provide historical data in the bidder's library. The snow is to be removed on base per PWS para

7.13.4 and 7.13.6. As for roads leading to base, the Government does not control those roads or have specific data on when those roads have closed in the past.

66 Can you describe like spares management, etc.? How is that different from SMORS?

The radar was built in the 70s and spare parts are not available. Currently the Government is in the process of updating and replacing the old parts to sustainable parts, through the SPO and is not a part of this PARCS contract.

The SPO will deliver updated parts to the PARCS contract.

67 Is there a depot for storage for parts for Level I support? We have a forward supply point on site and there is storage at the site. Storage facilities should be available for viewing on the site visit.

68 Will there be a list of projected projects in the bidder's library? There are no projected projects currently.

69 How is new construction handled? New construction will be done through a different source (MILCON or SABER).

What is the five-year plan? The PWS requires that the contractor prepare a 5 Year Plan IAW AFSPC 32-10142, Paragraphs 1.2.3 and 2.2.3.

The Government does not have a history of the roof repairs or management. The Government will provide a list of the equipment for HVAC systems (year, make, and model). Offerors may be able to view a roof or two during the site visit.

In regards to the oil water separator, will information be provided regarding local and state hazardous waste regulations?

Local and state regulations are available online and are easily searchable. (The Government does not intend on providing the links) The contractor is required to follow local and state regulations.

74 What is the age of the generators? Will a history of generator repair/trouble be provided to the contractor?

Age of the generators will be provided in the bidder's library along with all GFP. The Government intends to provide the history of generator repair/trouble if available.

75 What is the age of the infrastructure? As stated in the mission brief, the PARCS radar and site were built in the early 1970s.

76 Regarding the site survey, will there be any facilities/equipment/storage units that will not be viewed as part of the tour? Are there any off-the-site facilities not viewed as part of the tour? If yes, we recommend that offerors be provided this information prior to RFP release as part of the Bidders’ Library (this may include data, pictures, schematics, etc.).

The Government is planning on allowing all site visitors a chance to look at all infrastructure at the site visit. It is not the intent of the Government to prohibit the offerors from seeing anything at the site that they need to see in order to propose.

77 Being careful from a FAR affiliation standpoint. Have you looked at an informal Joint Venture if an offeror wanted to partner with another SB?

One would be named prime and form an ostensible subcontractor relationship to create an informal JV. The prime would perform 50% of the work; the other 50% would be done by a combination of large or small business. There is a named prime; the other is an ostensible subcontractor, but still a subcontractor.

The government supports the use of joint ventures when it is beneficial to small businesses to combine the capabilities and past performance of team members.

Because the affiliation rules and size standards application associated with joint ventures are complex, we suggest you contact your SBA Government Contracting Area Office to ensure you would be determined a small business under your proposed strategy. We also suggest you discuss your intent to create an ostensible subcontracting subcontractor relationship and effect of this strategy on your size status.

78 Have you looked at the FAR language that allows for combination of clusters of small businesses? (Passed in 2013, yet to be codified. Rule?)

The SBA proposed rule enacting the changes implemented by Congress in the NDAA 2013 amending 13 CFR 125.6, "Limitations on Subcontracting" has not been incorporated into the FAR. There is also no information on when this proposed rule might become a final rule and be incorporated into the FAR. Therefore, this acquisition will use the current FAR clause 52,219.14 (Nov 2011) with regard to Limitations on Subcontracting.

79 For the past performance activity, are you going to allow an Alaskan Native Corporation (ANC) that has an umbrella company to use past performance from any subsidiary or just from the company that’s performing as a prime?

The Government will comply with the regulations/statues on ANCs which allow ANCs to use their ancillary companies for past performance.

80 Will the past performance citation submitted by ANCs be used towards their NAICS code size standard qualification.

Under specific small business laws, the ANCs will be able to use their affiliated companies but not take on the size standards of the companies they use for past performance.

How do upgrades and obsolescence play into the O&M contract? Upgrades and obsolescence is a requirement of the SPO.

The SPO is responsible for all upgrades and obsolesce identification. If upgrades are performed at the site, the SPO will coordinate with the 21s Contracting Squadron and the contractor for the PARCS O&M.
