Purpose of Industry Days

The purpose of this Industry Day Conference is to provide information and to solicit feedback on the upcoming PARCS contract requirements. This conference will provide an information exchange opportunity between the Government and Contractors.

Please do not use this as a marketing opportunity, but as an opportunity to better understand requirements.

Industry Day Ground Rules o No Recording o Turn off cell phone ringers o All briefings, attendance roster, and Questions and Answers (Q&A) during the session today and the one-on-one sessions tomorrow will be posted to FedBizOpps o Any proprietary information needs to be identified by the Contractor, so the Government doesn’t inadvertently record and post the Q & A to FedBizOpps o The Government will acknowledge each speaker and attempt to provide equal opportunity and time to speak. Requirements

Mission The PARCS provides tactical warning and attack assessment of sea-launched and intercontinental ballistic missiles launched against the continental United States and southern Canada; continuously provides critical missile warning and space surveillance data to North American Aerospace Defense Command, United States Strategic Command, and regional combatant commanders;

and monitors and tracks earth-orbiting objects to enable space situational awareness and space control.

Requirements (Cont.)

Scope The Contractor shall provide non-personal services to operate, maintain, and support (OM&S) the Perimeter Acquisition Radar Attack Characterization System (PARCS) at Cavalier Air Force Station (AFS), ND. Services encompass base support including management of radar and mission computer maintenance, civil engineering, environmental functions, security, logistics, sensitive and non-sensitive communications. The Contractor shall provide all necessary personnel, administrative, and managerial resources necessary on a continuous, 24-hours-a-day, 7-days-a-week (24/7) basis to meet Air Force Station operations and maintenance requirements as specified in this PWS. Support Radar Operational Time as specified in Chapter 2 of the PWS. Services shall include support for system upgrades and modifications, as well as provide day-to-day support services.

The Contractor shall perform organizational level maintenance on system upgrades and modifications once they are accepted by the Government.

Overall Objective: To obtain a contract vehicle to support a variety of non-personal services for the PARCS:

Radar Operations Support, On-Site Operational System Analysis, Mission System Maintenance, Communications- Operations and Maintenance, Logistics Management, Civil Engineer, Industrial, Physical, and Operational Security, Occupational and Bioenvironmental Health, Environmental Management, and Knowledge Management

Contractor shall provide all necessary personnel, administrative, and managerial resources necessary for 24 hours-a-day/7 days-a-week (24/7) basis to meet mission requirements as specified in the PWS

− Critical Performance Objectives identified in Services Summary − Quality Assurance Surveillance Plan established − Monthly Certificate of Service (COS) − Annual Contractor Performance Assessment Report (CPAR)

Chapter 4 – Mission System Maintenance Performance Objective PWS

Reference Performance

Threshold Preventive Maintenance Scheduling.

The Contractor shall schedule all preventive maintenance in the Integrated Maintenance Data System (IMDS) database by the 5th workday of the previous month.

Maintenance data collection data shall be entered into IMDS with 95% initial accuracy, 98% accuracy within 72 hours and 100% accuracy within 5 days.

Threshold The Contractor shall maintain an overall Radar Acc each calendar month of not less than 98% to meet mission operational Acc.

Chapter 4 – Mission System Maintenance Performance Objective PWS

Threshold Test, Measurement, and Diagnostic Equipment (TMDE). The Contractor shall manage, schedule, transport, or ship at the Government’s determination

TMDE IAW AFSPCI 21-108,

Paragraphs 3.13.1 and 3.13.2, TO 33K- 1-100 (series), and TO 00-20-14, Paragraphs 3.6 through 3.8. Perform organizational maintenance IAW TO 33- 1-27 and TO 33-1-32.

Chapter 4 – Mission System Maintenance Performance Objective PWS

Threshold Equipment Status Reporting (ESR).

The Contractor shall report equipment status changes IAW AFI 21-103, AFSPC Sup 1, Paragraphs 6.1- through 6.3, 6.4.5 through 6.4.6, and 6.5 through 6.7, and local procedures on a real-time basis.

The Contractor shall implement and perform all required industrial/information security functions and actions IAW the certified DD Form 254 and DoD 5220.22-M, to minimize infractions and to ensure zero security incidents resulting in violations at Cavalier AFS.

− Subfactor 1: Radar Operations Support & Maintenance Plan

• Mission Operations Support -- Describe methodology demonstrating an understanding of the processes and procedures required for mission operations support in accordance with PWS Chapter 2.

• Mission Maintenance -- Describe methodology demonstrating an understanding of the processes and procedures required for maintaining and repairing the mission system in accordance with PWS Chapter 4.

Subfactors will be evaluated on an pass/fail, basis:

− Subfactor 2: PARCS Critical Utilities

• Provide an acceptable approach that demonstrates an understanding of the processes and procedures required to operate, maintain, and repair the PARCS critical utilities (i.e., chilled water system, stand-by power plant, and all associated infrastructure) in accordance with PWS chapter 7.

Subfactors will be evaluated on an pass/fail, basis:

− Subfactor 3: Program Management/Staffing Plan and Organizational Structure

• Proposed workforce composition shows an understanding and identification of responsibilities and staffing, via an organization chart, for each organizational element and a staffing plan with proposed workforce composition showing manning numbers by labor category and hours to meet all PARCS PWS requirements, including whether the position is under the prime or the subcontractor/teaming partner.

“Labor Category Descriptions” include position titles and required security investigations, clearances, and certifications associated with the PARCS performance requirements. .

Subfactors will be evaluated on an pass/fail, basis:

− Subfactor 4: Training Plan

• The Proposal uses a task-based training approach, demonstrating the ability to achieve fully-trained employees in all mission requirements in PWS Chapter 2 and Chapter 4. Describe an approach for capturing and continuing the knowledge of a workforce nearing retirement age.

− Subfactor 5: Downward Pricing

• Describe process for implementing cost efficiency initiatives resulting in each successive year of the contract showing a reduction from the previous year in the FFP CLINs.

Source Selection – Price/Cost

All technically acceptable proposals will be evaluated for price reasonableness, affordability and balanced pricing and then ranked by total evaluated price − Reasonableness: Techniques and procedures in FAR 15.404-

1(b), will be used to assess proposal reasonableness.

− Affordability: Assessment will consider the total estimated contract price as compared to the projected budget for this program

− Balanced Pricing: Techniques and procedures in FAR 15.404- 1(g), will be primary means of assessing unbalanced pricing.

Past Performance – No more than 10 citations (4 must be from Prime, one of which shows experience as prime, up to 6 from teaming partner/subcontractor)

• Recency: (within last 6 years)

Projected Milestones

Q: Will the CBA be posted in the Bidder’s Library?

A: Yes the CBA will be posted along with other pertinent information in order for offerors to propose

Q: Please explain what percentage of cost reduction needs to be shown from year-to-year in the FFP CLINs for a Pass evaluation rating.

A: The Government is not looking for a certain percentage or dollar value but will evaluate based on any degree of downward pricing over the life of the contract.

RFP QUESTIONS

Q: What areas in the MFH will the contractor need to bid on for CE, or anything else in the PWS?

A: The demarcation zone will be provided and it will clearly state where the O&M will need to start for this contract.

Q: Is the Gov’t seeking only citations from the bidding prime contract to prove they have the relevant program management experience.

A: Yes. The purpose is to ensure the prime and/or sub is relevant in program management.
