MARKET RESEARCH QUESTIONS

PARCS – SOLICITATION NO: FA2517-15-R-8000

Attachment 1 - Vendor Survey The following questions are for market research purposes only to assist the United States Air Force (USAF) in development of the acquisition strategy for the follow-on PARCS contract. Your responses will not be shared with anyone outside the USAF.

The Air Force is committed to continuous improvement and need your inputs on new initiatives to control or reduce costs and incentivize innovation. The goal of these initiatives is to successfully accomplish the mission within the constraints of a declining defense budget.

1. For the next PARCS contract, the USAF is considering a Firm-fixed-price contract type. Based upon the current requirement, what contract type do you recommend, and why?

2. In conjunction with this Firm-fixed-price contract type, a prerequisite for contract award would be a decrease in contract price in each successive option year of the contract.

a. Would this approach make a difference for your firm in deciding whether to bid on this contract?

b. What challenges or opportunities would your firm see with this approach and why?

c. Could enough savings in the CR CLIN be realized to more than offset any labor increases that may exist in the FFP CLIN?

d. How would you achieve downward pricing on the FFP labor CLIN?

e. Do you have any other specific ideas on how your company could achieve downward pricing for this effort?

3. Based upon the requirement, what length of contract would be most advantageous considering the O&M of a legacy system with periodic upgrades?

4. What correlation do you anticipate between contract length and training/retention of key personnel?

5. What on-site phase-in time period is necessary to prepare for a 01 Oct 17 performance start date?

6. Would a site visit be beneficial to your company?

7. Are you aware of any contracts for similar services in the commercial marketplace?

8. In an effort to determine the capability of small businesses to fulfill the requirements of the PARCS PWS under NAICS 517919 ($32.5M size standard), please provide answers to the following questions.

a. Please use the below or similar matrix (on page 3) to identify your capability to meet all areas of the PWS by identifying your relevant contracts and subcontracts. Also, please identify what areas of the PWS you will utilize teaming partners and/or subcontractors to accomplish if unable to perform the function.

b. Do you have experiences with managing and negotiating contracts with a CBA?

c. What are your capabilities to manage the PARCS Geographically Separated Unit (GSU)?

d. What do you see as the risk areas for this acquisition and how would you mitigate these risks?

e. In terms of dollar value, what is the largest prime contract you have held? What is the largest subcontract you have held?

f. What is your experience managing subcontracts?

g. What is your capability to obtain a facility clearance as the prime and for subcontractors?

h. What is your capability to accomplish a contract transition?

i. What is your capability to train and recruit personnel for the operations and maintenance for PARCS or similar systems?
