1.0

DESCRIPTION OF SERVICES

1.1

ORGANIZATION BEING SUPPORTED:

HQ AFSPC/DRCS

1.1.2 MISSION: Space Superiority is attained using the combined effects of Offensive and Defensive Counterspace capabilities, both of which are enabled by Space Situation Awareness (SSA). HQ AFSPC Directorate of Requirements (DR) is the lead organization to determine, document and represent requirements for Space Superiority capabilities. DR accomplishes this by developing Analysis of Alternatives (AoA) for Spacetrack programs and participating in acquisition planning, analyses, trade studies, problem resolution and the associated systems engineering support tasks necessary to develop, produce, and deploy Space Superiority capabilities. DR is the responsible for transition of systems from acquisition to the operational community. DR provides Command Leads to manage future space application and concepts, to monitor SMC research and development efforts, and to integrate new and modified space superiority systems into AFPSC, USSTRATCOM, and NORAD operations. DR coordinates requirements for new Space Superiority Systems with Air Staff, MAJCOMS and Unified Agencies to ensure the combatant commanders’ demands are met in an accurate and timely manner.

1.2

OVERVIEW OF SERVICES REQUIRED

HQ AFSPC/DRCS Spacetrack program requires the contractor to provide a broad range of acquisition related activities to include technical assistance, acquisition planning, quick response research, and special studies for the S-Band Air Force Space Surveillance System (S-AFSSS), the Space-Based Space Surveillance system (SBSS), other Space Situation Awareness (SSA) programs and to support Space Superiority Architecture.

The purpose of this task order is to obtain contractor assistance to support AFSPC/DRCS to work acquisition development to ensure smooth integration of future systems with minimal impacts to mission completion. This support includes Space Superiority pre-systems acquisition planning, analyses, trade studies, problem resolution and associated systems engineering support tasks necessary to potentially develop, produce, and deploy Space Superiority capabilities. The contractor shall participate in Study Plans and Analysis of Alternatives (AoA) for new programs; acquisition analysis to support program budget support; program acquisition support; program planning development/support; and systems integration analysis/support and test and evaluation plans for Space Control/Space Superiority systems and programs managed by HQ AFSPC/DRCS. The contractor shall support Spacetrack acquisition activities across HQ AFSPC organizations and interface other DoD, Joint and civilian agencies as appropriate. The contractor shall also support appropriate planning and development forums and technical interchange meetings to further understand the background and basis for developing technical analysis in support of HQ AFSPC.

1.3 SPECIFIC REQUIREMENTS

1.3.1 REQUIREMENT 1: System Capability and Acquisition Support. The contractor shall provide direct support of future Spacetrack systems to include S-AFSSS, SBSS and other SSA programs by:

· Participating in Air Force and AFSPC JCIDS analyses to ensure capabilities, needs and solutions are comprehensively included in all relevant Air Force and AFSPC Mission Area Plans (MAPs) and Mission Support Plans (MSPs). The process will include providing planning, engineering and technical support for AFSPC Functional Area Analysis (FAA), Functional Needs Analysis (FNA), and Functional Solution Analysis (FSA) supporting the drafting of key acquisition strategies and Post Independent Analysis methodologies.

· Providing documentation on acquisition program resource needs and developing recommendations for acquisition strategy; providing data to develop funding requirements and assist with preparing justification to keep program on schedule.

· Assessing System and Technical Architecture development to ensure DRC mission requirements are accomplished during developmental activities.

· Providing requirement interpretation and program impacts with corresponding recommended courses of action.

· Providing analysis of Requirements Documents (R-Docs) and Procurement Documents (P-Docs) to ensure research and development and procurement strategies are consistent with program objectives.

· Recommending prioritized lists of technology needs for DRC programs based on mission area analysis to AFRL, other labs, and contractor R&D efforts.

· This requirement comprises approximately 40% of total task order effort.

1.3.2 REQUIREMENT 2: Testing & Evaluation Support. The contractor shall support T&E activities in direct support of S-AFSSS, SBSS and other SSA programs to include:

· Assisting in the development of future Spacetrack progam T&E requirements/capabilities/concepts for incorporation in relevant operational requirements/capabilities documents, and architectures.

· Developing Critical Operational Issues (COIs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs) tied to Key Performance Parameters (KPPs).

· Supporting the test community in developing cost and effective test strategies, concepts, plans, and procedures.

· Supporting development of system test scenarios based on approved threats and threat excursions.

· Assisting in developing test and evaluation documents such as Test Team Charters, Test Plans, Detailed Test Procedures, Test Resource Plans, Custom User Agreements and System Under Test (SUT) definition documents and/or other test documents specified by AFSPC.

· Supporting Test Teams to assess, quantify and advocate for testing resources (hardware, software, facilities, manpower, funds) needed for an effective combined test program.

· Reviewing development, fielding, and testing plans to ensure they are consistent with approved future spacetrack T&E use cases, operational requirements, and test and exercise concepts.

· Assessing the design and development of testing subsystems (e.g., scenario data generators/injectors) to ensure they provide cost effective life-cycle testing and exercise capabilities for the warfighter.

· This requirement comprises approximately 10% of total task order effort.

1.3.3 REQUIREMENT 3: Implementation Study Support. The contractor shall provide direct support to HQ AFSPC/XPY for the S-AFSSS program to include:

· Developing an S-AFSSS Implementation Study plan/strategy and associated acquisition cost estimates for scenario development/execution, sensor model modifications and additional consultant requirements for future Spacetrack programs.

· Establishing and facilitating multi-agency/command (e.g., AFSPC, ESC, USSTRATCOM, SPAWAR, etc.) Integrated Product Team (IPT) to develop prioritized study objectives/requirements.

· Principle Lead under HQ AFSPC/XPY direction, for planning and executing Implementation Study, and analyzing interim/final results.

· Interfacing with SPO, S-AFSSS prime contractor (developer) and Space Surveillance Network Analysis Model (SSNAM) prime contractor (developer/sustainer) on technical requirements for scenario runs (e.g., sensor model setup/implementation, parameter thresholds/adjustments, threat environment, etc.).

· Operating SSNAM for appropriate scenario runs approved by HQ AFSPC/XPY and overseeing other SSNAM scenario runs performed by the SSNAM prime contractor.

· Analyzing scenario run results, preparing interim reports and recommending COAs for adjusting scenario parameters, objectives and/or sensor model modifications/adjustments, for future Spacetrack programs..

· Developing final detailed analysis report and higher-level summary briefings representing implementation and sensor siting results for use in system requirements/capability generation, acquisition strategy planning and program advocacy.

· Providing technical support to AFSPC and ESC for Implementation Study out-briefs and results interpretation, and recommending potential future study requirements.

· This requirement comprises approximately 50% of the total task order effort.

1.3.4 DELIVERABLES: The Contractor shall provide a monthly status report which shall contain a narrative description of the work accomplished during the previous month. The report shall contain a listing of any significant accomplishments and/or problems. In addition, the monthly status report shall list the cumulative labor hour/category and associated funding remaining on the Task Order as well as the funds expended during the respective period of performance by labor hour/category. GOVERNMENT FURNISHED RESOURCES

3.2.1 FACILITIES, SUPPLIES, AND SERVICES: AFSPC/DRCS will furnish workspace in the Hartinger building on Peterson AFB and the Atrium II, 1150 Academy Park Loop, Colorado Springs, CO along with desk space, chairs, computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones, copier, and fax machines.

4.0

GENERAL INFORMATION

4.1 SECURITY: Access to SCI and SAP material is required for this task order.

4.2 ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The Contractor shall be allowed unescorted access to Government buildings on Peterson AFB consistent with task requirements. Access to Government facilities, documents, and systems shall be in accordance with the DD254.

4.3 TRAVEL: Any travel required to fulfill the tasks in this SOW shall be performed with the prior approval of the QAE in accordance with Federal Acquisition Regulation (FAR) Part 31.205-46.
