STATEMENT OF WORK
FOR
SYSTEMS ENGINEERING AND PROGRAM SUPPORT FOR SHARED EARLY WARNING SYSTEMS/OPERATIONS APPROVAL PANEL
FOR
HEADQUARTERS AIR FORCE SPACE COMMAND OPERATIONS DIRECTORATE
SATELLITE OPERATIONS DIVISION

1.0 DESCRIPTION OF SERVICES: This contract provides technical services which support HQ AFSPC/XOSM functions in monitoring all operational aspects of the Shared Early Warning System (SEWS) Program and the Operations Approval Panel.
1.1 ORGANIZATION BEING SUPPORTED: HQ AFSPC/XO

1.2 OVERVIEW OF SERVICES REQUIRED:
This task order provides non-personal services which support AFSPC’s Shared Early Warning Systems (SEWS) program. These services include providing support in the areas of operations and sustainment activities, programming and budgeting, program financial support, configuration control, and program reviews. The contractor shall serve as financial, programmatic and operational liaison with various agencies to ensure a smooth integration of present and remaining legacy systems while ensuring minimal interruption to current operations. The contractor shall perform integrated analysis through the program life cycle; from requirements generation through development, operations acceptance, operations and sustainment. Finally, the contractor shall interface with the appropriate agencies conducting or interfacing with program or system operations as necessary to ensure HQ AFSPC\XOSM is alerted to programmatic changes, operational changes, and fiscal constraints which will have a bearing on operations and AFSPC. The contractor shall provide Operations Approval Panel Support (OAP) support, to include operational test, Trial Period, certification activities, configuration management, and change control for mission sustainment and upgrade activities.
1.3 REQUIREMENT 1: Financial analysis and programming support for SEWS Operations. The contractor shall provide financial analysis and programming support for SEWS operations.
1.3.1 The contractor shall draft/coordinate/finalize SEWS Financial Plans (FinPlan) and Spend Plans.
1.3.2 The contractor shall provide analysis of current budget execution and recommend necessary adjustments as driven by program developments.
1.3.3 The contractor shall recommend inputs for resource adjustments to the Planning, Programming, Budgeting and Execution (PPBE) System to include the Program Objective Memorandum (POM) Budget Estimate Submission (BE), Presidents Budget (PB), Budget Change Proposal (BCP), Program Change Program (PCP) and other exercises.
1.3.4 The contractor shall coordinate operations and acquisition impacts to budget cuts proposed by Congress, Office of the Secretary of Defense (OSD), Headquarters Air Force (HAF)/XP Space Information Panel, and HQ AFSPC/XP.
1.3.5 The contractor shall draft technical documentation to support AFSPC decision-making on assigned topics, to include but not limited to:
1.3.5.1. The contractor shall program and provide budget analysis support with continuous situational awareness of operations requirements and budget decisions at wing, Electronic Systems Command (ESC) and Space and Missile (SMC) system program offices (SPOs), HQ AFSPC, Air STAFF, OSD and Congress. Develop a program strategy as required for HQ AFSPC/XOS to use as the framework for the SEWS program resource decisions.
1.3.5.2. The contractor shall analyze within four hours OSD Program Budget Decisions (PBD) and Program Decision Memorandums (PDM), Congressional marks, and any other resource actions that affect current and planned operational missile warning capabilities.
1.3.6 The contractor shall provide support to operations conferences, Requirements Review Groups (RRGs), Integrated Product Teams (IPTs), Integrated Concept Teams (ICTs) Executive Committee, Presidents Meeting, Mission Area Teams (MATs) meetings, design reviews, all working groups, Technical Interchange Meetings (TIMs) and program reviews. The contractor shall provide a quick look report to XOSM within 24 hours of the conclusion of each meeting (CDRL 0006).
1.3.7 The contractor shall develop assessments on conducted special studies, operational risk assessments, and assessed impacts of proposed systems upon current operations.
1.3.8 The contractor shall provide insight on national space policy goals, objectives, and senior level direction impacting current space operations. The contractor shall review and assess current and future operational programs, requirements, and support plans to assist AFSPC and USSTRATCOM in tracking new user and/or program requirements against development programs for satisfying those requirements.
1.3.9 The contractor shall analyze and provide recommendations on program budget execution to support queries from Government Accounting Office, OSD, and AF analysis.
1.3.10 The contractor shall produce Justification Book (J-Book) inputs to support Shared Early Warning program budget POM, BES and PB submissions.
1.3.11 The contractor shall provide comments on related documents (R&P-Docs) development in support of POM, BES and PB submissions.
1.3.12 The contractor shall develop comprehensive assessments and recommendations for the Shared Early Warning program Executive Management Reports (SEMR).
1.3.13 The contractor shall generate analysis and recommendations on budgetary issues related to program architecture/projects.
1.3.14 The contractor shall plan, evaluate, analyze, review and comment regarding current program systems/functionality current day operational oriented activities/capabilities.
1.3.15 The contractor shall plan, evaluate, analyze, review and comment regarding future program systems/functionality current day operational oriented activities/capabilities.
1.4 REQUIREMENT 2: SEWS Operations and System Integrity Support. The contractor shall provide support for SEWS operations and system integrity within the general theaters, to include but not limited to European Command (EUCOM), Pacific Command (PACOM), and Central Command (CENTCOM) Theaters.
1.4.1 The contractor shall provide support for the operational concepts and technical issues with regard to Shared Early Warning and the contribution from and interface with the Space-Based Infrared System (SBIRS) and Defense Support Program (DSP).
1.4.2. The contractor shall provide support to operations conferences, Requirement Review Group (RRG), Integrated Product Teams (IPTs), Integrated Concept Teams (ICTs), Executive Committees, Presidents Meeting, Mission Area Teams (MAT) meetings, design reviews, all working groups, Technical Interchange Meetings (TIMs) and program reviews. The contractor shall provide a quick look report to XOSM within 24 hours of the conclusion of each meeting (CDRL 0006). This is about 20% of the total Task Order requirement.
1.5 REQUIREMENT 3: SEWS Architecture Development Support. The contractor shall provide support for continued development of the SEWS Architecture as subject matter expert analyzing the Operations View. The contractor will also support development of the Systems View, both views incorporating the guidelines established in the Department of Defense (DoD) Architecture Framework, Version 2, 15 September 2004. The contractor will be familiar with the concepts and tools discussed in the aforementioned document.
1.5.1 The contractor will draft/coordinate/finalize SEWS Architecture, Operations View products and documents.
1.5.2 The contractor will provide support to operations conferences addressing architecture issues associated with the Enterprise Architecture, on a least a semi-annual, but not to exceed annual basis.
1.5.3 The contractor shall attend required training and workshops to maintain proficiency in computer and/or programming tools associated with architecture development, usually once per year.
1.5.4 The contractor shall provide support to architecture conferences, on a least a semi-annual, but not to exceed annual basis.
1.5.5 The contractor shall provide insight on national architecture policy goals, objectives, and senior level direction impacting current Enterprise and SEWS architecture development.
1.5.6 The contractor shall review and assess current and future architectural operational views, requirements, and support plans associated with related/supporting programs and systems to assist AFSPC and USSTRATCOM in assessing impact to DoD Enterprise Architecture and SEWS. The contractor shall deliver formal comments for HQ AFSPC/XOSM use in all formal reviews.
1.6 REQUIREMENT 4: Theater Event System (TES) Operational and Technical Support. The contractor shall provide operational and technical support regarding systems comprising Theater Event System (TES) and ensure all systems that provide Theater Ballistic Missile Warning are operationally integrated. The contractor shall provide operational and technical assistance to include, but not limited to: developing concepts of operations, performing special studies of present and further operational systems, conducting cost benefit analysis; and providing independent technical assessments of system functionality, risk, cost, and scheduling factors. Contractors shall deliver minutes/findings/comments as required for special studies and minutes/findings/comments/briefings for operational risk assessments.
1.6.1 The contractor will provide technical support to AFSPC regarding development and evaluation of space systems integration as they relate to Theater Ballistic Missile Warning in operational support of HQ AFSPC, USSTRATCOM, MDA and supported Combatant Commanders (CoCOM) systems integration; technical studies and analysis, operational test and certification activities; developing and evaluating operational transition plans; assisting in program management, administration, and security documentation.
1.6.2 The contractor will directly support the AFSPC role to train, organize, and equip in support of Theater Ballistic Missile Warning integration mission and systems interfacing with DSP, SBIRS, Ground Based Radar, or Space Based Radar programs or systems operations for warning provided by involving TES and Theater Ballistic Missile Warning are operationally integrated with strategic missile warning missions and other entities as required.
1.6.3 The contractor will strengthen and promote strong organizational relationships between HQ AFSPC and external organizations to include but not limited to Office of the Secretary of Defense (OSD), Office of the Secretary of the Air Force (SAF), The Joint Staff, United States Strategic Command (USSTRATCOM), Northern Command (NORTHCOM), North American Aerospace Defense Command (NORAD), Cheyenne Mountain Operations Complex (CMOC), The Missile Defense Agency (MDA), the Joint Tactical Missile Defense Organization (JTAMDO), Headquarters Air Force (HAF), USSTRATCOM, Space and Missile Defense Command (SMDC), Army Forces Strategic Command (ARSTRAT), National Reconnaissance Organization (NRO), National Imagery and Mapping Agency (NIMA), Naval Network Warfare Command (NAVNETWARCOM), 14th Air Force, Air Force Reserve Command (AFRC), National Guard Bureau, Air Force Operational Test and Evaluation Command (AFOTEC), Defense Information Systems Agency (DISA), Civil agencies (National Aeronautics and Space Administration (NASA), Federal Emergency Management Agency (FEMA), etc), Space and Missile Center (SMC) and Electronic Systems Command (ESC).
1.6.4 The contractor shall maintain legacy operational capability while transitioning to an integrated Theater Ballistic Missile Warning concept/structure. The contractor will provide continuous situational awareness of program requirements changes and resource changes while maintaining the required operational capability.
1.6.5 The contractor shall provide an assessment of operational utility/risk of a proposed modification, upgrade or program and/or assess an impact upon current operational capabilities of that modification, upgrade or program.
1.6.6 The contractor shall assess system security protection requirements or provide an impact of system security breaches has upon an existing or proposed operational system.
1.6.7 The contractor shall coordinate operations and acquisition impacts to budget cuts proposed by Congress, OSD, HAF/XP Space Information Panel, and HQ AFSPC/XP.
1.6.8 The contractor shall provide program analysis support with continuous situational awareness of operations requirements regarding integration efforts between HQ AFSPC and the Joint Staff, the Air Staff, the Ballistic Missile Defense Agency, the Joint Theater Air Missile Defense Organization, Headquarters Air Force, USSTRATCOM, AFSPACE, ARSTRAT, NAVNETWARCOM, the intelligence community and other organizations conducting Theater Ballistic Missile integration efforts. The contractor shall develop a program strategy as required for HQ AFSPC/XOS to use as the framework for the Theater Ballistic Warning Integration program resource decisions.
1.6.9 The contractor shall analyze within OSD Program Development Decisions (PBD) and Program Decision Memorandums (PDM), Congressional marks, and any other resource actions that affect current and planned operational missile warning capabilities. The contractor shall provide recommended statements of operational impact to AFSPC/XOSM.
1.6.10 The contractor shall provide support to operations conferences, RRG, IPTs, ICTs, Executive Committees, Presidents Meetings, MAT meetings, design reviews, all working groups, TIMs and program. The contractor shall provide a quick look report to XOSM within 24 hours of the conclusion of each meeting (CDRL 0006).
1.6.11 The contractor shall provide insight on national space policy goals, objectives, and senior level direction impacting current space operations. The contractor shall review and assess current and future operational programs, requirements, and support plans to assist AFSPC and USSTRATCOM in tracking new user and/or program requirements against development programs for satisfying those requirements. The contractor shall deliver formal comments for HQ AFSPC/XOSM use in formal document reviews.
1.7 REQUIREMENT 5: Operations Approval Panel (OAP) Support: Provide OAP support. This includes coordinating between outside agencies, to include but not limited to the Joint Staff, USSTRATCOM, NORAD, NORTHCOM, MDA, CMOC, AFOTEC, National Guard Bureau, 14th Air Force, wings, ESC, and SMC on OAP issues.
1.7.1 The contractor shall provide support for operational test, Trial Period, certification activities, configuration management, and change control for mission sustainment and upgrade activities IAW NORAD, USSTRAT and AFSPC guidance/instructions.
1.7.2 The contractor shall perform duties as the AFSPC OAP secretariat.
1.7.3 The contractor shall perform updates to and management of the Software Change Form and AF Form 1067s databases.
1.7.4 The contractor shall attend configuration control and configuration management meetings and ensure XOS is aware of configuration issues.
1.7.5 The contractor shall ensure AFSPC/OAP has insight into other OAPs and the Operations Approval Board (OAB) activities.
1.7.6 The contractor shall provide guidance to lower level Boards/Panels on configuration issues.
1.8 REQUIREMENT 6: Deliverables: The contractor shall provide the following deliverables.

1.8.2 The contractor shall provide a Monthly Status Report (CDRL 0031).

3.3. GOVERNMENT FURNISHED RESOURCES:
3.3.1. WORKSPACE, SUPPLIES, AND SERVICES: Contractor will bid off-site rates. HQ AFSPC/XOS will make available computers connected to 21 NET, Secret Internet Protocol Router network (SIPRNET) access, use of telephones for official business, copier and fax machines for contractor personnel. Computers shall have access to ABSS, CRIS, and MicroBAS programs. The Contractor shall furnish all sundry office supplies utilized for task efforts by their employees.
3.3.2. MATERIALS AND OTHER DIRECT COSTS (ODCs):
3.3.2.1. HARDWARE: None.
3.3.2.2. SOFTWARE: None.
4.0. GENERAL INFORMATION:
4.1. SECURITY: The highly specialized tasks of this SOW require access to TS/SCI data with special program accesses. Contractor shall provide personnel with clearances commensurate with the DD 254, Department of Defense Contract Security Classification Specification.
4.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The contractor will be allowed non-escorted access to the Hartinger building other buildings on Peterson AFB accessible through the use of the badge issued for Hartinger building access. Access to other sites is allowed consistent with task requirements, but will require visit requests. Access to Government facilities, documents, and systems shall be in accordance with the DD 254, Department of Defense Contract Security Classification Specification.
4.3. TRAVEL: Travel is required to a variety of destinations in the performance of the SOW requirements. Travel required to fulfill the tasks in this SOW shall be approved by the QAE and in accordance with FAR Part 31. Task performance will also require local travel between Peterson AFB, Schriever AFB and Colorado Springs. The contractor shall fund all local travel.

4.5. PLACE of Performance: Work will be primarily performed at Contractor facilities.
4.6. HOURS OF WORK: The contractor shall provide coverage at the specified government site during the following hours: 0730-1630, Monday through Friday. Military exercises may require hours of work be adjusted accordingly.
