Offerors may be asked to clarify certain aspects of their quote. Acceptability of this factor is based on the Offeror providing, using the format described above, sufficient explanation and documentation to demonstrate their ability to meet or exceed the standards for each technical factors listed below, and the requirements listed in the SOW. In order to be technically acceptable, offeror shall receive an acceptable rating for both subfactors.
• Technical Sub-Factor 1: Approach - Contractor shall clearly and comprehensively describe their process/approach to repair the soil erosion and the ability to follow the requirements identified in the SOW. This section should not simply reiterate the SOW requirements but provide an approach to accomplishing or meeting these requirements. | Description |
Acceptable
Quote meets the requirements of the solicitation.
Unacceptable
Quote does not meet the requirements of the solicitation.
Factor 2 – Price:
Next, quotations that have been determined to be acceptable based on the technical evaluation will be ranked in order of price, starting with the lowest priced quote. If the lowest price evaluated offeror has been determined to be “acceptable” on all factors, the offeror is determined to be responsible, and pricing can be determined to be fair and reasonable, that offer will be deemed most advantageous to the Government and the evaluation process stops and award shall be made to that offeror without further consideration to any other offer.
