2. PROJECT SCOPE:

2.1. GENERAL:

2.2. General Information: The purpose of this project is to repair eroded portions of the drainage channel on the south side of Building 3 and prevent future erosion. The work covered by this SOW consists of furnishing all labor, materials, equipment, and performing all work required for the prevention of environmental pollution during and as the result of this requirement’s operations under this contract except for those measures set forth in other sections of the service’s contract specifications. For the purpose of this requirement, environmental pollution is defined as the presence of chemical, physical, or biological elements or agents which adversely affect human life; affect other species of importance to man; or degrade the ability of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water, and land, and involves noise, solid waste-management and management of radiant energy, hazardous materials, radioactive materials, as well as other pollutants.

2.2.1. Contractor is required to repair soil erosion on the drainage channel located on the south side of Building 3. Rain events currently cause and exacerbate soil erosion due to concentrated flow.

2.2.2. Contractor shall gain approval of stored equipment and equipment laydown and spoils areas to minimize disruption to surrounding facilities and their occupants.

2.2.3. Areas where the soil has completely eroded away shall be restored with approved backfill. Soil compaction standards must meet 90% modified proctor and will follow Attachment 5, Earthwork Specifications, Section 1.2.4 and attachment 2, PSFB Design Guide, Section 3.20.15. The drainage channel should maintain a retention area of less than 5% grade. Soil mix shall comply with base standards and follow PSFB Design Guide Section 3. Third party soil compaction testing results shall be submitted to Project Manager.

2.2.4. Areas with no vegetation across the entire channel shall be restored with 2” of topsoil blend with existing soil, drill seed the areas with native seeds, hydro mulch with tackifier Grass seed germination and erosion control material will be installed for seed and soil stabilization. Seed mix shall comply with base, native standards and follow seed mixture #4 in the PSFB Design Guide, Section 3.22.4.

2.2.5. Temporary irrigation will be required to maintain growth of seeded areas in order to meet stabilization criteria. A temporary irrigation plan shall be submitted to the Government with a determined water source and irrigation zones and duration of watering.

2.2.6. Temporary watering will be required until stabilization is ensured. Refer to PSFB Design Guide, Section 3.22.6. Irrigation system will use Water Fire Hydrant 909 shown in (Attachment 6, Water Fire Hydrant 909 Location) to connect to a water source. Contractor shall provide a temporary Irrigation system using Hydrant 909 as a water source to support the seed stabilization.

2.2.7. Monitor site for seed stabilization and establishment, approximately 3 to 6 months. If seed is not stabilized within this timeframe, contractor is responsible to return to site and complete the requirement. Contractor shall reseed if seed washes away or is disturbed before 70 percent ground cover stabilization is completed.

2.2.8. Erosion control measures shall be installed during work to maintain loose sediment. On site work shall be complete within 60-days.

2.2.9. Any damage caused by equipment or materials by the contractor to the road, curbs, gutters, utility structures or adjacent landscaping shall be repaired or replaced.

2.3. WATER QUALITY

2.3.1. Potable Water

2.3.1.1. If marked potable water lines or other utilities are damaged during this project, the Contractor must notify the Contracting Officer (CO) and Project Manager. The contractor must also notify CO and Project Manager when new plumbing is installed and allow the Government to collect microbiological samples prior to acceptance. The Contractor shall disinfect all water lines which do not remain full of water under pressure. Disinfecting shall be in accordance with American Water Works Association Standard 601 and shall not be complete until two consecutive days bacterial samples show no contamination. Bacteriological samples shall be analyzed by a laboratory certified by the State of Colorado and submitted to CO and Project Manager.

2.3.2. Wastewater and Storm Water

2.3.2.1. The Contractor shall not dump any restricted materials down the sewer disposal systems without approval of the CO and Project Manager. All discharges to the sewer shall meet Federal, State, and Local regulatory requirements and shall not exceed the installation permit requirements.

2.3.2.3. All projects disturbing more than one acre of soil must obtain coverage under the General Permit to Discharge Storm Water from Service Activities from the Environmental Protection Agency (EPA). Peterson SFB will have to obtain a co-permit. The contractor shall submit required Storm Water Management Plan and Sediment and Erosion Control Design Sheet for approval prior to submission of Notice of Intent. Review and be familiar with EPA NPDES General Permit No. COR10000F for Storm Water Discharges from Service Activities, 2022 Construction General Permit Appendix C (Attachment 4). More information and clarification for Attachment 4 can be found at https://www.epa.gov/npdes/2022-construction-general-permit-cgp 2022 Construction General Permit (CGP) | US EPA as required.

2.3.2.4. This project is expected to be over 1 acre, so a Storm Water Pollution Prevention Plan (SWPPP) is required for approval. The SWPPP must comply with requirements described in the permit.

2.3.2.5. Once the SWPPP has been approved, submit an electronic Notice of Intent (NOI) to the US Environmental Protection Agency (EPA) with supplemental information provided by the Government before staging any facilities, equipment, and materials on site, and any ground-disturbing activities. Service Activities must not begin until seven days after EPA has approved the NOI. EPA’s approved service start date will be posted on the EPA electronic NOI website.

2.3.2.6. Install and adequately maintain all best management practices (BMP) described in the permit.

2.3.2.8.4. All temporary storm water BMPs are removed.

2.3.2.8.5. Ground cover is at 70 percent or when final stabilization of the site has been achieved as defined by the permit or other release criteria identified in the service permit.

2.3.2.8.6. Final inspection is performed once initial stabilization is approved by the Government; the Contractor may submit the NOT to EPA. The Government will file its corresponding NOT to the EPA.

2.3.2.9. The Contractor may be released from NOT final stabilization requirements if the Government assumes final stabilization responsibility through assumption of the Contractor’s SWPPP by an Addendum. If the Government assumes the Contractor’s SWPPP, the Government is responsible for performing inspections, modifying the SWPPP, and complying with SWPPP commitments.

2.3.2.10. To prevent storm water pollution the contractor shall at a minimum:

2.3.2.10.1. Install silt fence or other BMPs to prevent sediment from leaving the site.

2.3.2.10.2. Protect storm drain inlets to prevent sediment from entering storm drains.

2.3.2.10.3. Immediately clean up spills of fuels, lubricants, and other HAZMAT.

2.3.2.10.4. Conduct site inspections every 14 days or after precipitation events of 0.5 inches or more to ensure sediment is not leaving the site.
