APPENDIX B6
RANGE SCHEDULING AND CONTROL
1.0 PURPOSE. The purpose of the Range Scheduling and Control function is to develop the 96 TW Daily Operations Order through effective and efficient allocation and scheduling of 96 TW resources. It is also tasked with overseeing and facilitating execution of the 96 TW Operations Order by exercising positive control of ongoing range activities.
2.0 GENERAL.
2.1. Range Scheduling and Control is required to provide effective and efficient scheduling and balanced utilization of 96 TW ranges/resources. It provides positive control of ongoing range activities. The Scheduling Flight manages the range scheduling and control functions as part of the 96th Operation Support Squadron, located in building 104 on Eglin main base.
2.2. Center Scheduling Enterprise (CSE) is a Government provided and maintained management information system that uses a "man-in-the-loop" approach to scheduling. It combines the power of a computerized data base management system with the flexibility of a human controller. Project personnel identify test and training resource requirements for each mission on mission requests prepared and submitted through CSE.
2.3. The 96 TW Daily Operations Order (DOO) is an official tasking order for all support agencies, including the O&M Contractor.
3.0 CAPABILITIES.
3.1. The Contractor shall provide range scheduling and control services, including:
3.1.1. Evaluating all mission requests to determine resource availability.
3.1.2. Resolving resource conflicts and developing a schedule using the 96 TW priority system.
3.1.3. Producing the 96 TW DOO.
3.1.4. Coordinating resource and schedule changes that may occur due to the dynamic nature of the test environment.
3.1.5. Continually updating the published 96 TW DOO until handed off to the Range Operations Control Center (ROCC). Changes occurring after the DOO is published require immediate notification to support agencies.

3.1.7. Providing the wing Unit Control Center (UCC).
3.2. The Contractor shall support the Maintenance of Land Test Area Program (MLTAP), including:
3.2.1. Scheduling and coordinating cleanup of all land test areas to include munitions recovery, road repair, vegetation removal, and some target construction. This requires effective coordination with 96TW Range Safety, Natural Resources Branch (Jackson Guard), Environmental Protection Division, and Explosive Ordnance Disposal.
3.2.2. Providing follow up reporting.
3.2.3. Monitoring all land test areas and setting up a monthly maintenance and clean up schedule.
3.2.4. Submitting a quarterly clean up report.
3.2.5. Developing work plans for range residue recovery and disposal operations.
3.2.6. At the AVSF & LGTF at WPAFB, the Contractor shall establish a single point of contact for range scheduling and resources in a timely, efficient, and effective manner.
3.3. The contractor shall maintain and operate the vehicles identified in Table B6-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
