APPENDIX D5
DATA LINKS TEST FACILITY (DTF)
1.0. PURPOSE. The primary mission of the DTF is to support the common development, integration, and interoperability of Tactical Data Link (TDL) and Advanced Networking Waveform systems and equipment. To carry out its mission, the DTF utilizes specialized support from the Contractor that is integrated, co-located, and will seamlessly function as a Government and Contractor team.
2.0. GENERAL. The DTF operates and maintains laboratories with over 40 different TDL systems, test tools, and equipment. These systems include seven major hardware-in-the-loop (HITL) platform simulators, test and training TDL networks, enterprise telecommunications equipment, TDL modeling and simulation equipment, and fiber-optic and Ethernet-based distributed network systems and infrastructure.
2.1. The DTF daily operational responsibilities are divided into four main functions. The primary function is the operation, maintenance, and support of the Gulf Common Network (GCN). Other duties and responsibilities include: maintaining and operating the Government-owned DTF systems and subsystems; providing engineering and technical support to DTF test engineers; and supporting fielding of TDL systems, networks, and equipment both world-wide and domestically.
2.2. The GCN is an operational TDL network that supports testing and training activities throughout the ETTC and surrounding areas. The GCN periodically supports other tactical networks such as Situation Awareness Data Link (SADL), Variable Message Format (VMF), Satellite Communications (SATCOM), and Advanced Networking Waveforms such as the Tactical Targeting Network Technology (TTNT) network and Flexible Access Secure Transfer (FAST). Using signal detection and analysis equipment, the DTF is charged with monitoring Link 16 RF pulse density, or Time Slot Duty Factor (TSDF) associated with GCN operations.
3.0. CAPABILITIES.
3.1. The Contractor shall operate and maintain the DTF systems from 0700 to 1700 during normal duty days, including:
3.1.1. Maintain a configuration management support database in order to maintain and track the DTF systems inventory, equipment configuration, and documentation of all assigned assets.
The Contractor shall be responsible for ensuring that equipment configuration changes are updated accordingly in the database, tracking deployed assets, and coordinating maintenance management. This task requires daily Contractor support.
3.1.2. Operate, maintain, and account for all required COMSEC material, including crypto keys and keying devices (Appendix B-12) as required in support of both local and deployed testing.
This task requires daily Contractor support for issue, inventory, and destruction of COMSEC material.
3.1.3. The Contractor shall operate and maintain both the Wave and the Orion communication systems for the 46th Test Squadron C2 Test Facility. This requires simultaneous support to configure each system, subsystem, and interface circuitry, as required, in support of test and

Page D5-1 exercise events on a daily basis. This also requires daily support in the areas of telephonic and IP networks, including Voice over IP (VoIP), fiber-optic, and Ethernet interface circuitry.
3.2. The Contractor shall locally operate and provide "user-level"* maintenance of the GCN, including:
3.2.1. Develop and maintain the GCN standing OPTASKLINK
3.2.2. Monitor daily TSDF and Data link networking issues
3.2.3. Provide network design input, as required, to AF Design Facility
3.2.4. Identify common crypto requirements
3.2.5. Identify communication requirements
3.2.6. Provide Joint Interface Control Officer (JICO) type services, support and POC for GCN area
3.2.7. Develop mission planning requirements
3.2.8. Operate other data link support equipment, as required.
3.3. The Contractor shall operate and support three independent Data link facilities on-base to include NOFORN and foreign TDL testing as well as higher level classified tests.
3.4. The Contractor shall support testing and set-up of next-generation and advanced networking waveform systems, shall provide input on the design of interface components and test architectures, and shall provide an independent assessment of GCN support issues.
3.5. The Contractor shall support distribution of GCN and TDL connectivity and services to the 46th Test Squadron family of weapons systems, test and training events, and exercise participants, as required.
3.6. The Contractor shall operate and provide user-level maintenance for the HITL platform simulators, F-15C/D, F-15E, F-16, E-3, and E-8, including:
3.6.1. Provide a single POC for testing, issues, and questions for each simulator
3.6.2. Configure simulator, as required, to include:
3.6.2.1. Varying parameters to meet test requirements
3.6.2.2. Configure interfaces to ensure proper data is collected
3.6.2.3. Configure simulator instrumentation systems to meet mission requirements
3.6.2.4. Identify and record required systems configuration
3.6.2.5. Operate systems in test and training environments
3.6.2.6. Evaluate data and provide inputs to Test Engineers
3.6.2.7. Independently troubleshoot problems in the test architecture to identify and correct issues.

3.7. The Contractor shall operate and provide user-level maintenance of TDL systems, including:
3.7.1. Terminals (FDL, LVT-[1-7], SADL, TTNT, FAST)
3.7.2. Multi-Link Translator and Display System (MTDS)
3.7.3. Link 16 Environment Gateway Stimulator (LEGS)
3.7.4. Battlefield Operations Simulation Systems (BOSS)
3.7.5 Reserved

3.8. The Contractor shall operate, maintain, and support the family of Joint Terminal Attack Controller (JTAC) systems, including:
3.8.1. Tactical Air Control Party (TACP)
3.8.2. Battlefield Air Operations Kit (BAO-Kit)
3.9. The Contractor shall maintain computer and network security compliance for DTF systems IAW Government directives and policies.

3.10. The Contractor shall ensure DTF EMSEC and security documents for computer and network systems are updated, as required.
3.11. The Contractor shall provide specialized support to develop test infrastructure and test activities by supporting the DTF test engineering (TE) staff and associates, including:
developing lab architectures, systems layouts, and connections; and shall implement other test-specific requirements as described by each Method of Test (MOT) or Concept of Operations (CONOPS) letter.
3.12. The Contractor shall simultaneously operate and deploy up to two mobile assets, as required, to conduct testing at deployed locations. Each mobile asset normally requires two personnel for support.
3.13. The Contractor shall reconfigure equipment and shall build required materials (cabling/fiber-optic, etc.) on site, as required, to accomplish testing; and shall build up and integrate acquired assets into lab infrastructure as new assets, space, and tools are introduced.
3.14. The Contractor shall provide dedicated staffing to meet the DTF’s unique technical requirements as follows:
3.14.1. Lab Manager: One full time equivalent (FTE) senior-level electrical/electronic engineer to manage Link 16 networks, the GCN, and the family of DTF systems and Contractor staff.
Advanced technical and operational JICO experience is required to maintain, operate, and manage the GCN network and GCN operations. To direct and manage the DTF staff, advanced operational experience is required in fielding ground and airborne data link support equipment .
Advanced technical experience of Link 16 Network Design Load (NDL) is required to support GCN operations. Significant and relevant technical or professional experience can satisfy educational requirements.
3.14.2. Assistant Lab Manager / Senior Field Test Engineer: One FTE of senior-level equivalent Field Test Engineer (FTE) of electrical/electronic engineering support experience to augment lab management and systems engineering duties, assume Lab Manager duties when required.
Advanced data link experience is required to effectively and efficiently perform these duties.
Significant and relevant technical or professional experience can satisfy educational requirements.
3.14.3. Senior Field Engineer: One FTE of senior-level equivalent Field Engineer of electrical/electronic test engineering experience to provide coordination and definition of customer technical requirements. Advanced data link and Data link systems engineering experience is required to effectively and efficiently evaluate data link test configurations, review test plans, provide technical consultant services to Data link test engineers, and to provide operational insight to test systems processes and procedures. Significant and relevant technical or professional experience can satisfy educational requirements.
3.14.4. General DTF Staff: Nine FTEs of general DTF staff. General DTF staff can be FTEs of Field Engineers with extensive knowledge of electronics systems fabrication, integration, and the installation of complex DTF instrumentation systems. Advanced technical knowledge is required to solve unusually complex problems associated with testing of multiple data links on over 20 different operational platforms. The DTF general staff must have experience with the systems described in sections 3.6 and 3.7 inclusive. Significant and relevant technical or professional experience can satisfy educational requirements.

3.14.5. Field Engineer with Network Experience: One FTE of mid-level equivalent Field Engineer with networking experience and knowledge of telecom equipment, computer networks, VoIP equipment, systems administration, fiber optic and Ethernet switches, routers, and complex network design is required to effectively maintain the DTF and associated networks.
Requires 2+ years experience in Cisco networking equipment, Government comm/base networking, and cryptologic equipment is required to effectively and efficiently perform these duties.
3.15 The contractor shall maintain and operate the vehicles identified in Table D5-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
