APPENDIX C11
TEST SITES (TS) D-3/D-3A
1.0 PURPOSE. The primary purpose of TS D-3 is to collect TSPI data on airborne objects and provide TM, UHF command guidance, fixed FCA, data transmission, and communication. A secondary purpose of TS D-3A is to provide a temporary staging and operating base for mobile or transportable systems, including surface-launched live-fire missiles.
2.0 GENERAL.
2.1. TS D-3 is a general purpose radar, control, and instrumentation site located approximately 92 miles east southeast of Eglin main base, at Cape San Blas, Florida. Collected data are transmitted to the CCF for real-time control and analysis.
2.2. The AN/FPS-16 radars at TS D-3, together with radars at TS A-20 and TS C-10 comprise Eglin’s TSPI fixed radar tracking complex (reference Appendix C1). Each of the two radars at TS D-3 can operate independently or be integrated with other range systems. The mission control console provides communications and connects with all participating/monitoring activities for positive range control. Through the data and communication networks, this site can control a mission being supported at other sites or support missions controlled from other sites, including TS A-20 and TS C-10. This site has the capability of recording TSPI data on-site, transmitting real-time data to the CCF and other sites, relaying data to other sites, and the capability of providing slaving data to or being slaved to systems located at other sites.
2.3. Telemetry signals can be received and recorded or transmitted over data lines to other sites or control consoles. The Ground Telemetry Facility at TS D-3 is located in building 9980.
Principle features of the facility are three high-gain autotrack antennas mounted on 35, 40, and 60-foot steel towers, a collimation antenna mounted on a tower located north of building 9980 used to check the pointing accuracy of the high-gain autotrack antennas, and antenna control equipment, TM receivers, recorders, communications equipment, and maintenance areas. This system is also addressed in Appendix C5.
2.4. Two parallel UHF command guidance systems are located at TS D-3. The UHF command guidance system can be operated from the drone control consoles on-site or remotely.
2.5. A fixed FCA System monitors frequencies from 10 kHz to 18 GHz.
2.6. TS D-3A is located approximately ¼ mile from TS D-3 and is composed primarily of a power distribution/storage building, concrete pads, and shell pads. It is provided with commercial power sources to accommodate mobile and transportable systems, including surface-launched live-fire missiles. This site functions as a satellite of TS D-3 for logistic and administrative support.
2.7. A closed US Coast Guard Station is located next to TS D-3A.
3.0 CAPABILITIES.

3.1. The Contractor shall operate and maintain the TS D-3 systems and equipment including:
3.1.1. Two AN/FPS-16 tracking radars, which are required to be operated simultaneously (Appendix C1). Radar support equipment includes CCTV systems with joystick controllers, color cameras, zoom lens, distribution amplifiers, monitors, displays, and recorders. A bore sight tower and components including RF calibration equipment and optical board are used for radar support. (see also Appendix C1 Reference Radars)
3.1.2. Telemetry systems include RF equipment used to receive and autotrack RF telemetry signals. Three high-gain auto track antennas and four workstations make up the antenna control group located at TS D-3. TM support equipment includes a collimation antenna, TM receivers, distribution, receiving and processing systems. Telemetry data handling equipment includes analog and digital data recorders, TM data and RF patch subsystem, and bit synchronizers. (see also Appendix C5 Telemetry)
3.1.3. Data systems include the primary data system to transmit and record TSPI data and the secondary data system that provides range slaving from D-3 to other sites and to allow D- 3 to slave systems from other sites. The Range Instrumentation Control System (RICS) range map computers are used for situational awareness in the control room, radar rooms (one per room), FCA facility, and TM facility. 3.1.4. Communications and related subsystems including UHF, VHF, marine band, and HF single side band transceivers, public address system, signal and control subsystems, intra-and inter-communications systems, and the countdown system.
3.1.5. UHF command guidance systems (a primary set and a secondary set) transmit and monitor signals to control and terminate munitions, drones, and UAVs. The transmitter equipment includes encoders, exciters, amplifiers, and omni and directional antennas.
The monitoring equipment includes directional antennas, UHF receivers, decoders, and event recorders. The transmitters can be controlled from Eglin AFB or Tyndall AFB.

3.1.6. Frequency Control and Analysis (FCA) uses equipment to monitor expected RF transmissions, unexpected RF interference, and decode UHF command guidance signals.
As much signal intelligence as possible should be gathered on interfering signals (frequency, modulation, pulse parameters, bering angle, etc.) to help the Government identify and stop the signal. FCA equipment includes a pedestal and controller, slavable 8’ dish with dual polarization feed, slavable LHCP helix antenna, multiple log periodic antennas cable of azimuth rotation, communication band omni antennas, fixed dish antennas, RF switching and patching equipment, amplifiers, and distribution equipment.
FCA can also send live RF spectrum video feeds to Eglin AFB and Tyndall AFB. (see also Appendix C4 Frequency Control and Analysis)
3.2. The Contractor shall provide mission data/services IAW test and task directives. These data include real time and recorded primary data, real time secondary data, communications

Page C11-2 recording and relay, real time and recorded telemetry data, FCA support, and countdown service to TS D-3 complex.
3.3. The Contractor shall deliver and pickup contractor-operated test equipment service by the Tyndall AFB Precision Measurement Equipment Laboratory.
3.4. The Contractor shall maintain the TS D-3A power distribution/storage building and shall operate and maintain portable systems and instrumentation on the test pads.
3.5. The Contractor shall provide unarmed uniformed guard service at TS D-3/D-3A during non-operating hours.
3.6. The contractor shall maintain and operate the vehicles identified in Table C11-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
