EGLIN – OPERATION & MAINTENANCE SERVICES (E-OMS)
ACQUISITION STRATEGY PANEL (ASP) SYNOPSIS UPDATE
The purpose of this fbo.gov posting is to provide Industry with the most current information regarding E-OMS and is subject to change. The information provided below is updated as of 3 November 2014. More detailed information will be provided in Sections L and M and the Draft RFP when they are released at a future date.
Competition
E-OMS will be a full and open competition.
Anticipated Subcontracting Goal
The E-OMS contract will likely include a 25% small business subcontracting goal.
Anticipated Source Selection Procedures & Evaluation Criteria
• Source Selection Procedures:
o Full Trade Off
• Evaluation Criteria:
o Factor 1: Mission Capability Subfactor 1: Technical Approach Subfactor 2: Management Approach Subfactor 3: Transition o Factor 2: Past Performance o Factor 3: Cost/Price
• Relative Importance:
o Mission Capability, Past Performance, and Cost/Price are listed in descending order of importance, with Factor 1 (Mission Capability) being most important, Factor 2 (Past Performance) being next in importance and Factor 3 (Cost/Price) being last in importance.
o Within the Mission Capability Factor, the subfactors are listed in descending order of importance, with Subfactor 1 (Technical Approach) being most important, Subfactor 2 (Management Approach) being next in importance and Subfactor 3 (Transition) being last in importance.
o All evaluation factors other than Cost/Price, when combined are significantly more important than Cost/Price.
