Corinth National Cemetery

Shrine Turf & Irrigation Project SOW

SUPPLIES OR SERVICES AND PRICES/COSTS:

Contractor shall provide all labor, supervision, equipment; materials and supplies to remove old irrigation lines/system and replace with new Design Built automated irrigation system at Corinth National Cemetery.

After installation of the new and fully functional irrigation system the contractor will remove, renovate all turf area at Corinth National Cemetery, Corinth, Mississippi.

GENERAL INFORMATION

C.1.2 Summary of Work:

A. Contractor will install a new and fully functional automated irrigation system inside of Historical walls of cemetery and after installation of approved new irrigation system the contractor will renovate all turf within the historical wall/fence of cemetery.

C.1.3 The contractor shall provide all supervision, professional advice/guidance, labor, parts, materials, equipment, and personnel, to provide these services.

C.2 Cemetery Location: These services will be performed at:

Corinth National Cemetery 1551 Horton St.

Corinth, MS 38834

SEE ATTACHMENTS AND BURIAL SECTION DRAWINGS.

C.3 General Requirements:

C.3.2 Work Hours: Normal working hours are from 7:00 a.m. to 5:00 p.m. CST Monday through Friday.

All work will be scheduled within normal work hours of the work week, Monday through Friday only.

Additional work hours of the work week, Monday through Friday may be authorized for the convenience of the Contractor upon approval of the COR(s) in writing. Any request for weekend work (Saturday or Sunday) must be approved at the SED management level. However, the Government will not be responsible for any increases in Contractor costs due to overtime, shift differential, or holiday pay.

C.3.3 Contractor Response Times:

C.3.4 During Normal Working Hours. The Contractor shall be prepared to shift workers and work areas as necessary to safeguard the cemetery and its visitors and restore the work area(s) to a safe condition. The Contractor shall respond to all normal working hours’ requests made by the COR(s) within 30 minutes of the initial notification.

C.3.4.1 After Normal Hours. After Hours requests warrant rapid response in order to safeguard the cemetery and its visitors and restore the work area(s) to a safe condition. The Contractor shall respond to all after normal hours requests made by the COR(s) within one (1) hour of the initial call.

C.3.4.2 Calls by other Government employees other than the COR(s) shall not be acted upon but shall be referred to the COR(s) for review. Repairs shall begin as expeditiously as circumstances allow and should normally be completed within (24) hours of the initial emergency call. The Contractor shall keep the COR(s) fully informed of the situation and what action will be taken to secure and correct the situation.

C.3.5 Scheduled Ceremonies and Events. A list of scheduled ceremonies will be provided the week prior to the event, and a list of scheduled funerals and other events will be provided the day prior to the service.

The Contractor has responsible for staying abreast of all such upcoming events and when in doubt, shall contact the COR(s) for clarification.

C.3.6 Disruption of ceremonies, funerals and other special events. The Contractor is responsible for ensuring that no contract work causes any funeral, ceremony, procession or visitation to be delayed, altered, or otherwise impacted in such a way that the dignity or security of the event is compromised.

C.3.7 Meetings. The Contractor shall coordinate with the COR(s) on a regular basis to ensure that work in proceeding satisfactorily and that the work will not interfere with any scheduled ceremonies, funerals, or processions. Meetings will be scheduled at least as frequently as shown below and may be requested by either party at any time. Participants in these meetings are not limited to the Site Manager and COR(s) but may include additional Contractor or Government Personnel as required.

Daily: To report on work completed, establish a work schedule and to ensure that no work is being performed at the immediate site of a scheduled interment or ceremony. These daily meetings are also an opportunity for the Contractor to ask questions and ensure he/she understands the off-limit areas, which may vary, depending on the event.

Weekly: To propose work to be done during the coming week, receive the schedule of upcoming ceremonies, discuss work progress and other items as appropriate.

C.3.8 Record Keeping And Reporting. The Site Manager or his designee shall provide the COR(s) with weekly written accurate reports identifying work completed during the past seven days including the following: All upright headstone/markers that will be raise/realigned as well as all floral vases that were removed/replaced and the sq. yards. of turf renovation (gravesite renovation) shall be recorded per gravesite location and a proposed plan of work for the upcoming week.

C.3.9 Licenses: Permits; Vehicle, Liability and Workman’s Compensation Insurance. The Contractor shall be responsible for obtaining all necessary and current licenses, permits, vehicular insurance and registration, Workman’s Compensatory Liability Insurance, property liability insurance etc., prior to the start date of this service. The contractor shall provide the Contracting Officer copies of these policies before commencing work.

C.3.10 Utility Location. Prior to commencing any excavation or turf removal operations, the Contractor shall confirm the location of any utilities in the work area. Utilities include potable water systems, electrical power, gas, and water and sewer lines. A utility locator company may be brought in to assist in this process at the sole expense of the Contractor.

C.3.11 New Installed Irrigation System. Contractor will test system and provide to COR certification that newly installed irrigation system is functioning according to company specs. No turfgrass is to be laid until the new irrigation system has been installed and fully functioning and approved by the COR. (*Note: If the water system of the cemetery is not functioning properly or insufficient water is not available on-site, contractor must secure other water sources and supply needed water by Water truck or other means at contractors choice and expense.)

C.3.12 Contractor Equipment. The Contractor shall not operate trucks, tractors, and other heavy equipment in excess of five tons on any turf area except when authorized in writing by the COR(s).

C.3.13 Erosion Control. Contractor shall Install and maintain erosion control material/methods to meet local requirements. Copies of these requirements may be reviewed by contacting the COR(s).

C.3.14 The Contractor shall provide adequate warning devices, signage, barricades, guards, flagmen or other necessary precautions, as determined by the COR(s) for the protection, safety, and warning to all pedestrians and vehicular traffic within the area. At least four signs will be provided and erected by the Contractor on the perimeter of the burial section being worked on to indicate to the public of work in progress. Signs will have the following wording: “CAUTION: IRRIGATION/TURF RENOVATION PROJECT! INQUIRE AT OFFICE.” Signs are to be aluminum, 12” height, 18” width, 2-inch black letters on white background, mounted on a post with the top of the sign 48” from the ground surface.

C.3.15 The Contractor is responsible to ensure that all work shall be done in a manner that safeguards all VA visitors, employees, and public. The Contractor shall be solely responsible for any and all actions initiated and/or completed by his/her employees. Furthermore, the contractor and his/her employees shall have a clear understanding of, and be sensitive to, such environmental issues as ground water contamination, wetlands, etc., and be consistent and fully compliant with all applicable Federal, State laws, ordinances, Right-to-Know laws, EPA guidelines, and regulations.

C3.16 The Cemetery Director/Representative will have the right to stop work pending weather conditions at any time. This is required to maintain the dignity of the cemetery and the appearance of the grounds.

C3.17 The Contractor shall schedule an on-site session(s) with the COR(s) to review site conditions;

handling, numbering, placement of floral vases; and any other Contractual requirements as determined by either the Contractor or COR(s) prior to beginning work.

C.4 Work Scheduling:

C.4.1 Upon receiving Notice To Proceed (NTP) under this contract, the Contractor and Site Manager shall contact the COR(s) to visit the site and plan the work schedule. The contractor will have all work/services completed, not to exceed 365 calendar days.

C.4.2 In planning the work schedule, the following standards will apply:

C.4.2.1 Approximately 7500 sq. ft. of sod per day.

C.4.2.2 All contract work MUST be completed as required under this contract in the Burial Section/Border Areas (designated on the contract drawings and provided to the Contractor by the Contracting Officer and/or COTR.

C.4.3 Work Activity Sequence: In burial sections where work consists of irrigation installation and Surface/Turf Renovation -- The Contractor shall submit proposed sequence of work activities to COR for approval prior to starting work. New irrigation system must be installed and fully functioning before any turf work beings.

C.4.3.1 The contractor shall provide a schedule of re-surveying of any permanent gravesite control monumentation that has been disrupted in each section from the turf renovation or irrigation installation process. All re-surveying will be at the contractor’s expense.

C.4.3.2 The contractor shall provide a schedule of any headstone miss-alignment problem cause by the turf renovation process. The COR will supply contractor headstone spec (height and tolerances per request).

Any adjustment to headstones caused by the turf renovation process as well as any cleaning of headstones will be at the contractor’s expense. (*Note: No headstone shall be removed or leave the individual gravesite).

C.4.4 Due to the national significance of the Cemetery, the Contractor shall, upon coordination with the COR(s), be prepared for work stoppages around National Holidays or other ceremonies.

C.4.5 Contractor shall be prepared to return to work as soon as a ceremony is completed or on the next working day in the case of a National Holiday, with the exception of Memorial Day.

C.4.6 Work shall not be performed for a period around the Memorial Day holiday.

C.4.6.1 This shut down period shall begin on the Friday, two weeks prior to Memorial Day and work shall recommence on the Monday following Memorial Day. For the Christmas Day, the shut down period shall begin 7 days before December 25th and recommence 7 days after December 25th.

C.4.6.2 The exact dates of this shutdown period shall be determined by the COR(s).

C.4.6.3 Prior to departing the work site(s) for the Memorial Day shut down period, the Contractor shall return the work area(s) to a level of completeness determined by the COR(s).

C.5 All sod renovation/work shall be performed during the active growing season (time periods) of the turf/grass. (For Zoysia grass that is April-September) All sod installed after September 15th and before April 15th will not be inspected or accepted by the COR until the following spring green-up/growing season has begun, and the sod has rooted and sustained no damage from the winter. At this time, the COR will inspect the sod sections and accept or not accept said sections.

C.6 Phasing and Work Sequencing: Contract work shall be accomplished in a sequenced manner, with work limited to occurring in no more than one burial section (Turf renovation work) at any given time in order to minimize overall disruption to the cemetery. Requests to work on more than one burial section at a time may be submitted to the COR for approval. Approval/disapproval will be based on the impact to the cemetery operations and the progress and workmanship of the contractor, as determined by the COR.

Work cannot begin in subsequent sections until such time that work has been completed in prior sections.

Submit proposed project work schedule sequence for COR review and approval prior to start of project.

C.6.1 Record Keeping and Reporting. The Contractor's Project Manager designee shall provide the COR(s) with weekly written accurate reports detailing the section and range of graves in that specific week.

These lists will be provided on not less than a weekly basis and shall identify all the above work that took place within the previous seven calendar days. Upon request, the Project Manager will also provide a plan of action for the upcoming week.

a. All temporary markers, floral, commemorative, buried permanent floral vases, or other types of decorations and arrangements causing interference with the turf renovation operation shall be carefully, and in an orderly manner moved from, and per completion of work, moved back to all gravesites by the Contractor. Contractor may be required to probe each grave site before turf removal to locate floral vases.

This is to ensure that floral vases are placed back on the correct burial site. Prior to removal, the Contractor shall verify the location of the items and associated decorations by using tags and a permanent ink marker indicating from which grave the item was removed as well as a graph, notating from which grave each floral vase came from. This is to be coordinated with the COR. *Note (No headstone/marker shall be removed from the individual gravesite.

b. Any upright headstones broken or damaged by the Contractor shall be reported to the Cemetery

Administrator or COR by close of business each working day in order that the grave can be properly marked. The Contractor shall be responsible for the cost of the headstone replacement. All headstone replacements must be coordinated with the COR. Any grid or sectional monuments disturbed, displaced or broken shall be replaced by the Contractor at his cost. All grid or sectional monuments disturbed, etc., shall be properly reset by a licensed land surveyor at Contractor's expense. Curbs, roads, walks, turf, trees, utilities, etc. existing above and below the ground that are damaged or disturbed by the Contractor during performance of contract work shall be repaired at the expense of the Contractor. Repairs to the above shall be corrected by the Contractor within fourteen (14) workdays, unless otherwise agreed to with the COR.

C.6.2 Floral vase location verification. Prior to removal, the contractor shall verify the numbering/ identification sequence of the floral vases with grave plotting maps. Floral vases MUST be identified to assure they are properly reinstalled at their applicable gravesites (provide method to identify floral vases to COR’s for approval prior to removal of any floral vases). The probing of each gravesite for vase location may be applicable and must be coordinated with the COR.

C.10 Headstone/Marker Cleaning. The VA is the authority on determining what is clean and what is not clean. The definition of a “clean stone” is that the stone has no dirt lines or watermarks and no visible signs of fungi. Cleaning will be accomplished with the use of a high-pressure washer (pressure not to exceed 800 PSI) and an acceptable cleaning agent that that does not harm the stone and that is environmentally acceptable. The cleaning will consist of the removal of stains, dirt, grass, or fungi leaving the marker undamaged and in a clean, acceptable condition. Will be completed with the use of a high-pressured washer (not to exceed 800 PSI) and an acceptable cleaning agent that doesn’t harm the grave marker and/or turf. The cleaning will consist of the removal of stains, dirt, grass, or fungi leaving the marker undamaged and in an acceptable appearance. Cleaning may be completed either before storage of the markers or after re-installation. If cleaning is accomplished after re-installation, the Contractor shall be responsible for any turf or sod damaged during the cleaning process. C.12. TURF IRRIGATION SYSTEM

C.12.1 General Description. Replace old irrigation lines/system with a new complete automatically controlled turf irrigation system, including piping, backflow preventer, sprinkler heads, watering stations in applicable, valves, controls, control wiring, fittings, electrical connections, municipal connection as well as any pump interconnections and necessary accessories. The system will provide complete and uniform coverage to the entire turf areas.

Cemetery supplied old irrigation maps (used as a guide only) may not show exact location of old irrigation lines, it is up to the contractor to verify the location of old irrigation pipes before any excavation/digging occurs. The contractor must use Direct boring around all trees as to minimize damage or stress to the old mature trees.

Direct boring is to be used for roadways, sidewalks and other concrete areas.

C.12.2 QUALITY ASSURANCE

A. Criteria:

1. Manufacturer regularly and presently manufactures the item submitted as one of their principal products.

2. There is a permanent service organization maintained or trained by the manufacturer which will render satisfactory service within eight hours of receipt of notification that service is requested.

3. Installer, or supplier of a service, has technical qualifications, experience and trained personnel and facilities to perform the specified work.

B. Products Criteria:

1. Multiple Units. When two or more units of the same type or class of materials or equipment are required, these units are products of one manufacturer.

2. Assembled Units. Manufacturers of equipment assemblies, which use components made by others, assume complete responsibility for the final assembled product.

a. All components of an assembled unit need not be products of the same manufacturer but component parts which are alike are the product of a single manufacturer.

b. Components are compatible with each other and with the total assembly for the intended service.

3. Nameplates: Nameplate bearing manufacturer's name or identification trademark securely affixed in a conspicuous place on equipment, or name or trademark cast integrally with equipment, stamped, or otherwise permanently marked on each item of equipment.

C. System Requirements:

1. Full and complete coverage is required. Contractor shall, at no additional cost to the Government, make necessary adjustments to layout required to achieve full coverage of irrigated areas without overthrow on roadways, sidewalks, window wells, or buildings and to protect trees from close high spray velocity.

2. Layout work as closely as possible to drawings. Drawings are diagrammatic to the extent that swing joints, offsets and all fittings are not shown. Lines are to be common trenched wherever possible or bored when near trees, roads and other concrete areas.

3. Locations of remote-control valves is schematic. Remote control valves shall be grouped wherever possible and aligned at a set dimension back of curb along roads.

4. Irrigation lines and control wire shall run at boundaries of graves, thru designation utility lanes or beside roadways so that any gravesite may be opened in the future without disruption of the irrigation system.

5. System will contain floral watering stations that maintain a water charge through-out the year.

Contractor will coordinate with COR for the locations and quantities of watering stations through the historical cemetery area.

D. Maintenance and Operating Instructions. Prior to final acceptance verbal instructions, for a period of not less than 8 hours, shall be provides to the operating personnel. Provide instructions manuals.

E. As-Built Record Drawings. Maintain a complete set of as-built drawings which shall be corrected daily to show changes in locations of all pipe, valves, pumps and related irrigation equipment. Show valves shall be shown with dimensions to reference points.

F. Completely program controller according to approved irrigation schedule.

G. Follow manufacturer’s instructions for installation.

H. Manufacturer of Control Systems to certify Control System is complete, including all related components and totally operational. Submit certificate to COR.I. Controller Chart:

1. Prepare a map diagram showing location of all valves, lateral lines, and route of the control wires.

Identify all valves as to size, station, number and type of irrigation. "As-built" drawings must be approved before charts are prepared.

2. Provide one controller chart showing the area covered by controller for each automatic controller supplied at the maximum size controller door will allow. Chart shall be a reduced drawing of the actual "as-built" system. If controller sequence is not legible when the drawing is reduced to door size, the drawing shall be enlarged to a size that is readable and placed folded, in a sealed plastic container, inside the controller door.

3. Chart shall be a blackline print with a different color used to show area of coverage for each station.

Charts must be completed and approved prior to final inspection of the irrigation system.

C.12.3. SUBMITTALS

A. Submit as one package, SAMPLES, DATA AND SHOP DRAWINGS.

B. Manufacturers' Literature and Data:

1. Piping.

2. Jointing materials.

3. Valves.

4. Backflow preventer.

5. Water meter.

6. Frames and covers.

7. Strainers.

8. Pressure gages.

9. Automatic control equipment.

10. Sprinkler heads.

11. Quick couplers.

12. Valve boxes.

13. Watering Stations.

C. Complete detailed layout shop drawings covering design of system showing pipe sizes and lengths;

fittings, locations, types and sizes of sprinkler heads; controls; backflow preventers; valves; // drainage pits; // location and mounting details of electrical control equipment; complete wiring diagram showing routes and wire sizes; wiring details and source of current // and connections to existing services. Do not start work before final shop drawing approval.

D. Name and address of a permanent service organizations maintained or trained by the manufacturers that will render satisfactory service within eight hours of receipt of notification that service is requested.

E. Reproducible "as-built" drawings.

F. After "as-built" drawings have been approved, submit print of controller chart.

C.12.3a. PERMITS AND INSPECTIONS. The Work under this Section shall comply with all ordinances and regulations of authorities having jurisdiction. Obtain and pay for all permits required for the execution of Work under this Section. Furnish copies of Permits and Approval Notices to the Owner's Representative before requesting final payment. The Contractor shall include in their bid any charges by the Water Department, Utility Company, or other authorities for work done by them and charged to the Contractor.

C.12.3b. PROCEDURE. Notify all city departments and/or public utility owners concerned, of the time and location of any work that may affect them. Cooperate and coordinate with them in the protection and/or repairs of any utilities. Provide and install temporary support, adequate protection and maintenance of all structures, drains, sewers, and other obstructions encountered. Where grade or alignment is obstructed, the obstruction shall be permanently supported, relocated, removed or reconstructed as directed by the Owner’s Representative.

C.12.4 APPLICABLE PUBLICATIONS. The publications listed below form a part of this specification to the extent referenced. The publications are referenced in the text by the basic designation only.

C12.5 PRODUCTS:

GENERAL: All materials to be incorporated in this system shall be new and without flaws or defects and of quality and performance as specified and meeting the requirements of the system. All material overages at the completion of the installation are the property of the Contractor and shall be removed from the site.

No material substitutions from the irrigation products described in these specifications and shown on the drawings shall be made without prior approval and acceptance from the COR.

C.12.5a PIPING.

A. Irrigation Mains: Provide one of the following materials.

1. Ductile Iron: AWWA 151, working pressure 1025 kPa (150 psi), cement lined, exterior bituminous coated.

2. Polyvinyl Chloride (PVC) Pressure Pipe: AWWA C900, PVC 1120, working pressure 1025 kPa (150-psi). Pipe shall conform to outside diameters of AWWA 151 cast iron pressure pipe to accommodate cast iron fittings.

B. Irrigation Laterals: Polyvinyl Chloride, ASTM D2241, PVC 1120, SDR 21, solvent welded.

C. Threaded Pipe: Polyvinyl Chloride, ASTM D1785, PVC 1120, Schedule 80, for threaded connections, risers and swing joints.

D. Above Grade and in Concrete Pit: AWWA C115, flanged joints and fittings working pressure 1025 kPa (150-psi).

E. Fittings:

1. Irrigation Mains (Ductile Iron and PVC Pipe): Ductile Iron, AWWA 110.

2. Irrigation Laterals: PVC, schedule 40, solvent welded socket type, ASTM D2466.

4. Threaded Pipe: PVC, schedule 80, ASTM D2464.

5. Swing Joints: Threaded fittings with elastomeric seals that allow 360-degree rotation and designed for minimum 1375 kPa (200 psig) working pressure, may be used in lieu of standard threaded fittings.

C.12.5b VALVES (EXCEPT REMOTE CONTROL VALVES)

A. Underground Shut-Off Valves: Provide One of the Following:

1. Gate valves 50 mm (2 inches) and larger: Iron body, bronze mounted, double disc with parallel or inclined seats, non-rising stem turning clockwise to close, 1025 kPa (150 psi) minimum working pressure. AWWA C504.

2. Butterfly valves 80 mm (3 inches) and larger: cast iron body with stainless steel shaft, ductile iron valve disc and resilient rubber coated, 1025 kPa (150 psi) minimum pressure. AWWA C504.

3. Ball valves (for isolation valves 1-1/2” and smaller): Full-port ball valves with bronze body, PTFE seats, and 90 degree on/off handle. Ball valves to have NPT female end connections.

B. Operations:

1. Underground: furnish valves with 50 mm (2 inch) nut for T-Handle socket wrench operation.

2. Above ground and in pits: MSS SP70, with handwheels.

3. All butterfly valves 150 mm (6 inches) and above shall have enclosed gear drive operators.

4. Ends of valves shall accommodate the type of pipe installed.

C. Check: Swing.

1. Smaller than 100 mm (4 inches): Bronze body and bonnet, ASTM B61 or B62, 850 kPa (125 pound) WSP.

2. One hundred mm (4 inches) and larger: Iron body, bronze trim, vertical or horizontal installation, flange connection, 1375 kPa (200 pound) WOG.

D. Pressure Reducing Valve: Cast steel body with renewable seats, with stainless steel trim. Flow passages and all parts designed to withstand high velocity applications, flange connected.

C.12.5c VALVE BOX:

A. Remote Control Valves. In planter and lawn areas, valve boxes shall be HDPE structural foam Type A, class III, green in color. Box shall be minimum 475 mm (19 inches) long by 350 mm (14 inches) deep with key lockable hinged cast iron cover.

1. After installation, label boxes with two 80 mm (3 inch) size stencils designated controller and circuit numbers with permanent white epoxy paint. Numbers shall be placed at center of valve cover and shall face nearest main road or service road.

B. Emitter Access Boxes. Round plastic boxes with lid constructed of UV resistant thermoplastic material, green in color. Top diameter to be 13 cm (5”) minimum. Height of box to be 26 cm (10-1/4”), minimum.

C.12.5d QUICK COUPLING VALVES. Valve boxes shall be injection molded plastic or structural foam construction with locking covers. Minimum size shall be 225 mm (9”) circular top diameter and 250 mm (10”) depth. Provide full opening size extensions as required.

C.12.5e BACKFLOW PREVENTER. Provide reduced pressure principle backflow preventer in each new connection to existing water distribution system, ASSE 1013, except pressure drop at design flow shall not exceed 70 kPa (10 psi).

C.12.5f STRAINERS. Basket or "Y" type with brass strainer basket. Body smaller than 70 mm (2-1/2 inch) shall be brass or bronze; 70 mm (2-1/2 inch) and larger shall be cast iron or semi-steel. Strainer cover to be furnished with blow-off connection and shut-off valve to accommodate 20 mm (3/4 inch) diameter hose connection.

C.12.5g PRESSURE GAGES: ANSI B40 1, 114 mm (4-1/2 inch) diameter, all metal case, bottom connected. Dial shall be either dead black or white lacquered throughout. Provide shut-off cocks. Maximum graduations of 10 kPa (2 psi).

C.13 AUTOMATIC CONTROL EQUIPMENT-ELECTRIC FIELD SATELLITES:

The Central Computer Control System consists of a Central Computer, Communications Interface Adapter, Radio Communications, Flow Sensors, and Stand-alone Field Satellites and all accessories necessary to operate the irrigation system. All components and software shall be a standard package as recommended and supplied by the irrigation control manufacturer.

Instruct Cemetery/Commercial contractor employees in complete operation of Control System and related components, for 40 total hours

The system shall not be limited to the control of irrigation only, but shall also be capable of controlling other functions such as lighting, security systems, valves, fountains, etc. In addition, control-type instruments for the monitoring of such things as pressure, flow, moisture, rainfall, wind speed, pumps, etc., shall be able to be integrated into the system.

The system shall provide for rain shutdown of all or selected individual satellite stations. This feature can also be used for emergency shutdown of all satellite units that may be operating at the time.

Follow manufacturer's instructions for installation.

Manufacturer of the Control Systems to certify that the Control System is complete, including all related components, and totally operational. Submit certificate to Cemetery Representative.

A. REMOTE CONTROL VALVES:

1. Each sprinkler section shall be automatically operated by a remote-control valve installed underground and operated by a 24-volt AC electric solenoid. The remote-control valves must be fully compatible with the existing filed controller unit. Valves shall be globe type of heavy-duty construction and shall have manual shut-off and flow control adjustment and provide for manual operation. Install valves with unions on each side to allow for easy removal. Valves shall have a minimum of 1025 kPa (150 psi) working pressure.

2. Valves shall be of all brass construction furnished as straight or angle pattern type, or valve body shall be cast-iron with brass bonnet, trim and renewable seat and have two inlets tapping (furnished with one plugged) to allow installation as either a straight or angle pattern valve.

3. Valves shall be diaphragm type designed to operate in water containing sand and debris and shall have a self-cleaning type contamination filter to filter all water leading to the solenoid actuator and the diaphragm chamber. Valve shall incorporate a non-adjustable type opening and closing speed control for protection against surge pressures, or valves shall operate by means of a slow acting direct drive thermal hydraulic motor without ports, screens or diaphragms.

4. Valves shall be completely serviceable from the top without removing valve body from the system.

Furnish __6__ 750 mm (30 inch) long adjustment keys. Valves to operate at no more than 50 kPa (7 psi) pressure loss at manufacturers maximum recommended flow rate.

C.13.1 SPRINKLER HEADS:

A. Shall be of one type and manufacture throughout the job site. The entire internal assembly including filter screen, to be capable of removal from the top without removing the sprinkler case from the riserB.

Rotary Pop-up Sprinklers: To be gear driven.

1. Full Circle Sprinklers: To be a dual or tri-nozzle combination type with positive drive by means of a water-driven gear assembly. Sprinkler head to rotate uniformly and to be driven by means of a train of gears made of stainless steel, extruded brass and duronze bar or delrin. Sprinklers to be equipped with an integral anti-drain valve to be self-closing at pressures of 4.5m (15 feet) of head or less. Gears and pinions shall be assembled on stainless steel spindles in a sand proof gear case, filled with a lubricating oil. An inlet screen shall prevent debris from entering the sprinkler and shall be removable with the internal assembly. Sprinklers outer case shall be constructed of cycolac, brass or cast iron coated with asphaltum paint or be vinyl coated.

2. Part circle sprinklers to be variable arc type as required with same type drive used for full circle heads. Pop-up height shall be 6 inches for turf and 12 inches for ground cover, shrubs and annual beds. Sprinkler shall carry a minimum 5-year exchange warranty against defects.

C.13.2 QUICK COUPLERS

A. Shall have all parts contained in a two-piece unit and shall consist of a coupler water seal valve assembly and a removable upper body to allow the spring and key track to be serviced without shut down of the main.

B. Metal parts shall be brass.

C. Lids shall be lockable vinyl covered and have springs for positive closure on key removal.

D. Furnish __3__ hose swivels and operating keys for each size coupler to the cemetery COR.

C.13.3 LOW VOLTAGE CONTROL WIRE:

A. Wire: Solid copper wire, Underwriters Laboratories Inc. approved for direct burial in ground. Size of wire shall be in accordance with manufacturer's recommendations, but in no case less than No. 14-2.

B. Splicing Materials: Epoxy waterproof sealing packet.

C.13.4 SLEEVE MATERIAL. PVC-1120-5DR 17, Schedule 40.

C.13.5 WARNING TAPE. Standard, 4-Mil polyethylene 76 mm (3 inch) wide tape, // detectable // non-detectable // type blue with black letters (if potable water), or purple with black letters (if reclaimed or untreated well water) and imprinted with “CAUTION BURIED IRRIGATION WATER LINE BELOW”.”

C.14 EXECUTION

C.14.1 PIPE LAYING – GENERAL:

A. Do not lay pipe on unstable material, in wet trench, or when in the opinion of Resident Engineer, trench or weather conditions are unsuitable for the work.

B. Concrete thrust block shall be installed where the irrigation main changes direction as at ells and tees and where the irrigation main terminates. Pressure tests shall not be made for a period of 36 hours following the completion of pouring of the thrust blocks. Concrete thrust blocks for supply mains shall be sized and placed in strict accordance with the pipe manufacturer's specifications and shall be of an adequate size and so placed as to take all thrust created by the maximum internal water pressure.

C. Allow a minimum of 80 mm (3 inches) between parallel pipes in the same trench.

D. Hold pipe securely in place while joint is being made.

E. Do not work over, or walk on, pipe in trenches until covered by layers of earth well tamped in place to a depth of 300 mm (12 inches) over pipe.

F. Full length of each section of pipe shall rest upon the pipe bed with recesses excavated to accommodate bells or joints. Do not lay pipe on wood blocking.

G. Install sprinkler lines to avoid heating trenches, electric ducts, storm and sanitary sewer lines, and existing water and gas mains, all of which have right of way.

H. Clean interior of pipe of foreign matter before installation. Keep pipe clean during laying operations by means of plugs or other methods. When work is not in progress, securely close open ends of pipe and fittings to prevent water, earth, or other substances from entering.

I. Each sprinkler section shall drain to waste valves placed at lowest points in the system. Waste valves shall discharge to drainage pits composed of 3-foot long vertical sections of 600 mm (24 inch) diameter sewer pipe placed under the lawn areas. Fill pipe with gravel and cover with 50 mm (2 inch) precast concrete cover before backfilling. Waste valves may also discharge to storm sewers, where available.

J. Minimum cover over water mains shall be 750 mm (30 inches). Control valves shall never be less than 80 mm (3 inches) below finished grade. Cover laterals to minimum depth of 600mm (24 inches).

K. Existing sidewalks and curbs shall not be cut during trenching and installation of pipe. Install pipe under sidewalks and curbs by jacking, auger boring, or by tunneling. Repair or replace any concrete that cracks, due to settling, during the guaranty period.

L. Close pipe openings with caps or plugs during installation. Tightly cover and protect fixtures and equipment against dirt, water and chemical or mechanical injury. At completion of all work thoroughly clean fixtures, exposed materials and equipment.

M. Warning tape shall be continuously placed 300 mm (12 inches) above sprinkler system water mains and laterals.

C.14.2 LAYING PLASTIC PIPE:

A. Shall be snaked in trench at least 1 meter to 100 meters (1 foot per 100 feet) to allow for thermal construction and expansion and to reduce strain on connections.

B. Solvent Welded Socket Type: ASTM D2855.

C. Threaded Type: Apply liquid teflon thread lubricant of teflon thread type. After joint is made hand tight (hard), a strap wrench should be used to make up to two additional full turns.

D. Elastomeric Gasket: ASTM F477.

C.14.3 LAYING DUCTILE IRON PIPE:

A. Installation: AWWA C600.

B. Joints:

1. Mechanical: AWWA C111. Provide sufficient quantities of bolts, nuts, glands and gaskets for each Socket opening on pipe and fittings.

2. Push-on: Apply thin film of lubricant to gasket and place in proper position in contour of bell. Insert beveled end of joining pipe and make contact with gasket. Force beveled end of pipe to bottom of bell without displacing gasket. Do not caulk. Use only lubricant furnished by manufacturer of pipe.

3. Flanges: AWWA C115. Install only in concrete pits. Make watertight and set not less than 150 mm (6 inches) from walls or floor.

C.14.4 LAYING EMITTER HOSE:

A. Use Type 1/11 solvent weld.

B. Bushing for adaptation from PVC Schedule 40 fittings to flex-vinyl hose shall be line size by 10 mm (3/8 inch) insert bushings.

C.14.5 INSTALLATION OF SPRINKLERS AND QUICK COUPLERS:

A. Sprinkler heads and quick couplers shall be placed on temporary nipples extending at least 80 mm (3-inches) above finished grade. After turf is established, remove temporary nipples, ensuring that no dirt or foreign matter enters outlet, and install sprinkler heads and quick couplers at ground surface as detailed.

B. Place part-circle rotary sprinkler heads no more than 150 mm (6 inches) from edge, of and flush with top of adjacent walks, header boards, curbs, and mowing aprons, or paved areas at time of installation.

C. Install all shrub sprays, sprinklers and quick couplers on swing joints as detailed on plans. Place adjacent to walls. Stake heads prior to backfilling trenches. Stakes to be parallel to riser.

D. Install sprinklers and quick coupling valves on a swing joint assembly.

C.14.6 INSTALLATION OF CONTROL WIRING:

A. Wiring from master controllers to satellites and stub-cuts for future extension shall be located in trench with new mains or in separate trench at back of curb, unless cross-country route is shown. Locate in trench with mains when possible on cross-country routes.

B. Wiring bundles located with piping shall be set with top of the bundle below top of the pipe. No two wires in any bundle shall be of the same color. Wires shall be bundled and tied or taped at 4.5 m (15 foot) intervals. A numbered tag shall be provided at each end of a wire, i.e., at valve, at field located controllers and at master controller. The number at each end of wire to be same.

C. Splicing shall be held to a minimum. A pullbox shall be provided at each splice. No splices will be allowed between field located controllers and remote control valves.

D. Provide 300 mm (12 inch) expansion loops in wiring at each wire connection or change in wire direction.

Provide 600 mm (24 inch) loop at remote control valves.

C.14.7 SETTING OF VALVES:

A. No valves shall be set under roads, pavement or walks.

B. Clean interior of valves of foreign matter before installation.

C. Where pressure control valves are installed adjacent to remote control valve, they shall be housed in the same valve box.

D. Set valve box cover flush with finished grade.

C.14.8 SLEEVING:

A. Furnish and install where pipe and control wires pass under walks, paving, walls, and other similar areas.

B. Sleeving to be of adequate size to accommodate retrieval for repair of wiring or piping and shall extend 300 mm (12 inches) beyond edges of paving or construction.

C. Bed sleeves with a minimum of 100 mm (4 inches) of sand backfill above top of pipe.

C.14.9 TEST AND FLUSHING

A. Pressure Test: Pressure test lines before joint areas are backfilled. Backfill a minimum of 300 mm (12-inches) over the pipe to maintain pipe stability during test period. Test piping at hydraulic pressure of 1025 kPa (150 psi) for two hours. Maximum loss shall be 3 L/25 mm pipe diameter/300 m (0.8 gallons/inch pipe diameter/1000-feet). Locate pump at low point in line and apply pressure gradually. Install pressure gage shut-off valve and safety blow-off valve between pressure source and piping. Inspect each joint and repair leaks. Line shall be retested until satisfactory.

B. Flushing: After testing, flush system with a minimum of 150 percent of operating flow passing through each pipe beginning with larger mains and continuing through smaller mains in sequence. Flush lines before installing sprinkler heads and quick couplers.

C. Operation Test: Upon completion of the final adjustment of the sprinkler heads to permanent level at ground surface, test each sprinkler section by the catch can or pan test and visual test to ensure a uniform distribution within any one sprinkler head area and over the entire area. Operate the entire installation to demonstrate the complete and successful operation of all new and existing equipment.

C.15 Turf Renovation (Gravesite Renovation):

C.15.1 Vegetation Removal: Existing turf is to be sprayed with a short acting non-selected herbicide designed to eliminate turf and weeds (The product “Round-up” cannot be used in the cemetery). All existing turf and weeds must be eradicated before stripping of topsoil and dead vegetation. Application to be applied by a licensed applicator to ensure appropriate rates of application and other State regulated requirements.

C.15.2 Stripping Topsoil: Strip two to four (2-4) inches of topsoil from within limits of work area and remove from work site each day. New topsoil shall be a fertile, friable, natural topsoil of loamy character and characteristic of locality.Topsoil shall be capable of growing healthy horticultural crops of grasses.

Stockpile topsoil and protect as directed by COR or designee. Eliminate foreign materials, such as dead grass, weeds, roots, stones, subsoil, frozen clods, and similar foreign materials larger than 25 mm (1 inch) in any dimension from topsoil that will be used in final grading. Topsoil work, such as stripping, stockpiling, and similar topsoil work shall not, under any circumstances, be carried out when soil is wet so that tilth of soil will be destroyed. Topsoil removed from the work area may be stored in a temporary on-site location designated by the COR(s) until removal from cemetery site at the end of work day.

C.15.3 Lines and Grades: Area must be tilled, graded and compacted to a level to provide a flowing transition through existing terrain (no depression or low line areas). A Registered Professional Land Surveyor or Registered Civil Engineer shall establish lines and grades for approval by COR and designee.

Grading shall provide a smooth transition at curbs, trees, planters and uninterrupted drainage flow into existing drains. Contractor shall notify COR or designee of any differences before requesting approval of lines and grades. Subsequent to establishment of lines and grades and COR or designee approval, Contractor will be responsible for any additional cut and/or fill required to ensure that site is graded to ensure that surface water drainage will drain to existing storm drains and that they are no standing water areas throughout the sections (such as depression and sunken graves).

C.15.4 Filling and Back Filling: Do not fill or backfill until all foreign materials have been removed from excavation. For fill and backfill use excavated materials and top soil as applicable. Do not use unsuitable excavated materials such as topsoil, construction materials and material subject to decomposition, clods of clay and stones larger than 1-inch, organic materials including silts which are unstable, and inorganic materials including silts, too wet to be stable.

C.15.5 Compaction: Compact with approved tamping rollers, sheep-foot rollers, pneumatic tired rollers, steel wheeled rollers, or other approved equipment (hand or mechanized) well suited to soil being compacted. Do not operate mechanized vibratory compaction equipment, which may damage existing liners or caskets. Sub-grade must be thoroughly tamped to compaction.

C.15.6 Topsoil: Topsoil shall be a well-graded soil of good uniform quality. Topsoil shall contain a minimum of 3% organic material. Organic material will be reflected in soil test and provided to COR. It shall be a natural, friable soil representative of productive soils in the vicinity. Topsoil shall be free of admixture of subsoil, foreign matter, objects larger than 25 mm (one inch) in any dimension, toxic substances, weeds and any material or substances that may be harmful to plant growth and shall have a pH value of not less than 5.5 nor more than 7.0. Testing for pH will be required by an approved laboratory. Copies of the pH tests shall be furnished to the COR(s) PRIOR to topsoil being placed. Amend topsoil not meeting the pH range specified by the addition of pH Adjusters. Top-dress is to be organic matter, weed free consistent with irrigation requirements to promote healthy grass. If sufficient topsoil is not available on the site to meet the depth as specified herein, the Contractor shall furnish additional topsoil. At least 10 days prior to topsoil delivery, notify the COR or designee of the source(s) from which topsoil is to be furnished. Obtain topsoil from well-drained areas.

C.15.7 Installation of Topsoil: After tilling the soil for bonding of topsoil with the subsoil, spread four (4) inches of topsoil evenly over prepared site. Incorporate topsoil into the subsoil to avoid soil layering. Do not spread topsoil when it is excessively wet or dry. Correct irregularities in finished surfaces to eliminate depressions. Protect finished topsoil areas from damage by vehicular or pedestrian traffic. Complete lawn work only after areas are brought to finished grade. The areas within the drip lines of existing trees are not to be tilled at a depth greater than three inches or backfilled not to exceed four inches from existing grades.

Contractor must protect all trees, shrubs and plants. Exceptions must be approved by COR. Incorporate fertilizers and lime into the soil to a depth of at least 100 mm (4 inches) as part of the finish grading operation. Immediately restore the soil to an even condition before any turf work.

C.15.8 Finish Grading, Sod and Sodding: Complete lawn works only after areas are brought to finished grade (approved by COR) and all vegetation has been eradicated. Sod shall be certified sod as classified in the TPI Guideline Specifications to Turf Grass Sodding. The composition of the grass species in the sod shall be the composition of the grass species in the sod shall be Zoysia grass (Palisades Cultivar). Two applications of fertilizers are required, one prior to sod placement (use a starter fertilizer 5-5-15 at the rate of .75-pounds of nitrogen per 1000 square feet and another application of fertilizer after the first mowing at .75 pounds of nitrogen per 1000 square feet.
