Exhibit R, Service Requirements Summary

This exhibit outlines service requirements for Independent Verification and Validation (IV&V) services supporting case management transformation initiatives in Texas. The document details the technical and operational requirements that service providers must meet to support the state's case management system modernization efforts. The IV&V services are intended to ensure quality assurance, testing, and validation throughout the transformation project lifecycle. Key service deliverables include independent assessment of system functionality, security testing, user acceptance testing coordination, and documentation of validation results. The services must cover analysis of existing systems, evaluation of proposed solutions, and ongoing monitoring during implementation phases. Specific timelines for service delivery align with overall project milestones, though the exhibit focuses on defining requirements rather than specifying response deadlines or award dates. The contract term and any renewal provisions would be detailed in primary contract documents.

The service requirements establish performance standards and technical specifications that bidders must address in their proposals, including staff qualifications, methodology frameworks, reporting protocols, and quality assurance benchmarks. Specific pricing structures and funding sources are not detailed in this requirements exhibit but would be addressed in the primary bid solicitation documents. The requirements emphasize the need for experienced IV&V personnel with demonstrated expertise in case management systems, healthcare or social services technology platforms, and transformation project validation methodologies. Incumbents and historical performance data, along with specific budget allocations and funding mechanisms, would be contained in supplementary procurement documents.
