About this file

This is a Technical Specifications document issued by Coastal Technology Corporation as engineer for the County of Volusia, Florida, for the reconstruction of the Florida Shores Boulevard Vehicular Beach Access Ramp in the City of Daytona Beach. The project entails removal of the existing storm-damaged vehicular beach access ramp and construction of a new concrete vehicular beach access ramp, concrete sidewalk, concrete sheet pile seawall with gravity retaining wall, and associated site improvements. The work requires compliance with multiple permits from the County, Florida Department of Environmental Protection, and the Volusia County Incidental Take Permit for Threatened and Endangered Sea Turtles. A pre-construction meeting with the engineer must be conducted prior to mobilization to establish construction access, staging areas, and site conditions. The contractor must provide three-day advance notification to the engineer for nine distinct construction phases including mobilization, demolition, seawall construction, gravity wall construction, ramp and sidewalk construction, ancillary improvements, and demobilization.

The contract comprises 16 bid items with pricing based on a combination of lump sum and unit prices, including mobilization/demobilization, demolition, excavation and grading, sand fill (per ton), sheet-pile seawall, gravity wall, reinforced concrete ramp, heavy duty concrete, FDOT Type D curb (per linear foot), sidewalk (per square yard), landscaping, pavement markings and signage, as-built survey, site restoration, performance bond, and flood insurance. The contractor must employ specific concrete mixes and reinforcement materials, including fiberglass-reinforced polymer bars for the ramp and steel reinforcement for gravity walls. Concrete specifications require minimum compressive strengths ranging from 3,000 to 5,500 psi depending on application, water/cement ratios not exceeding 0.50 lbs/lbs, and chloride content not exceeding 0.40 lbs/cubic yard. The contractor is eligible for payment of up to 60 percent of mobilization costs upon installation of one sheet pile. All construction materials and labor must be included in the bid price with no additional costs to the County, and the contractor must maintain all necessary insurances, bonds, and erosion controls as part of the lump sum mobilization bid item.
