Construction is required to commence following permit issuance and be completed within twenty-four months of the lease effective date.

Respondents must propose an initial monthly rent of not less than $4,000 per month for the first five years with annual Consumer Price Index adjustments beginning in year five. Evaluation criteria include qualifications and experience (27 points), operational and business plan viability (25 points), community benefit plan (15 points), financial ability (15 points), financial proposal pricing (20 points), and value-added amenities (2 points). The solicitation documents do not identify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors. Respondents must demonstrate financial capacity through recent financial statements and obtain payment and performance bonds equal to one hundred percent of project costs, along with required insurance coverages including commercial general liability with minimum limits of $1,000,000 per occurrence and $5,000,000 general aggregate. The County will contribute up to $1.25 million from voter-approved ECHO (Environmental, Cultural, Historic, and Outdoor Recreation) program funds toward eligible infrastructure improvements. The feasibility study projects initial construction costs of approximately $10.2 million with projected annual facility revenues reaching approximately $184,743 to $9,909 by stabilization depending on operational model.

Re: Volusia County Motorcross – SR 44 Off-Site Improvements

Per my discussion with Tommy Russ of FDOT on January 14, 2026, it was recommended that a westbound right-turn deceleration lane be provided for safety. Mr. Russ indicated that the length of this deceleration lane should match the length of the adjacent westbound left-turn lane along

SR-44. The final design and dimensions will be determined by the project’s design engineer based on the posted speed limit and the projected traffic volumes for the development.

In addition, the driveway apron will need to be improved with 12” stabilized sub-base, 16” of base material, 2” of SP 12.5 asphalt pavement and 1.5” of FC 12.5 asphalt pavement. The final configuration of the driveway apron will be determined by the design engineer based on the anticipated vehicles and turn movements.
