About this file

This is a memorandum from Zev Cohen & Associates, Inc. to Volusia County Engineering & Construction regarding off-site access improvements required for a motocross park development on State Road 44 in East Central Florida. The project, identified as ZC 25046, outlines infrastructure modifications needed to support the facility's operation. Key improvements include the installation of a westbound right-turn deceleration lane on SR-44, with the lane length to match the adjacent westbound left-turn lane as recommended by the Florida Department of Transportation (FDOT) during a January 14, 2026 consultation. The driveway apron requires substantial pavement improvements consisting of a 12-inch stabilized sub-base, 16 inches of base material, 2 inches of SP 12.5 asphalt pavement, and 1.5 inches of FC 12.5 asphalt pavement. Final design specifications and dimensions for both the deceleration lane and driveway apron will be determined by the project's design engineer based on posted speed limits, projected traffic volumes, and anticipated vehicle turn movements.

The motocross park project represents a 30-year ground lease opportunity with Volusia County for a qualified entity to develop and operate a regional motocross racing and motorized recreation facility. The selected concessionaire will assume full responsibility for financing, development, operations, and maintenance at its own expense. The property's strategic location—six miles from Interstate 4, ten miles from Interstate 95, and within a 90-minute drive of 4 million residents—positions the facility to serve a four-county region (Volusia, Flagler, Brevard, and Seminole Counties) with demonstrated demand for motocross recreation and no existing publicly owned facility of this type.

MEMORANDUM

To: Tadd Kasbeer, P.E., County Engineer, Volusia County Engineering & Construction

From: Haluk “Luke” Kilic, P.E, Director of Engineering

Date: January 21, 2026

Re: Volusia County Motorcross – SR 44 Off-Site Improvements

ZC 25046

Per my discussion with Tommy Russ of FDOT on January 14, 2026, it was recommended that a westbound right-turn deceleration lane be provided for safety. Mr. Russ indicated that the length of this deceleration lane should match the length of the adjacent westbound left-turn lane along

SR-44. The final design and dimensions will be determined by the project’s design engineer based on the posted speed limit and the projected traffic volumes for the development.

In addition, the driveway apron will need to be improved with 12” stabilized sub-base, 16” of base material, 2” of SP 12.5 asphalt pavement and 1.5” of FC 12.5 asphalt pavement. The final configuration of the driveway apron will be determined by the design engineer based on the anticipated vehicles and turn movements.
