Re: Proposed Motocross Park

This memorandum is provided in response to a request for planning confirmation regarding the potential development of a motocross park on Volusia County–owned property located on the north side of State Road 44, at and near the intersection of Omega Ranch Road. This information is intended to support preparation of a needs analysis and feasibility study and is based on a review of the County’s Comprehensive Plan, Land Development Code, and available GIS data.

Subject Properties

The subject site consists of multiple contiguous County-owned parcels located north of State Road 44, at its intersection of Omega Ranch Road, within an unincorporated area of Volusia County. The parcels evaluated include:

Collectively, the parcels comprise a large, predominantly undeveloped tract characterized by wetlands, environmental corridors, and upland areas historically used for resource-based activities. The property is accessible from State Road 44, a state-maintained arterial roadway, with additional internal access opportunities subject to detailed site design and agency coordination.

Existing Conditions and Context

The subject property is largely undeveloped and includes a mix of upland and wetland areas, surface waters, and natural drainage features. The property is located within mapped flood hazard areas, including Flood Zone A and X, which will require compliance with applicable floodplain management standards at the time of development.

Surrounding land uses are primarily rural and conservation-oriented, with limited residential development in the broader vicinity. The site’s size, configuration, and separation from established residential neighborhoods make it suitable for recreational uses that benefit from large land areas and buffered settings.

Zoning Classification

The subject property has the following zoning designations under the Volusia County Zoning Map:

Forestry Resource (FR) Resource Corridor (RC)

These zoning districts are intended to preserve environmentally sensitive lands, support low-intensity resource-based uses, and accommodate public uses that are compatible with environmental constraints.

Is the proposed motocross park an allowable use in the applicable zoning districts?

Yes. Motocross parks are classified as public parks and recreational uses and are allowable uses within the Forestry Resource (FR) and Resource Corridor (RC) zoning districts.

Are Land Development Code amendments required to develop the subject property as a public park?

No. Development of the subject property as a public park and recreational use, including a motocross park, may be permitted through the existing zoning framework. No amendments to the Land Development Code are required solely to allow the proposed use.

Future Land Use Designation

The subject property is designated Forestry Resource (FR) and Environmental Systems Corridor on the Volusia County Future Land Use Map.

The Forestry Resource designation is intended to accommodate low intensity uses, conservation activities, and public facilities that are compatible with natural resource protection. The Environmental Systems Corridor overlay further emphasizes preservation of ecological functions while allowing for carefully designed public uses.

Is the proposed motocross park use allowed under the site’s Future Land Use designation?

Yes. Parks and recreation facilities that serve a countywide or regional function are considered consistent with the future land use designations when designed and operated in a manner that respects environmental constraints and applicable performance standards.

Is a Future Land Use Map Amendment required?

No. Based on a review of the Comprehensive Plan, development of a public motocross park on the subject property would be consistent with the existing Future Land Use designations. A Future Land Use Map Amendment is not required to proceed with the proposed use.

Conclusion

Based on Planning and Development Services staff review, the development of a motocross park on the subject County-owned properties is consistent with the existing zoning and future land use designations. The proposed use is allowable as a public park and recreational area, and no Comprehensive Plan amendments or Land Development Code amendments are required to establish the use.

This planning confirmation supports continued evaluation of the site for recreational use and may be relied upon for purposes of a needs analysis and feasibility study. Final determinations regarding site design, infrastructure improvements, and operational considerations will occur during subsequent phases of project development.
