About this file
This is a Scope of Work (SOW) document for RFO No. HHS0016585, issued by the Texas Department of State Health Services (DSHS), specifically the Public Health Laboratory Division (PHLD), for maintenance and operations support of the LabWare Laboratory Information Management System (LIMS) v.8 and Clinical Health Template v.5.1. The project encompasses comprehensive system support including software licensing, integration services with the Texas Laboratory Online (TLO) application, configuration services, and development services. DSHS processes approximately 450,000 samples annually from over 8,000 entities for public health testing, including virology, serology, advanced molecular, biothreat, and chemical threat analysis. The contract is structured in two phases: Phase I (Operations) commencing on Go-Live scheduled for February 28, 2027, and Phase II (Turnover) beginning twelve months prior to contract end. The contractor must establish a Project Management Office, deliver 21 specific deliverables with defined due dates ranging from 14 to 60 business days after contract effective date, and maintain a dedicated helpdesk available Monday through Friday, 7:00 a.m. to 7:00 p.m. Central Time. Key deliverables include a Project Management Plan, Change Management Plan, Test Plan, Disaster Recovery and Business Continuity Plan, System Security Plan, and Technical Design Document, with ongoing weekly status reporting and annual updates required throughout the contract term.
The contractor must provide 2,080 hours annually for supplemental administrative and operational support services, with unused hours rolling over to subsequent years and additional support hours available at an agreed hourly rate. Security requirements mandate HIPAA and FISMA compliance, adherence to HHS security controls, TLS 1.2 encryption protocols, and storage of all System Agency data exclusively within the contiguous United States. Testing requirements include system integration testing, user acceptance testing, load and stress testing, and penetration testing, with 100 percent remediation of high and medium severity defects required prior to Go-Live and no more than 5 percent low-severity defects remaining unresolved. The contractor is subject to Service Level Agreements with maximum response and resolution times ranging from one clock hour for Critical severity issues to 36 clock hours for Low severity issues. Liquidated damages are assessed for non-compliance with key performance measures, including $200 per calendar day for missed deliverable due dates, $1,000 per percentage point above 5 percent for unresolved low-severity defects at Go-Live, and severity-level-specific penalties for resolution time violations. The contract term is not specified in this SOW excerpt, and pricing information is referenced in Exhibit O (Cost Proposal), which is not included in this document.

1.1 Description of Services
DSHS provides vital statistics, compiles and disseminates health data, administers chronic and infectious disease prevention, laboratory testing efforts, leading public health response to disasters, disease threats and outbreaks, and provides licenses and regulatory services.
DSHS PHLD serves the state of Texas by performing a variety of analyses on 450,000 samples per year in support of public health, including Texas Health Steps (THSteps) Medicaid Program, Microbiological Services, Emergency Preparedness, and Consumer Product Testing. More than 8,000 entities submit these samples. This testing is supported by LabWare LIMS, applications for tracking and testing samples and reporting results.
DSHS requires an enhanced LIMS capability to modernize laboratory ordering, reporting and supply management. The current Labware system must integrate with the Texas Laboratory Online (TLO) application. This integration is necessary to ensure secure, HIPAA compliant (PHI) and to support automated reporting, order processing and inventory management.
DSHS has identified the need to establish a LabWare LIMS Maintenance and Operations (M&O) Contract, to provide the following:
a. Maintenance and Operations support for LabWare LIMS v.8 and Clinical Health Template (CHT) v. 5.1;
b. Licensing for LabWare LIMS v.8;
c. Supplemental Services (Administrative Support)
d. Provide integration services from LabWare Inc to connect LabWare LIMS to the TLO application;
e. Configuration for LabWare LIMS Data Entry templates for electronic orders; and
f. Development Services.
1.1.1 Overview of LabWare Laboratory Information Management System (LIMS)
Labware LIMS v.8 with Clinical Health Template v.5.1 is currently used in testing samples of virology, serology, advanced molecular, biothreat and chemical threat groups.
The TLO System is designed to pull and push data between the different LIMS applications. This will require the LIMS vendors to develop interfaces with the TLO application.
