About this file

This document is a Checklist for the Final PS&E (Plans, Specifications, and Estimate) Submittal for a state and local government transportation infrastructure project. The checklist covers various aspects of the project, including coordination with utility companies, compliance with ADA standards, workers' meals and lodging requirements, appendix organization, plan sheet sealing, right-of-way and easement considerations, basis of payment, utility conflict resolution, and compliance with Buy America/Buy American requirements. The checklist also addresses the review of the Environmental Site Control Plan, project survey control, and the incorporation of environmental commitments into the special provisions. For FAA-funded projects, the checklist includes requirements related to the Construction Safety and Phasing Plan and stakeholder notification.

The document outlines the necessary steps and approvals required to ensure the final PS&E submittal is comprehensive and compliant with relevant regulations and standards. It serves as a quality control mechanism for the project manager or consultant's QA/QC engineer to verify the completeness and accuracy of the project documents before they are finalized and submitted for construction.
