Exhibit A - Scope of Services Summary
This Scope of Services document outlines the construction auditing services required by the State of West Virginia for financial auditing of Construction Management (CM) at Risk projects utilizing a Cost-Plus Fee with Guaranteed Maximum Price (GMP) structure. The services encompass comprehensive financial review and audit functions to verify contract compliance, cost accuracy, and proper fund allocation throughout the lifecycle of CM at Risk construction projects. The scope establishes the framework for independent auditing activities, including document review, cost analysis, and financial verification procedures necessary to protect the state's financial interests in construction contracts structured under the CM at Risk delivery method.
The audit services are designed to ensure transparent cost management and adherence to GMP requirements, with the contractor responsible for conducting detailed financial examinations of project costs, fee structures, and guaranteed maximum price compliance. The auditing services include verification of direct costs, indirect costs, and fee calculations against contract terms and supporting documentation. This engagement requires the auditor to maintain independence and provide objective financial assessment throughout project execution, serving as a critical control mechanism for the state's construction project oversight and financial accountability requirements under the CM at Risk project delivery system.
