About this file
This is an exhibit document for a construction management project at West Virginia University's Athletics Department involving the design and construction of a new West Tower at Milan Puskar Stadium. The project encompasses approximately 75,000 gross square feet across five levels, featuring premium seating, luxury suites, club spaces, press accommodations, and operational areas to replace the existing 1980-built tower of approximately 30,355 gross square feet. The scope includes a concourse with VIP lobby and elevators, a 1,000-person club space, corporate mega-suites, eight Founders Suites, sixteen luxury suites, and dedicated press and coaching areas. The project timeline establishes design completion by Fall 2026, with early GMP packages scheduled across multiple phases from May 2026 through January 2027, final GMP development in February 2027, and construction commencing December 2026 through June 2028 with substantial completion targeted for June 30, 2028. Demolition of the existing tower is planned immediately following the 2026 football season, with temporary facilities required for event operations and fan seating during the 2027 football season.
The University will procure a Construction Manager at Risk through ConsensusDocs 500 contract with Barton Malow-March Westin as a joint venture, with Nation's Group serving as the Owner Representative through Legends Global. The project will utilize a Cost-Plus Fee with Guaranteed Maximum Price structure, which aligns with the associated West Virginia state and local contract opportunity seeking construction auditing services to provide financial auditing of such CM at Risk projects. The phased GMP package approach includes electrical packages, structural steel fabrication, demolition, MEP and underground utilities, and foundations work, allowing for incremental financial oversight and cost management throughout the construction delivery process.

Exhibit B – MPS West Tower Project Overview:
West Virginia University (“WVU”) Athletics is building a new tower on the west side of Milan Puskar Stadium. The Athletic Department is committed to maintaining a competitive edge within our conference and nationally by strategically expanding and diversifying revenue sources through premium seating opportunities. The existing tower was built in 1980 with a series of renovations and expansions through the years and is approximately 30,355 gross square feet. The current tower has twelve (12) premium suites, press accommodations, two (2) coaches booths, two (2) radio booths, a television booth, officials booth, announcers’ booth, game day control center and additional spaces if deemed necessary during design. Due to the age and limitations of the existing tower, the new facility would provide fans with additional opportunities for club seats, ledge seats, loge boxes, and various tiers of luxury suites. The new West Tower could include five (5) levels for fan amenities, premium spaces, media spaces, team coaching spaces and operations totaling approximately 75,000 gross square feet. Through an athletic facility master plan and a market study the following programming and recommendations were provided.
The new tower is expected to include the following:
• Concourse: includes VIP curbside lobby with elevators to each premium level and dedicated corporate suite entry.
• Club: includes a 1,000-person club space, with access to Loges, Ledge, and new chairback seating for club- member patrons.
• Founders: include a Corporate Mega-Suite, and eight (8) Founders Suites.
• Suites: including sixteen (16) luxury suites.
• Press needs: include press, visiting and home coaches’ areas, and the WVU Athletic
Director suite.
The intent is to demo the existing tower immediately after the 2026 football season with the understanding that temporary facilities for overall event operation and some fan seating will need to be in place for gamedays during the 2027 football season.
