About this file
This document is a project overview exhibit for West Virginia University Athletics' new West Tower construction project at Milan Puskar Stadium. WVU Athletics is undertaking a major facility expansion to replace its existing 1980-built tower with a new approximately 75,000 gross square foot structure featuring five levels of fan amenities, premium seating, luxury suites, media spaces, and operational facilities. The new West Tower will include a 1,000-person club space, sixteen luxury suites, eight Founders Suites with a Corporate Mega-Suite, dedicated press and coaching areas, and various premium seating options including club seats, ledge seats, and loge boxes. Design documents are scheduled for completion by Fall 2026, with early GMP packages rolling out between May 2026 and January 2027 covering electrical, structural steel fabrication, demolition, MEP/underground utilities, and foundations. Construction is anticipated to commence December 2026 with substantial completion targeted for June 30, 2028, with demolition of the existing tower scheduled immediately after the 2026 football season and temporary facilities required during the 2027 season.
The project will be executed under a ConsensusDocs 500 contract with Barton Malow and March Westin serving as the Construction Manager at Risk joint venture partner, utilizing a Cost-Plus Fee with Guaranteed Maximum Price (GMP) structure. Nation's Group (Legends Global) is designated as the Owner Representative. Final GMP development is scheduled for February 2027, establishing the guaranteed maximum price baseline for the construction phase. The project timeline accommodates continued athletic operations during the transition period, with the demolition and reconstruction sequenced to minimize disruption to the 2027 football season through deployment of temporary event operation and fan seating facilities.

Exhibit B – MPS West Tower Project Overview:
West Virginia University (“WVU”) Athletics is building a new tower on the west side of Milan Puskar Stadium. The Athletic Department is committed to maintaining a competitive edge within our conference and nationally by strategically expanding and diversifying revenue sources through premium seating opportunities. The existing tower was built in 1980 with a series of renovations and expansions through the years and is approximately 30,355 gross square feet. The current tower has twelve (12) premium suites, press accommodations, two (2) coaches booths, two (2) radio booths, a television booth, officials booth, announcers’ booth, game day control center and additional spaces if deemed necessary during design. Due to the age and limitations of the existing tower, the new facility would provide fans with additional opportunities for club seats, ledge seats, loge boxes, and various tiers of luxury suites. The new West Tower could include five (5) levels for fan amenities, premium spaces, media spaces, team coaching spaces and operations totaling approximately 75,000 gross square feet. Through an athletic facility master plan and a market study the following programming and recommendations were provided.
The new tower is expected to include the following:
• Concourse: includes VIP curbside lobby with elevators to each premium level and dedicated corporate suite entry.
• Club: includes a 1,000-person club space, with access to Loges, Ledge, and new chairback seating for club- member patrons.
• Founders: include a Corporate Mega-Suite, and eight (8) Founders Suites.
• Suites: including sixteen (16) luxury suites.
• Press needs: include press, visiting and home coaches’ areas, and the WVU Athletic
Director suite.
The intent is to demo the existing tower immediately after the 2026 football season with the understanding that temporary facilities for overall event operation and some fan seating will need to be in place for gamedays during the 2027 football season.
